Mar 2009 APNs Aug 2008 Division, unit 31 March 2004 Primary Objective To evaluate Public Health Risk and ensure Council s policy settings adequate protect the public from these risks. To develop, implement and promote Environmental Health and Environmental Protection Projects that promotes and enables behaviour change, both internally and within the Tweed community. To implement the Onsite Sewage Management program in cooperation with Water Unit to minimise pollution and preserve the integrity of Council s drinking water supplies. 2 External Environment Tweed Shire is one of the fastest growing areas in New South Wales. The Shire also has the second highest biological diversity of any area on the Australian Eastern seaboard. Organisational Environment PLANNING AND REGULATION DIVISION The Planning and Regulation Division provides services related to planning and development control, building control, regulatory control, public health and safety issues, environment and health management throughout the Tweed Shire. Building and Environmental Health Unit: The Building and Environmental Health Unit is one of five within the Planning and Regulation Division. The Unit is responsible for: the regulatory control and certification of buildings and approval of development applications for dwelling houses and associated structures within the shire. the provision of environmental health services to Council to meet statutory requirements and community needs. to ensure public health, safety and amenity. The unit must conform to the stringent statutory requirements of relevant acts including the Occupational Health and Safety Act. The Unit reports to the Director Planning and Regulation. The unit is also responsible for pursuing many of Council s legislative responsibilities, which include the protection of public domain, public health, public safety by virtue of essential services, plumbing and drainage, onsite waste management, food regulation, certification of buildings and other structures, fire safety upgrades of existing buildings, the licensing of premises for use as Places of Public Entertainment, licensing of caravan parks the Swimming Pools Act, Public Health Act and the Protection of Environment Operations Act. Building Services Strategy: this project will commence in 2017 and will document all critical elements of Building Services from fire safety and disability access, to approvals and pool safety. A critical element is the promotion of Councils high quality certification services. Environmental Health Strategy: this strategy will commence by June 2017 and sets in place the current priorities and strategic direction for the environmental health team. There are numerous technical areas and many have an important educational element. General: the work environment is busy, responsive to customer demands and requires regular adjustment of priorities and activities; as well as a positive team focused approach. 3 The Position The position of is responsible for advice, assistance, development and implementation of policy for public health and environmental protection issues particularly in relation to key priority areas identified in the Environmental Health Strategy. The position has a strong project management focus relating to delivery of priority projects identified in the Environmental Health Strategy, implementation of the On-Site Sewage Management Strategy, and other emerging environmental health issues as they arise. The position interacts extensively with other divisions at management and officer level in the development, implementation and promotion of environmental health and environmental protection initiatives within Council including, flying fox management, pollution minimisation and climate change adaption and resilience capacity building. The position requires demonstrated skills in strategic thinking and innovation, policy development, program delivery, problem solving and conflict resolution. It is necessary that the incumbent possess a sound knowledge of relevant legislation and a thorough understanding of environmental health and environmental protection concepts. The highly interactive context of the position requires clear planning, lateral thinking and precise communication whilst managing a demanding work load with changing priorities. The work of the position includes, but is not limited to, the following: Key responsibility areas 1. Program Management Associated key duties Implement projects and maintain programs that deliver improved public health and environmental health outcomes for the Tweed community. Prioritise and manage multiple projects simultaneously, on time and to a high standard. Some of these projects will be complex and on a large scale. Coordinate and schedule project activities. Implement the Environmental Health Strategy. Supervise implementation of Council s On-Site Sewage Management Strategy. Estimate financial and non-financial resource requirements and discuss out-sourcing work as deemed required, with management. Develop and modify Council policies and standards relevant to the position and the organisation s environmental health programs. Supervision Supervise professional staff with respect to daily operations of the Onsite Sewage Management Strategy, and Environmental Health Projects and to increase the role of education and behavioral change in better public health outcomes in emerging environmental health issues such as climate change, new vectors and pests of public health significance and living near flying foxes. Select, assess, appraise, train, motivate and discipline professional staff under position s supervision 3. Environmental Health Planning and Policy Development 4. Financial Management 5. Communication and Consultation Mentor other staff within the EH Unit Provide training and development opportunities as identified from appraisal interviews and performance development reviews and/or as opportunities arise Collect, assess, exchange, explain and coordinate information Reconcile conflicting pressures Preparation and amendment of environmental health policy areas as required Develop and modify Council policies and standards relevant to the position and organisation Develop and implement systems designed to improve the efficiency and effectiveness of the On-Site Sewage Management Strategy and other program areas. Develop appropriate policy framework, by research and analysis, as well as from existing policy Devise mechanisms to implement and monitor policy and programs Document, review and improve internal procedures Assist Building and Environmental Health Manager with preparation of the Unit s budget. Prepare and monitor program budgets. Accurately cost resources, time, people and materials as required. Benchmark to monitor cost effectiveness. Manage consultancy and project budgets to ensure timely, efficient and effective use of Council s resources Prepare complex and detailed reports, technical reports, proposals and submissions as required. Utilise conflict resolution and/or negotiation skills as determined by the situation. Participate and lead as required, meetings and group discussions. Make formal presentations as required at community meetings and public forums. Train and/or facilitate groups as required. Respond to matters tasked through Council s record system or forwarded via Council s internal system in a timely manner. Contract Prepare clear and accurate tender documentation Management Briefing, selection and supervision of external consultants and contractors Ensure Council s procurement policy is complied with through documentation in relation to the identification, selection and engagement of consultants and contractors Identify and negotiate any variations to the scope of works Report and deal with any ongoing consultant performance issues Authorise and recommend for approval consultant payments Ensure budget is adhered to within areas of control 7. Problem Compose correspondence on matters of concern to residents Solving and or developers or proponent of proposed developments. Conflict Resolution Respond to matters tasked through Council s record system or via Council s internal system in a timely manner. Employ mediation as an effective conflict resolution tool in resolving conflict and disputes between neighbours. 8. Maintenance of Professional Ensure professional knowledge base, appropriate to the position, is adequate and current. Knowledge Base Ensure open communication is maintained with colleagues to allow the transfer of information. Liaise with Manager where data gaps exist. 9. Approvals Analyse and assess applications against relevant legislation and Council Policy. Prepare recommendations for approval/refusal. Monitor compliance. As a member of the Building and Environment Health Unit the position requires attention to detail, flexibility, contribution to the provision of client services across the work of the Unit, the capacity to respond to a busy work environment and provide other team members with assistance in times of high demand. 6 Health Safety and Environmental System (HSES) Responsibilities: In accordance with Council's Work Health and Safety Responsibility, Authority and Accountability Protocol this position has been deemed to fall within the following categories: Category 4 Supervisors - Office Based (For the purpose of this protocol the term supervisor covers all other office based positions, irrespective of title, with responsibility for the supervision of staff) Supervisors are to ensure that all the requirements of the WHS Management System are adhered to and to monitor staff to ensure compliance. Category 8 All Employees All employees are required to perform their duties in accordance with their relevant position description, WHS Risk Assessments, Safe Work Methods Statements, Standard Operating Procedures and site specific requirements and instructions. 7 provision of quality customer service. Location of Position: The position will be required to work out of any of Council's administrative offices, Depots or any other location within the Shire as directed by the supervisor. Probationary Period: The position incumbent will undergo a 3 months probationary period. Where deemed appropriate, the probationary period can be extended by the relevant Director for no more than a further 3 month period. Successful completion of the probationary period will result in confirmation of the appointment. Verification of Qualifications: Guidelines All original certificates or certified (by the institution) academic transcripts must be sighted by Council. Cost of providing documentation is to be borne by applicant. To facilitate the verification of qualifications written permission must be given to the Tweed Shire Council for the relevant educational institution to be contacted. Falsely claiming qualifications will lead to dismissal and/or prosecution for any relevant offence. 8 Required Personal Attributes, Knowledge and Competence Selection Criteria Personal Attributes: Personal Attributes and Cultural Fit will be addressed at interview. Council is seeking personal attributes and work values consistent with Council s Corporate Values. Knowledge and Competence: (to be addressed in full when making application) 1. Recognised qualification at degree level in Environmental Health or Environmental Protection or equivalent. 2. Demonstrated competence in public health risk assessment and the development and implementation of environmental health policy to manage this risk. 3. Demonstrated ability to scope and acquire funding for, and subsequently implement, environmental health and environmental protection projects. 4. Demonstrated ability to maintain and enhance and practical knowledge and capacity relating to existing and emerging environmental health risks. 5. Competence in management of environmental health programs and associated budgets. 6. Demonstrated competence in liaison and consultation with the community, Council, State and Federal government departments, research and funding bodies. 7. Eligible to hold a current NSW Drivers Licence Class C or equivalent. 8. Demonstrated high level written and verbal communication skills. 9. Demonstrated negotiation and conflict resolution skills. Desirable: 10. Post graduate qualifications in a relevant field. 11. Experience or qualifications in conflict resolution and mediation. 12. Experience in project management.
