The incumbent will be required to travel to, and operate from, any of the Institute s campuses.) Federation Training Federation Training is Gippsland s local TAFE, with over 85 years of experience in delivering quality vocational training. We provide accessible, quality education and training that inspires individuals to achieve their career goals. In partnership with local organisations and employers, we develop industry-aligned training programs and promote community development across our diverse region. Our major campuses are located at Bairnsdale, Sale/Fulham, Traralgon, Morwell, Leongatha, Yallourn and Warragul. Federation Training s priority objectives for are to: 1. Engage with schools, industry and community stakeholders to ensure that TAFE programs and services remain relevant to the modern workforce. 2. Provide a life-changing educational experience that enables students to achieve their full potential. 3. Establish industry standard infrastructure that enhances access to contemporary vocational education and training. 4. Strengthen awareness and respect for Gippsland s local TAFE that increases community and industry participation. 2 The Manager Quality and Audit is accountable to deliver the Institute s Quality and Audit Framework aligned to Federation Training s strategic plan. This will be achieved through the development and management of policies and standards while leading and facilitating continuous improvement and compliance. A key focus for the role is to ensure that the necessary processes and protocols are in place for the Institute to meet its regulatory and funding requirements and associated audits. The position will build capability across the Institute to enable employees to meet quality standards across the sectors of VET, VETiS (VET in schools) and Senior Secondary sectors, through a pro-active approach to inform management, audit and continuous improvement. The incumbent is a key and active member of the Institute s Academic Governance Division, providing expertise in Quality and Audit practices and the development and implementation of a Quality Management System. Role Responsibilities Quality and Audit Develop and implement Quality and Audit plans and actions that support the achievement of Federation Training goals Develop, implement and evaluate a Quality and Audit Framework Provide expert Quality and Audit advice to key stakeholders ensuring a comprehensive and integrated approach to outstanding program provision and compliance across the Institute Implement key initiatives of the Institute s Education and Training Committee and Audit and Risk Committee Lead a process to embed best practice in Quality and Audit compliance practices and procedures into day to day business planning Provide expert advice in relation to regulatory expectations, requirements and practices with particular reference to Higher Education and Skills Group, ASQA and the VRQA Lead and manage internal audit plans and schedules, and coordinate the audit process with internal and external auditing bodies, facilitating a continuous improvement culture Lead the development and implementation of the Institute s Quality Management System Business Growth Provide expert advice and support to Heads of Department and Program Managers and commercial teams regarding Quality and Audit matters to support commercial business growth within Institute guidelines Building Capability Support and foster a culture within the organisation that embraces Quality and Audit processes Build capability across the Institute to enable Teaching Departments and Educators to meet Quality standards through a pro-active approach to information, audit and continuous improvement Working with the Director Academic Governance, establish and maintain a Quality culture across the organisation Provide guidance and training to process owners of policies, benchmarking and ensuring simple accessible processes for the Institute community Establish and maintain an internal audit team to build expertise and capability across the Institute and ensure regular review of Quality and Audit regulatory obligations Provide expert advice on national and international Quality standards as they relate to the VET and Senior Secondary environments National Provider No :- Manager Education Quality Page 2 of 5
3 Leadership Lead the development of Quality and Audit policy and processes that are aligned to the Institute business objectives as endorsed by the Executive Team Collaborate with Teaching Departments to ensure actions arising from Quality programs and Audit outcomes are in place and in use Lead and coach the Quality and Audit team to develop best practice within the team Operational Management Monitor rectification action plans to confirm that Audit recommendations have been implemented, taking appropriate action where required Be accountable for all aspects of internal and external Quality and Audit engagements to see their timely completion to a high standard, including planning, scheduling, coordinating, reviewing and reporting Lead the design and management of the Federation Trainings Quality Management System ensuring that it meets internal and external demands for a robust policy, procedure and communications tool Establish, manage and conduct an internal audit program and post-audit activities that provide advice on the take up and improvement of business systems and the readiness of the Institute to undergo external audits Assist the Education and Training Committee and its appointed Scope of Registration delegate, to meet regulatory requirements, both continuously and at annual audit Stakeholder Management Establish and maintain productive relationships with Federation Training s regulating authorities such as Higher Education Skills Group (HESG), Australian Skills Quality Authority (ASQA), Victorian Registration Qualifications Authority (VRQA) and Higher Education partner requirements Build and maintain positive and open relationships with stakeholders to facilitate Quality and Audit processes Develop and maintain excellent working relationships with Teaching Departments to facilitate outcomes aligned to the Institute s goals Maintain effective relationships with internal and external auditors and relevant regulating bodies to enable effective communication and expedite outcomes Performance Prepare forward looking functional plans for the Quality and Audit team Support the delivery of strategic projects, specifically focused on compliance and quality practices impacting or impacted by those projects Evaluate underperforming areas, where identified, and develop and implement solutions Monitor, evaluate and analyse the effectiveness of the Quality and Audit team and recommend opportunities for improvement Prepare and validate an annual Business Process Self-assessment, in accordance with the annual Skills First VET Funding Contract and in a way that enables the integration with compliance reporting to the Board through the Audit and Risk Committee Contribute to the achievement of shared Federation Training goals National Provider No :- Manager Education Quality Page 3 of 5

Performance Assessment The performance of all Federation Training staff is monitored on an ongoing basis, as well as through a formal performance appraisal process. Performance in the role of Manager Quality and Audit will be assessed in relation to the Role Purpose and Role Responsibilities as detailed above. Critical Qualifications, Knowledge, Skills & Experience Qualifications Relevant qualifications in Vocational Education and Training leadership, commerce, business, accounting, law or related disciplines BSB51615 Diploma of Quality Auditing and/or ISO9001:2015 Lead Auditor in Quality Management Systems Other qualifications related to Vocational Educational Training Quality and Auditing Knowledge and Experience Skills Required Significant experience in auditing practices and techniques and the coordination of audit processes to strict set deadlines Strong understanding of the legislative, regulatory, funding requirements (state and national) and information management practices within the Vocational Education and Training sector Ability to influence a wide range of stakeholders whilst ensuring transparency of reporting Strong communication and influencing skills Demonstrated ability to establish business critical requirements Experience developing and implementing Quality Management Systems National Provider No :- Manager Education Quality Page 4 of 5
5 Desirable Experience with process improvement frameworks Experience in developing and implementing quality assurance programs Team Management experience Mandatory Licences and Checks Current Driver s Licence. Valid Working with Children Check (WWC) Assessment Notice and/or WWC Card. (Further information and how to apply for a WWC can be obtained from Current (less than 5 years old) satisfactory National Police Check. Key Selection Criteria 1. Ability to lead a team to work collaboratively with internal and external stakeholders to build capability across a large education provider, to enable departments and educators to meet quality and audit standards 2. Demonstrated ability to develop, implement and evaluate a Quality and Audit Framework linked to Institute strategy 3. Experience developing and presenting reports to an Institute Board and its sub committee s 4. Strong understanding and demonstrated experience operating within the frameworks and standards of funding and regulating authorities such as HESG, VRQA and ASQA 5. Demonstrated experience in managing the audit process with internal and external auditors within strict set deadline 6.
