Inaugural Meeting Agenda Meeting Date: 10/23/2017 Title: Proposed Meeting Dates Goodwin Department: Corporate Services Request for Decision Summary To set Council and Committee of the Whole Meeting dates for the next year. Proposed Motion That the calendar of regularly scheduled Council and Committee of the Whole meetings be approved as presented. Background/Analysis Council conducts an inaugural meeting after the municipal election where a calendar of upcoming meetings is approved along with committee appointments and seating arrangements. Proposed are the meeting dates, times and locations of regular Council and Committee of the Whole meetings for the remainder of 2017 and up to the organizational meeting of 2018 as per the Municipal Government Act and Council Procedure Bylaw. Options/Alternatives Consultation/Engagement Feedback was sought from administration and is presented for Council's consideration. Implementation/Communication The approved calendar is posted to the City's website and meetings are regularly communicated to the public through several media options including the newspaper and social media. Inaugural Meeting Agenda Meeting Date: 10/23/2017 Title: Deputy Mayor Appointments Goodwin Department: Corporate Services Request for Decision Summary To approve the Deputy Mayor appointments for the term of this Council. The schedule will be distributed under separate cover. Proposed Motion That the Deputy Mayor appointments for be approved as presented. Background/Analysis Each Alderman serves two terms as Deputy Mayor, each term is of four months duration and sequencing is determined by a number draw. Inaugural Meeting Agenda Meeting Date: 10/23/2017 Title: Update Titles From Alderman to Councillor - Goodwin Department: Corporate Services Request for Decision Summary During previous municipal election campaigns, it was noted that the title "Alderman" was unfamiliar and often misunderstood by many residents of Spruce Grove. It has been recommended that a resolution for change be brought forward for Council consideration. Proposed Motion That the title "Councillor" be used when referring to elected officials of the City of Spruce Grove, other than the Mayor. Background/Analysis Section 155 of the Municipal Government Act states that a councillor is to have the title "Councillor" unless the Council directs that another title appropriate to the office be used. The title "Alderman" has been used to identify members of Council, other than the Mayor, since Spruce Grove was proclaimed as a City in Prior to that time, members of Council were referred to as Councillors and had been since Spruce Grove's incorporation as a Village in Over the last several years, many of the larger remaining municipalities have since chosen to update the title of their elected officials from "Alderman" to "Councillor" which is viewed by many as a modernized and gender neutral title. Options/Alternatives Continue to use the title "Alderman" when referring to elected officials, other than the Mayor. Consultation/Engagement Implementation/Communication 5

6 All relevant legislation and processes will be reviewed and updated as necessary to reflect the title change. A communication plan will be developed to communicate the change to residents as well as all internal and external customers. Impacts Using the commonly recognized title of "Councillor" will allow for better identification with residents and will place Spruce Grove City Council in line with the majority of elected municipal officials within the province.
