1 CITY OF FATE COMMERCIAL BUILDING PERMIT PROCESS Adpted Cdes: 2009 INTERNATIONAL BUILDING CODE 2009 INTERNATIONAL ENERGY CONSERVATION CODE 2009 INTERNATIONAL PLUMBING CODE 2009 INTERNATIONAL FIRE CODE 2009 INTERNATIONAL FUEL GAS CODE 2014 NATIONAL ELECTRIC CODE 2009 INTERNATIONAL MECHANICAL CODE Building permitting is the prcess thrugh which the City f Fate ensures cmpliance with all cdes and rdinances, relative t cnstructin f building and building sites. Generally permits will fall int tw categries residential r cmmercial. In each case, the prcess will include the review and apprval f cnstructin and site plans, the payment f permit fees, the issuance f building permit, scheduled inspectins f wrk in prgress, and apprval f its cmpletin. The plan review will generally be cmpleted within ten (10) days f yur submissin, prvided that he plans and applicatin are cmplete and n technical prblems are identified. Cmmercial plans will be reviewed by several departments, each psing a specific area f respnsibility.
2 Submittal Requirements: The fllwing is a general verview f the prcedures and requirements fr btaining a cmmercial building permit. T allw us t prcess yur building permit request in a timely manner, it is essential that yu prvide all infrmatin requested. Submittals: A cmmercial permit applicatin cmpletely filled ut and signed t include registratin f all cntractrs. Fur (4) cmplete sets f building plans including apprved site plan. (1 set prject specificatins). Cver sheet cntaining cde cmpliance, cde year, prject analysis, lcatin site and map (partial shell, finish ut, r alteratin prjects must be accmpanied by an area site plan indicating which building is invlved and the lcatin f the tenant suite within that building). Drawings and dcuments must be sealed, signed and dated by a state f Texas registered architect r registered engineer, where applicable and as required. Plans must be drawn t scale; drawings may be 11 x 17 r 24 x 36 fr alteratins and 24 x 36 fr new cnstructin. Plans must be designed t building cdes adpted by the City f Fate. Plans t Include: Apprved site plan (new cnstructin). Architectural Plan Mechanical Plan Electrical Plan (must include riser diagram, panel schedule that prvides ttal lad calculatin) Plumbing Plan (must include riser diagram) Lightning and Mechanical Energy Analysis Architectural barrier prject n. r evidence f TAS/TDLR review applicatin. (All prjects valued ver $50,000.00) Reference t finish materials flame spread and smke develped classificatin included in finish schedule. When health review is required, additinal plans t be submitted fr Health Department required t shw kitchen equipment layut, schedule, and seating layut. The prject must be prvided with sufficient facilities fr screened dumpsters. Cmmercial Cntainers: All cmmercial prperties shall use a cmmercial cntainer service prvided by a garbage and/r slid waste cllectin cmpany with a valid franchise agreement with the City. All new and existing cmmercial prperties shall prvide a cncrete dumpster pad and apprach t be visually screened by a slid fence r screening as required by the develpment cde, f sufficient height t cnceal the cntainer n all sides, except n the side used fr garbage pickup service such side shall be required t be screened. Placement f the dumpster enclsure shall be behind the frnt building line and exterir side yard building line adjacent t a street and shall have a five-ft (5 ) rear prperty line setback and five-ft (5 ) side yard setback line. When a cnditin exists that a prperty cannt meet the setback requirement, review f the site plan by the planning divisin will be required t determine a suitable lcatin fr the enclsure. Acceptable dumpsters shall be cnstructed in cmpliance with City standards. All dumpster enclsures are required t be maintained in cnfrmance with an apprve site plan and/r in a clean and safe manner. The prperty wner must maintain the dumpster surrundings in a clean and sanitary cnditin, and is respnsible fr remving and prperly dispsing f waste materials stacked utside the cmmercial cntainer/dumpster r causing the cmmercial cntainer/dumpster t be verfilled. Sign and Fence permits shall be btained separately frm the building permit.
3 Prcess and Activity detail: A current permit shall be btained prir t beginning cnstructin N inspectin will be cnducted withut permit. Inspectins: The Building Permit and jb address are t be psted in a manner s as t be visible frm the street. City apprved plans shall be n-site fr all scheduled inspectins. Ersin cntrl, wind fence, prtable tilets and trash bins shall be n-site prir t start f prject and thrughut cnstructin. Cnstructin site shall be kept clean and free f debris at all times. All streets shall be maintained and kept clean f all debris, mud, and building materials. It is the respnsibility f the General Cntractr t request all inspectins. Inspectins can be requested thrugh MyGv.us. The ffice hurs are Mnday-Thursday 7:30am 5:30pm and Friday 8:00am 12:00pm. All inspectin requests must be made by 4:00pm the day befre the desired inspectin date. Inspectins must be cancelled by 8:30am r fees may be assessed. Typical Cmmercial Inspectins: T-Ple Plumbing Rugh/Undergrund electrical, mechanical Piers/grade beams/fundatin Framing and tp-ut f plumbing, mechanical, & electrical Brick ties, stucc lathe, blck cnstructin Paving/Flatwrk Meter Release Energy Cmpliance Health Irrigatin and Landscape Building Final Additinal Inspectins may be necessary based upn a specific prject. Special Inspectins: Special inspectins are required as prescribed in chapter 17 f the 2009 Internatinal Building Cde. Elements that require special inspectin must be inspected by apprved agencies and persnnel as determined by the Building Official. The fllwing require special inspectin: Structural steel cnstructin including welding and high strength blting, cncrete cnstructins, structural masnry, manufacturers r engineer designed wd cnstructins, sil preparatin, pier fundatins, pile fundatins, wall panels and veneer, sprayed fire resistant material, smke cntrl systems, and ther as determined by the Building Official. These inspectins are in additin t thse perfrmed by the City f Fate. All Cmmercial building must have the fllwing apprvals befre a Certificate f Occupancy can be issued: Engineering, Fire, Water, Health, Planning, and Building Inspectin Cntractr and Sub-cntractr Validatin: Prir t submissin f a permit request the General Cntractr shall be listed n the applicatin. Prir t issuance f permit all cntractrs are required t be listed and registered with the City f Fate.
4 Required Registratin: General Cntractr Backflw Tester/Installer Plumbing Cntractr Builder Irrigatin Cntractr Paving Cntractr HVAC Cntractr Fire Sprinkler/Alarm Utility Cntractr Electrical Cntractr Cncrete Cntractr Sign Cntractr Sub-cntractrs that are currently registered with the City f Fate n new cnstructin shall summit a sub-cntractr validatin frm with permit request. Registratin Fee: $75.00 All dcumentatin submitted shall be cmplete, and in cmpliance with the adpted cdes and rdinances. All required dcuments, fees, and attachments shall be deemed cmplete fr prcessing. Incmplete applicatins will be denied. Cnstructin must begin within 180 days f permit issuance r permit becmes null and vid. An extensin must be requested in writing frm the applicant t the Building Official. The prject will be cnsidered abandned if n inspectin has been perfrmed in 180 days. Prvisins cntained herein are general in nature and may nt address all situatins. Please cntact the Building Inspectin Divisin fr infrmatin related t yur specific prject. The release f utilities will be called in by the Inspectin Department. Permit shall be psted n site and City Apprved plans shall be n site fr all inspectins. Jb Site Requirements: The building permit and prperty address shall be psted at all times. Trash bin/dumpster and prt--let must be n site prir t any inspectins. SWPPP shall be in place prir t any wrk taking place and shall be maintained thrughut the prject. All prjects will be required t keep streets and alleys clear frm trash, debris, dirt, and mud. It is the respnsibility f the General Cntractr t ensure prper strm water prtectin practices are in place at all times. The Building Inspectr may withhld inspectins and issue a red-tag if the cnstructin site is in vilatin f the site requirements. The building may require additinal site requirements as needed in the field. FEES: Plan Review Fee: 65% f Valuatin f Cnstructin based n Table 1-A Re-Inspectin Fee: First ffense $50.00 per trade. $25.00 increments fr each additinal re-inspectin per trade. The Basic Permit fee is determined by the cnstructin cst as utlined in Table belw. New residential (based n valuatin): 0.6 percent f the prject cst based n the calculated natinal building value ($1, minimum). Cancellatin & Re-inspectin Fees Cancellatins: Cancellatins must be called in befre 8:30am the day f the inspectin. Re-inspectin fees: It is the respnsibility f the persn requesting the inspectin t persnally check the wrk scheduled fr inspectin.
6 Prf f Submissin t Texas Department f Licensing & Regulatins Title 132A - Texas Department f Licensing & Regulatin Art Architectural Barriers Plicy Sec. 1. The prvisins f this article are t further the plicy f the State f Texas t encurage and prmte the rehabilitatin f persns with disabilities and t eliminate, insfar as pssible, unnecessary barriers encuntered by persns with disabilities, whse ability t engage in gainful ccupatins r t achieve maximum persnal independence is needlessly restricted. Applicatin Sec. 2. (a) The standards adpted under this article apply t: (4) a privately funded building r facility defined as a "public accmmdatin" by Sectin 301(7) f the Americans with Disabilities Act f 1990 (42 U.S.C. Sectin 12181), and its subsequent amendments, that is cnstructed r renvated, mdified, r altered n r after January 1, 1992; and (5) a privately funded building r facility defined as a "cmmercial facility" by Sectin 301, Americans with Disabilities Act f 1990 (42 U.S.C. Sectin 12181), and its subsequent amendments, that is cnstructed r renvated, mdified, r altered n r after September 1, (j) All plans and specificatins fr cnstructin r fr the substantial renvatin, mdificatin, r alteratin f a building r facility that has an estimated cnstructin cst f $50,000 r mre and that is subject t the prvisins f this article shall be submitted t the department fr review and apprval. (k) Plans and specificatins related t the building r facility shall be submitted t the department by the architect, interir designer, landscape architect, r engineer wh has verall respnsibility fr the design f the cnstructed r recnstructed building r facility. The architect, interir designer, landscape architect, r engineer shall submit the plans and specificatins t the department nt later than the fifth day after the date n which the architect, interir designer, landscape architect, r engineer, as apprpriate, places the applicable prfessinal seal n the plans and specificatins. If there is n architect, interir designer, landscape architect, r engineer with that respnsibility, the wner shall submit the plans and specificatins t the department at least 30 days within the date the cnstructin r renvatin, mdificatin, r alteratin n the building r facility begins. On applicatin t a lcal gvernmental entity fr a building cnstructin permit related t the plans and specificatins, the wner shall submit t the entity prf that the plans and specificatins have been submitted t the department under this article. (l) Any substantial mdificatin f apprved plans shall be resubmitted t the department fr review and apprval. (m) If an architect, interir designer, landscape architect, r engineer required t submit r resubmit plans and specificatins t the department fails t d s in a timely manner, the cmmissin shall reprt the fact t the Texas Bard f Architectural Examiners, the State Bard f Registratin fr Prfessinal Engineers, r a licensing authrity that regulates the individual, as apprpriate.
7 Strm Water Pllutin Preventin and Cnstructin Ntice t Develpers and Cntractrs In rder t cmply with the State issued TCEQ permit the City f Fate is required t enfrce the best management practices (BMP s) that are implemented within the cities Strm water management prgram (SWMP). The city will inspect all prject sites befre, during, and after cnstructin fr cmpliance with the guidelines set frth in the SWMP. Cnstructin prjects with a disturbed area greater than 1 acre will be required t develp a strm water pllutin prtectin plan (SWPPP) t keep n site. If a site is determined nn-cmpliant by the city, the city will remedy the situatin. Ersin Cntrl Standards 1. All residential lts must maintain prperly installed ersin and sediment cntrls fr the duratin f land disturbing activity. At minimum silt fence shall be installed at areas subject t ersin and n lts directly behind the curb, nce the sidewalk is in place curlex shall be installed between the curb and sidewalk and must stay in place until sd has been installed. 2. Selected lts and sites are required t set debris fence barriers t help cntain light weight materials and debris t the prject site. On residential lts debris fence is required when an ccupied residence is within ne lt f the prject. 3. Trash bins are required n all cnstructin sites. Trash bins shuld be maintained thrughut the prject. Trash bins may be remved after brick and sheetrck are cmplete hwever n debris will be allwed n the lt. 4. Sub-cntractrs will nt be allwed t drive r park n lts, all parking shall be n pured cncrete r apprved surface. 5. Each builder is t install and maintain their wn wash ut site. a. The washut site shall be surrunded n three sides by silt fence. b. A rck entry will be installed n the entrance f the washut site and designed as t nt allw run ff. c. The washut site will be lined with plastic t prevent seepage. The permit hlder is respnsible fr the installatin and nging maintenance f all lt specific ersin and sediment cntrl BMP s. During the cnstructin prcess the permit hlder is respnsible t ensure that mud, dirt, rcks and ther debris are nt allwed t erde r be tracked nt the city streets r sidewalks. Any mud r ther debris fund in the streets shall be immediately remved.
