Dear Sirs, 1. You are requested to kindly give your best quote for Supply of supply of 10 Pair CT Modules (Krone) for Distribution & Feeder to TCIL/Ministry of Communications, Kuwait. as per BOQ attached. The technical specification of the material is also attached herewith. 2. Technical Specification: The material shall comply with the specifications of Ministry of Communication (MOC) - Kuwait, enclosed herewith and it should be MOC approved. Samples should be sent along with the offer. 3. The scanned copy of the following documents also provided along with the offer: a) Company Profile. b) Documentary proof stated that the vendor shall be manufacturer of offered product and at least 5 years of outstanding experience in manufacturing and timely delivery of such materials. c) Technical literatures of the offered items. d) A clause by Clause compliance to all technical and commercial terms and Conditions. e) Full details of the production and testing facilities available with the manufacturers. f) Production capacity and actual production along with supplies made within the last 5 years g) Performance certificates from customers. h) Copies of product type approval certificate from ministry of communications, Kuwait if any. i) Provide statement of intent for warranty period for material to be 12 months. 4. Eligibility Criteria : I} Average Annual Financial Turnover during the last 3 years, ending 31st March of the previous financial year should be at least 50% of the estimated cost of offer. ii) Experience of having successfully completed similar works/supplies during the last 2 years ending last day of month previous to the one in which tenders are invited should be either of the following: Two similar work/supply orders each costing not less than 40% of the estimated offer value executed in not more than the time period stipulated for the present tender. Or

5 One similar work/supply orders costing not less than 80% of the estimated offer value executed in not more than the time period stipulated for the present tender. The documents related to above eligibility be submitted. 5. The prices shall be quoted on DDP Kuwait / CIF Kuwait / FOB / Ex Works basis in USD / KWD / Currency of country of Origin, including all taxes and duties in the country of dispatch and charges for legalisaztion of all shipping documents. The supplier shall give break up of prices viz., basic price, freight, insurance, etc. 6. The payment terms shall be 100% payment within 120 days of delivery of material by TT 7. The material is preferred to be dispatched within 4 weeks from the date of Purchase Order. However, the earliest delivery time of the material at Kuwait may be indicated in the offer. The delivery schedule is the essence of the contract and must be adhered to by the supplier. 8. For late supplies, as liquidated damages, a sum equal to 2% of the price of any of the goods not delivered, or total order value in case any part delivery is of no use to the purchaser, for a week or part of a week subject to maximum limit of 10% of the total order value will be recovered from the Supplier. The purchaser has the right to cancel the order and buy the items at the risk and cost of the supplier from other sources. 9. The supplier shall supply the best quality & standard materials against manufacturing defects to suit the climatic conditions prevailing in Kuwait such as high temperature, high humidity, thick dust, etc. 10. The supplier shall submit a performance bank guarantee from an acceptable Bank in Kuwait for 10% of the value of the purchase order within 10 days from the date of purchase order and initially valid for a period of 18 months, which may be got extended, if required. 11. The Purchaser reserves the right to accept or reject any or all the tenders without assigning any reason. 12. The quantities indicated are tentative and are subject to variation. 13. The rates quoted by the tenderer shall be firm and fixed during the period of contract. 14. This tender is covered under Integrity Pact Programme of TCIL and perspective bidders are required to sign the Integrity Pact Document (Format enclosed). For this, please provide statement of intent or undertaking to sign IP document before placement of any PO on the qualified bidder. 15. The offer shall be submitted by sealed covers and should be addressed to Office of Regional Director, TCIL, South Khaitan, Block 4, Street 210, Building No:10,, Floor 1, Flat 3, 83809, Khaitan, Kuwait. urgently on or before 17:00 Hrs of Quotes sent through / fax shall be rejected. 16. Your offer shall be valid for a period of 150 days from the closing date. 17. Specification sheets/catalogues of the items offered shall be enclosed along with the offer. 9 1. CABLE TERMINATING UNITS 1.1. CT Units shall be modular in nature and shall preferably be of 10 Pair CT Modules, which are assembled into 50 or 100 pairs groups numbered in a vertical plane The dimensions of the modules shall be such that a 100 pair group will have a maximum vertical dimension of 275 mm The CT Units shall be fitted with slot type quick connect terminations suitable for connecting conductor sizes 0.4 mm, 0.5 mm and 0.65 mm. Each slot shall be capable of accepting a minimum of two conductors of the same diameter Slot connections shall be gas-tight and provide a firm and rigid connection Connection of conductors into slots shall be by means of a simple effective pressure type hand tool, which shall have a fully insulated grip The CT Units shall be provided with break-jacks such that by insertion of a 4-Way test plug the line and exchange sides may be split for testing purposes The CT Units shall be capable of accommodating Rare Gas Protection when required. This protection shall be of the plug in type utilising the break-jack points. Contact between earth and the earth electrode of the protection unit shall also be made by means of a jack and plug type connection The springs of break-jacks shall provide a high and even contact pressure on the protection unit contact elements The CT springs shall be so designed that they cannot be deformed when protection modules are inserted or exchanged The springs shall be corrosion proof and able to maintain their electrical and mechanical characteristics on a continuous basis under normal usage conditions Manufacturers shall state if the CT Units offered are similar or identical to units, which they offer for use in External Cross-Connection Cabinets. 2. CABLE TERMINATING MODULES 2.1. The CT Modules shall be designed for installation on the back mount frames, in the Cross Connection Cabinet. They shall be readily and easily mounted on a modular basis to suit equipped capacity requirements in CC Cabinets. They shall be made from rigid plastic material of good tensile strength.

10 2.2. The CT Modules shall be supplied in 10 pair modules suitable for easy assembly on to the back mount vertical frames. Each CT Module shall bear the manufacturers name and date of manufacture. Pair number designation strips made of plastic shall be provided in front of each CT Module. The position of a wire shall be in the left slot and B wire must be in the right slot for each pair. A transparent plastic dust cover should be supplied and fitted over the face of each 100 pairs The CT Module shall be manufactured with slot type quick connect terminations. They shall be suitable for connection of cables of conductor sizes 0.4 mm to 0.8 mm minimum (top slots) and jumper wires of 0.5 to 0.65 mm in bottom slots. If modules which are capable of accommodating 0.4 mm to 0.9 mm cable conductors are not available, alternative provisions for 0.9 mm conductors may be considered for acceptance, if clearly explained in the offer. Guides and slots for cable conductors and Jumpers shall facilitate easy cable termination and removal or rearrangement of Jumpers smoothly without interference to existing cables and Jumpers. Each slot shall be capable of accepting a minimum of two insulated cable conductors and 2 jumper wires of the same diameter Slot connections shall be gas-tight and provide a firm and rigid electrical connection, without, the need for any manual stripping of the conductor installation. The wire pull out strength shall be > 90 % of the wire breaking strain Connection and detaching of conductors into a slot, with automatic wire cut off shall be carried out by means of a single, simple, effective, pressure type hand-tool. The successful connection shall be ensured by an audible click by an impact mechanism, which operates independent of the applied pressure. Each cabinet shall be provided with a connection/disconnection tool and the basic accessories suitably mounted inside the cabinet The CT Modules shall be provided with break-jacks such that by insertion of a 4-way test plug the line and exchange sides of a line may be split for testing purposes The CT Modules shall be capable of being provided with Gas Discharge protectors on all pairs as per MOC specification, for protection when required, and the CT Modules for Feeder cables shall be supplied, installed with the full complement of Gas Discharge Tubes. These protectors should be of the plug-in type (utilising the break jack points). Contact between earth and earthing connection shall also be effected on a plug in basis, but all contacts shall be capable of carrying high-induced currents. Protection modules with Gas Discharge Protectors shall be in units to accommodate ten lines. CT Modules for distribution cables shall be of same type and will be normally ordered without Gas Discharge protectors The springs on the break jacks shall provide a high and even contact pressure on the protection elements.

11 2.9. The springs shall be so designed that they shall be of self-cleaning nature when operated and they cannot be deformed when protection modules are inserted or exchanged All the springs and contacts shall be corrosion proof and be able to maintain their electrical and mechanical characteristics on a continuous basis and shall be designed for long life and trouble free operation in the prevalent environmental conditions in Kuwait. Full details of all tests taken during manufacture and after production shall be given in the offer alongwith test results.
