3 Scpe f Wrk JEA is implementing a pilt prgram that fcuses n testing custmer engagement t a residential demand rate. JEA seeks an experienced Cmpany t design, install, implement, maintain, and manage a system that enables infrmatin transfer frm JEA s Landis+Gyr metering cmpnents t a Data Management Platfrm Slutin that enables the Custmer Experience Functinality described further belw. A general descriptin f the pilt prgram and generic architecture expectatins have been utlined belw. General Descriptin This first phase f the rllut f the JEA residential demand rate fcuses n testing: 1) The custmer s ability t understand and accept a demand rate, and 2) The custmer s ability t benefit frm a demand rate by managing their electric demand. This first phase f testing will fcus n a small grup f prgram participants (apprximately 250). A prtin f these custmers will be prvided with access t near real time infrmatin abut their electric demand and, a secnd grup will have autmated demand management equipment installed in their huse. In additin t managing demand, JEA will create a custmer engagement prgram that will prvide high fidelity meter data and prvide a platfrm t access multiple and varied infrmatinal and cnvenience services. This dcument will address the primary cmpnents f the slutin: Custmer Engagement Platfrm fr Data Management Custmer Experience Generic Architecture The drawing shwn belw is intended t prvide an understanding hw the system will wrk frm a lgical basis; it is nt intended t define the actual r physical design that must be fllwed by the prpsed Slutin. 3

Applicatin will allw fr and bidder will reasnably supprt JEA and/r ther third party functins (e.g. 60/90 secs custm vide messaging, PDF bill images, histrical billing infrmatin, etc.) t be delivered n their platfrm in a cnvenient manner. Device will be data and PII secure cmpliant. Bidder is t prvide cntrl switches n HVAC and Ht Water Heater appliances with the ability t mnitr n/ff duty cycle within the appliance (cmpnent level where pssible) n 1 minute r less intervals. The data will be cmmunicated t the gateway device and transfered t a central server fr analysis. The switch will als have the ability t sense and adaptively manage negative cmfrt events (i.e. lss f ht water frm demand curtailment, ht/cld space cnditining events). During the term f the Prgram, Bidder agrees t maintain its platfrm and systems t a cmmercially reasnable level, prvide cmplimentary timely repair f material deficiencies, and prvide limited unbtrusive updates and sftware revisins during the term. 4

5 During the term f the Prgram, Bidder agrees t supprt its platfrm and systems t a cmmercially reasnable level with custmer service available frm 9 a.m. t 5 a.m. eastern standard time. Respndent s slutin shall be registered n the Zigbee Alliance apprved prduct website within 90 days f cntract award. Custmer Engagement Custmer engagement will be achieved thrugh three (3) basic physical interfaces (1) mbile phne, (2) in hme display, and (3) vice interactin (like Alexa, Ggle Hme, etc.). The platfrm is intended t deliver a custmer engagement slutin that prvides capabilities such as the fllwing: Optimized messaging and cntent management fr energy and demand infrmatin (i.e. high bill, utage, billing inf, etc.). Online Hme and individual appliance mnitring and audit fr energy and demand. This may be perfrmed by measuring each device s lad prfile r by using a disaggregatin algrithm based n whle huse energy data. If disaggregatin is used, the system must als be capable f btaining the energy data frm the custmer s hme. Mst JEA meters d have ZigBee functinality that culd be used t btain this data. The granularity f the meter data that is btained frm the existing meter is fixed by the meter s capability s any slutin using that data must accept it as it is. The data specificatins will be prvided n request. Custmized bill disaggregatin messaging that can prvide infrmatin abut causes f high bills, appliance perfrmance degradatin etc. Examples include: Billing Infrmatin HVAC: dirty air filters, lw Fren Ht Water Heater: heater element failure Overall hme energy efficiency health, etc. 7-Day rlling bill frecast Cmparisn f current bill t last mnth s and last year s bill fr that mnth. Custmer s bill in pdf frmat with the ptential t facilitate payment Recmmend Slutins Individual custmer recmmendatins fr applicable energy and demand reductin prgrams and prducts shwing hyperlink access if available. Platfrm fr Data Management Figure 2: HEM, Clud and JEA System Data Interface The platfrm fr data management and system peratin is intended t be a glbal platfrm that can prvide the custmer engagement functinality shwn abve, interface with JEA cre data systems, as well as perfrm the analytics required t balance a custmer s energy cst and cmfrt preferences based n the Residential Demand Rate. This new rate design includes tw primary billing determinants: The custmer s highest mnthly demand which is defined as the highest energy cnsumptin during any 15 minute interval 1 during the mnth, and The custmer s highest n peak mnthly demand. This demand value is als based n the highest rate f energy cnsumptin during any 15 minute interval during n-peak timeframes, which ccur frm 12 Nn until 7 PM weekdays during the summer mnths (April Octber) and 6 t 9 AM during the winter mnths (Nvember March). The rate still has a fixed cnnectin charge The rate still cntains a fuel charge based n kwh A technlgical slutin is required that gives the custmer infrmatin and cntrl capability needed t manage demand cntrl threshlds while maintaining cmfrt t ptimize the custmer s energy usage in light f the new residential demand rate. This may be delivered in the frm f infrmatin nly r an autmated slutin that attempts t limit custmer demand t their selected value by perfrming custmer directed appliance lad cntrl. The Platfrm fr Data Management will manage bth f these custmer demand management activities. Fr the basic infrmatin nly slutin, the custmer needs t knw, in real time, what their electric demand is s they can react t it. This infrmatin can be displayed n a tablet type device lcated at the custmer residence, mbile phne, n site vice 1 The fifteen minute interval is based n each quarter hur, ne frm the tp f the hur t 15 minutes after, ne frm 15 minutes t 30 minutes after the tp f the hur, ne frm 30 minutes t 45 minutes after the tp f the hur and ne frm 45 minutes t 60 minutes after the tp f the hur. 7 activated respnse, etc. An additinal alert ntice f new peak demand event is desirable via self-selected medium text, phne, Alexa, etc. Fr the autmated demand management slutin, the system needs t be able t limit the custmer s real time demand t a custmer selected level. In this scenari, the system must mnitr the custmer s demand 24/7 and cntrl custmer lads when the preselected demand level is exceeded. The system will cntrl lads in accrdance t custmer preferences which will be input t the system at time f cmmissining. Nrmally, HVAC, Water Heater, Clthes Dryer, Pl Pump and Pl Heater are the target appliances. Platfrm fr Data Management Slutin Visin Ease f Use Autmatin technlgy is required fr the custmer t effectively manage demand threshlds. This system must prvide insight int their near real time (at that mment) energy cnsumptin and fcus the ptential interval demand, s they will have time t make energy cnsumptin decisins. This capability requires that the energy mnitring system have the ability t mnitr, accumulate, calculate and display their actual energy cnsumptin in near real time. Energy cnsumptin time intervals shuld be at least in ne minute increments t custmer give adequate respnse time t affect their billing demand (based n the current 15 minute interval). The near real time measurement and presentatin f custmer demand requires that the intelligence t calculate and present this infrmatin be at a remte server which is cnnected t the custmer via a very fast and lw latency cmmunicatins netwrk. The preferred cmmunicatins link fr this cnnectivity is the cellular netwrk; n reliance n custmer bradband will be accepted. A tablet, mbile phne r vice actuated type f device culd be used t prvide the real time demand values. A key technical requirement that cmes frm this functinality is that the system must be able t cmmunicate directly with the JEA smart meter in rder t btain, in real time, the custmer s energy cnsumptin data. The JEA smart meters bradcast the energy data by cmmunicating via the Landis+Gyr implementatin f ZigBee cmmunicatins and prtcl. Lastly JEA wuld like t have access t the JEA s meter s data fr peratinal needs, further analysis and disaggregatin. Fr example, JEA s T&D grup may need t btain additinal meter infrmatin (e.g. secndary vltage, sag/surge infrmatin, utage cunts, etc.). The data received frm JEA Landis+Gyr meters shuld be easily accessible t JEA and ideally transferable t either JEA r third party middleware analytic applicatins. The intent is t use this gateway + cellular transferred data fr higher rder analysis and lw latency Utility data use cases. Tw Versins f Custmer Functinality Infrmatin Only There will be tw instances f this system deplyed. The first is a basic system which is infrmatin nly. An In Hme Display, mbile phne, r vice respnse system may be apprpriate fr this applicatin. It wuld prvide the energy cnsumptin and cst infrmatin as described abve, with warnings, alarms, ntificatins, etc. based n custmer preferences. 7

8 Autmatic Demand Management The secnd versin, mst likely an enhanced versin f the Infrmatin Only versin, will prvide an autmated respnse t high energy demand. These respnses are autmatic and are based n the custmer s prir selectin, i.e. turn the temperature up 2 degrees, reduce the appliance run time, etc., if the demand exceeds 6 kw (summer). This system must perate autnmusly and nt require dispatching frm the electric utility. Whle Huse Metering JEA has deplyed a large number f smart meters which have the capability f prviding real time energy cnsumptin data t this system. The meter data can be accessed via a ZigBee RF cnnectin. The Landis+Gyr system uses the standard ZigBee prtcl. Custmer Experience Figure 3: Hme Energy Management (HEM) Envirnment As discussed previusly the system must cmmunicate with JEA s meters via a meter data gateway that can retrieve the meter data necessary t perfrm the desired system functinality. Custmer Experience Functinality The custmer experience is intended t include the delivery f the fllwing cnnected hme functinality t the custmer via a smartphne app. Allw custmers t mnitr, set limits and manage their 15-minute interval demand by using a smartphne app. Autnmusly manage the demand f at least tw (2) majr custmer lads based n custmer preferences. These tw lads are typically the HVAC and electric water heater. The custmer preferences cnsist f selecting the desired billing demand limit and in cnjunctin with that setting, the custmer shuld have the ability t set cmfrt impacts such as maximum inside temperature. In rder t maintain custmer cmfrt the system must have the ability t mnitr in near real time the inside temperature and reduce lad reductin if the custmer s temperature set pint is being exceeded. The system shuld als ffer the ability t stp the lad cntrl f the electric water heater if it is determined that the custmer has used enugh ht water t put them at risk f running ut, i.e. turn the water heater back n when this situatin is identified. Of curse, the custmer can select managing billing demand as the higher pririty and therefre nt allw the water heater t run, regardless f the risk f running ut f ht water. 8

9 Prvide cmparisn f current day, mnthly and histrical energy usage. Allw a smartphne app t receive targeted message presentment (vide, pdf and text) based n custmer preferences and usage patterns. This infrmatin shuld be delivered via JEA s chsen message bradcast prvider. Supprt a pre-pay and pst-pay functinality Supprt basic cmmunicatin with Hme Autmatin Systems (e.g. Amazn Alexa, Ggle Hme, etc.). Capture, manage and deliver custmer s electric meter data fr JEA use (e.g. 1 min kw, kwh, vltage, etc.) t a rbust and secure clud based service [JEA Custmer Data Prtectin Standards]. Custmer Site Device Functinal Specificatins In Hme ipad/tablet Display r Mbile Phne The ipad/tablet type display is nrmally lcated inside the hme in a cnvenient lcatin like the family rm, kitchen, r main hallway, the mbile phne is f curse mbile in that it can be any ware the custmer prefers at that specific time. These devices can be used t set r change system settings, mnitr system peratin and perate an audible alarm t indicate that the demand limit is abut t be exceeded. A digital display prvides system infrmatin and the current time f day. The display device cntrls all functins and settings f the system. They als manage the peratin f the system and, depending n which functinality is chsen, either prvides real time energy cnsumptin infrmatin nly r cmmunicates with the central server t manage the cntrl f cnnected lads. In aut cntrl mde, cmmands t cntrl lads riginate in the server and are based n the custmer s previusly established demand limit as it is cmpared t the actual demand as measured by the system. The cnnected lads are managed based upn the lad cntrl strategies the custmer prgrammed int the system during installatin cmmissining. Autmated Demand Management The autmated system turns certain appliances cmpletely ff (water heater) r reduces the natural run time (HVAC) when necessary t keep the hme s peak demand belw a preset limit. Appliances cntrlled usually include the HVAC, water heater, r any ther apprpriate lad. In a typical all-electric hme, the winter mrning cntrl strategy shuld include: HVAC Individual cntrl f inside Air Handler Individual cntrl f utdr cndenser unit Individual cntrl f heat strips (secnd stage heat fr heat pumps). Fr safety, the cntrl f Air Handler shall always invke the cntrl f the electric strips. This safety feature shuld be implemented within the cntrl device firmware and shall als be hardwired s that there is a mechanical interlck that causes the heat strips t be shed anytime the air handler is turned ff. 9

10 HVAC will be cntrlled by cnnecting t the thermstat cntrl wires cming frm the thermstat s that cntrl actins mimic thermstat cntrl. Water Heater Water Heater cntrl is usually perfrmed by simply turning it ff and nt duty cycled. Water Heater cntrl must als have a means f detecting when the custmer has cnsumed a large amunt f ht water and is at risk f running ut f ht water, while the cntrl event is in effect. When this status is detected, the system will either terminate cntrl f this specific water heater therefre allwing the water heater t begin recvery, r cntinue the cntrl event shuld the custmer pt fr maximum energy savings. Autmated demand management is accmplished by measuring the amunt f pwer being used by the hme as the custmer ges abut their daily business and it recgnizes when the preset demand limit is abut t be exceeded. It waits a few minutes t see if these lads are ging t turn ff by themselves while it carefully calculates the average demand f the hme. If the pwer cnsumptin cntinues t exceed the demand limit, it begins t turn ff r turn dwn lads. The system will be prgramed t turn ff the least imprtant lad first, using the lad cntrl strategy that the custmer selected at startup. As the pwer cnsumptin drps, the system allws the mst imprtant lads t cme back n first. There are several ptinal lad cntrl strategies. A typical strategy might prvide pwer t a higher pririty lad such as the HVAC r the water heater, while the lwer pririty lad is left ff. During these cntrl events it is pssible that the system culd simply reschedule when the lads run during the hur s that they actually run the same amunt f time, but nt at the same 15 minute interval. The end result is that the custmer may have used the same amunt f energy ver the hur but reduced energy cnsumptin/demand during any ne 15 minute perid. Specific Demand Management Requirements Minimum run time fr HVAC systems t prevent shrt cycling Minimum ff time fr HVAC systems t prevent shrt cycling. The time interval shuld nt be lnger than ne minute. This duty cycle data shall be recrded 24/7 and sent t the central server fr analysis at least nce an hur r n demand. The measure data shall include: 10

11 Thermstat status: Is the thermstat calling fr the cmpressr t run, calling fr the fan t run, calling fr the heat strips t run Has the lad cntrl device actually cntrlled the lad Water Heater This shall be dcumented during a cntrl event by detecting the status f the vltage drp acrss each f the cntrl relay cntacts. This will cnfirm that lad cntrl is wrking as well as detecting all bypass r tampering cnditins. The water heater status r duty cycle shall be recrded in ne minute intervals and this data shall be reprted, either n demand r n a delayed basis, t the central server fr analysis. This data will be used t establish a nrmal base line peratin fr each cnnected water heater. This base line shall be used t identify when the lwer element f the water heater has failed. When this ccurs the system shall remve this water heater frm lad cntrl and a message shall be sent t the custmer infrming f this prblem. During a cntrl event, the lad cntrl system shall have the ability t sense when the water heater is at risk f running ut f ht water. When this state is detected, the water will be autmatically released frm cntrl. Bidder shall describe hw their system will accmplish functinality. Cmmunicatins Technlgy Custmer wned and managed bradband technlgies such as Wi-Fi and custmer internet service shall nt be used. Premises t Central Server The preferred cmmunicatins technlgy frm the custmer s premises and the central server is 4G LTE Cellular. JEA is aware f multiple types f 4G LTE systems that can be used and is pen t prpsals that use any f thse systems. Electric Meter t Central Server The meter data will be bradcast lcally using the Landis+Gyr implementatin f ZigBee wireless cmmunicatins. That infrmatin shall be received by a gateway r lad cntrl device and then relayed t the central server via 4G LTE cellular infrastructure. Husing Types The system shall be designed t functin fr single family hmes, mbile hmes r multifamily hmes such as apartment buildings and cndminiums. Fr multifamily buildings with remte meter rms, the system must have the ability t receive ZigBee 11

12 meter data frm meters lcated in the meter rm and then rute that data t the central server fr strage and analysis using a versin f 4G LTE cellular cmmunicatins. 12
