Call to Order The Meeting was Called to Order at 7:02 p.m. 2. National Anthem 3. Declaration of Pecuniary Interest - None 4. Adoption of the Agenda 4.1 Monday, July 20, THAT the Regular Council Meeting Agenda for Monday, July 20, 2015 be approved as amended; adding an amended By-Law ; adding By-Law and amending/renumbering the Confirming By-Law to Mayor's Address Good evening everyone, Summer is definitely here. Businesses are full of customers. The parks and beaches are crowded. Parking spaces are at a premium, and there is traffic everywhere. Recreational programs and summer events are happening throughout our community. Roads construction is in full swing. There are line-ups at the landfill and transfer stations, and the planning and building departments are extremely busy processing applications and doing inspections. Summer is the busiest time of all in Madawaska Valley, and municipal services are facing peak demand. All municipal staff are working hard to meet the needs of residents and visitors to our community, but in this busy time, some requests may take a little longer than usual to be addressed. One way the public can help is to use the Public Service Request link found at the bottom left-hand side of Madawaska Valley s municipal website. This link allows you to report an issue or problem that is not an emergency at any time of the day or night.

2 Your report will be directed to the appropriate Department Head so action can be taken. The Public Service Request system provides the municipality with a record of these concerns that will help us better meet the public s needs in the future. Thank you. 6. Delegations and Presentations - None 7. Confirmation of the Minutes 7.1 Regular Council Meeting Minutes - July 6, Moved by: Councillor Archer Seconded by: Councillor Bromwich THAT the Regular Council Meeting Minutes for July 6, 2015 be approved as amended (removing By-Law third and final reading Resolution # ). 7.2 Special Council Meeting Minutes - July 7, THAT the Special Council Meeting Minutes for July 7, 2015 be approved as presented. 7.3 Special Council Meeting Minutes - July 17, THAT the Special Council Meeting Minutes for July 17, 2015 be approved as presented. 8. Business Arising from the Minutes Mayor Love questioned Council if they would entertain the idea of reviewing the By- Law for the licencing of taxis. Council agreed, and direction was given to staff to place the Vehicle for Hire Licence By-law on the next Development and Property Committee Meeting for further discussion. 9. Committee Reports 9.1 Killaloe Community Policing Advisory Committee Minutes - April 23, 2015 Councillor Bromwich noted that the reference to the Lakewood extension should be the Lakeview Parkway extension. Councillor Bromwich reviewed the Community Policing Advisory Committee (CPAC) Meeting Minutes

3 THAT the Killaloe Community Policing Advisory Committee Minutes for April 23, 2015 be accepted as presented. Mayor Love requested a copy of the Strategic Plan referred to in the CPAC Meeting Minutes. Councillor Bromwich explained that only a portion of the Strategic Plan was provided at the meeting and when the CPAC Committee receives the full package he will provide copies to all of Council. 10. By-Laws 10.1 By-Law RE: Site Specific Zoning By-Law amendment (Etmanskie) Part of Lot 184, Range "B" South, Part 4 on Reference Plan 49R-6905, geographic Township of Sherwood (Barry's Bay), from Residential One - Exception Twenty Three (R1-E23) to Highway Commercial (HC) Moved by: Councillor Peplinski THAT By-Law Being a By-Law to amend By-Law Number of the Township of Madawaska Valley, as amended be given first and second reading this 20th day of July THAT By-Law Being a By-Law to amend By-Law Number of the Township of Madawaska Valley, as amended be given third and final reading this 20th day of July By-Law RE: Site Specific Zoning By-Law amendment (Smith) Part of Lot 25, Concession 3, geographic Township of Sherwood (Barry's Bay) from Residential One (R1) to Residential One - Exception Forty-Eight (R1- E48) THAT By-Law Being a By-Law to amend By-Law Number of the Township of Madawaska Valley as amended, be given first and second reading this 20th day of July 2015.

4 Council agreed that the Environmental Impact Study (EIS) on this property would not be necessary, as the disturbance to the property was minimal and the future plans for the septic system were to regress from the waterfront THAT By-Law Being a By-Law to amend By-Law Number of the Township of Madawaska Valley as amended, be given third and final reading this 20th day of July Seconded by: Councillor Bromwich THAT Council waves the requirement for an Environmental Impact Study (EIS) on By-Law (Smith) By-Law RE: Shoreline Road Allowance closure and disposition along Diamond Lake, in front of Lot 22, Concession 3 (Lot 15, Plan 369) designated as Part 1 on Reference Plan 49R-18559, geographic Township of Radcliffe (Yakabuski-Bujak) Moved by: Councillor Archer THAT By-Law Being a By-Law to provide for the closing and stopping up of parts of an original allowance for road along the shore of Diamond Lake in front of Lot 22, Concession 3 (Lot 15, Plan 369) in the geographic Township of Radcliffe, in the Township of Madawaska Valley in the County of Renfrew and for the sale thereof to the abutting land owners be given first and second reading this 20th day of July, By-Law RE: Site Plan Agreement Ontario Inc. (Barry's Bay Shell) THAT By-Law Being a By-Law authorizing the entering into and execution of a Site Plan Amending Agreement between Ontario Inc. and The Corporation of the Township of Madawaska Valley be given first and second reading this 20th day of July, 2015.

Amending Agreement (permission to cross one foot reserve) THAT By-Law Being a By-Law to authorize the execution of an Amending Agreement between the Corporation of The Township of Madawaska Valley and Lakewoods Resort Developments, Inc. be given first and second reading this 20th day of July, Accounts THAT By-Law Being a By-Law to authorize the execution of an Amending Agreement between the Corporation of The Township of Madawaska Valley and Lakewoods Resort Developments, Inc. be given third and final reading this 20th day of July, Correspondence 12.1 Letter from Cindy Anne Maher, Clerk/Director of Administration Services - June 26, 2015, Town of New Tecumseth RE: Motion - Electricity Rates Mayor Love questioned the reference to the proposal to reduce rates noting that she hopes that residential rates would not be negatively affected by it THAT the Township of Madawaska Valley support the Town of New Tecumseth Council in the following resolution: "BE IT RESOLVED THAT the verbal report of Councillor Jebb be received; AND FURTHER THAT the following resolution, as introduced by Councillor Jebb be adopted;

6 WHEREAS the cost of electricity for Ontario manufacturers averages 10 cents a kwh and is less than 7.5 cents in the USA and under 7 cents a kwh in New York, Illinois, Ohio, North Carolina, South Carolina and Indiana, and under 6 cents a kwh in Quebec, Manitoba and British Columbia; AND WHEREAS the cost of electricity for farms averages 18 cents a kwh in Ontario and less than half that in Quebec, Manitoba, and British Columbia; AND WHEREAS the high cost of power contributes to low investment in Ontario manufacturing, increased unemployment, reduced home markets for Ontario farm products and difficulties for young people starting and sustaining their working lives; THEREFORE BE IT RESOLVED THAT the Town of New Tecumseth endorse the resolution of North Stormont and ask the Government of Ontario to examine the proposal for Farm and Industrial Electricity Rates made by the Canadian Cement Association, Ontario Federation of Agriculture, Ontario Construction Secretariat, Canadian Foundry Association, Canadian Plastics Industry Association, Quinte West Manufacturers' Association and Northumberland Manufacturers' Association and enact that proposal, or a reasonable modification of it, with a view to returning competitive electricity rates to Ontario farms, industry and all hydro users, to renew a key part of the foundations for business and employment opportunity in Ontario; AND FURTHER THAT this resolution be circulated to all municipal and regional councils in Ontario requesting that they endorse and support this resolution and communicate their support to the Premier, and her Ministers of Finance, Economic Development and Tourism, Energy, Agriculture and Rural Affairs and MPP Jim Wilson." 12.2 Resolution from the Town of Arnprior - July 15, 2015 RE: Renfrew County Fire Chief's Association - Communication Matters Council noted that there is a communication lag between emergency responders in the County of Renfrew. The CAO/Clerk explained that the resolution is the first step in moving towards upgraded joint communications in the County of Renfrew Seconded by: Councillor Bromwich THAT the Township of Madawaska Valley support the Town of Arnprior with the following resolution: WHEREAS the Council of the Town of Arnprior has reviewed the attached letter from the Renfrew County Fire Chiefs Association expressing concerns regarding emergency communication services, and WHEREAS fire communications services within the County of Renfrew are provided by the Renfrew Central Ambulance Communications Centre by means of a contract between the County of Renfrew and Ministry of Health and Long Term Care, and

7 WHEREAS in 2013 an independent expert concluded that "there is factual and evidential information both historically and currently that identified the Radio System Infrastructure as the most prominent and imminent risk for a catastrophic single point of failure for Fire and Emergency Services in the County of Renfrew", and WHEREAS other eastern Ontario counties have taken steps to improve emergency communications services for lower tier municipalities including the United Counties of Leeds and Grenville and Lanark County, and WHEREAS lower tier municipalities are invoiced by the County of Renfrew for each fire call/dispatching service as well as an administration fee equally shared by all municipalities. THEREFORE BE IT RESOLVED THAT the Council of the Town of Arnprior hereby requests that the County of Renfrew, acting as the lead on behalf of all impacted lower tier county municipalities, take all necessary steps to implement immediate changes in order to bring emergency communications services to a state of the art system in a similar manner as taken by other eastern Ontario counties, and THAT this resolution be forwarded to Renfrew County Council and its CAO, as well as all Renfrew County lower tier Councils, CAOs, Clerks and Fire Chiefs. 13. New Business 13.1 Request from Stone Fence Theatre to sell tickets within the Township - July 2nd, THAT Council approves Stone Fence Theatre sell tickets (Lottery Licence M724496) in the Township of Madawaska Valley. 14. In-Camera THAT the Meeting enter In-Camera Session at 7:43 p.m. to discuss matters pertaining to "the security of the property of the municipality or local board", "personal matters about an identifiable individual, including municipal or local board employees", "advice that is subject to solicitor-client privilege, including communications necessary for that purpose", Ontario Municipal Act 2011, c.25, s.239 (2)(a)(b)(f). 1.
