1 SERVICE: Development CORNWALL DEVELOPMENT COMPANY JOB DESCRIPTION JOB TITLE: Smart Cornwall Business Development Manager RESPONSIBLE TO: Director of Development (tbc) SUPERVISORY RESPONSIBILITY: Smart Cornwall Support Officer BACKGROUND The transition to a Smarter Grid is inevitable, with the need for change in Cornwall and the Isles of Scilly being particularly pertinent. This specific local need is a result of the dichotomy between the opportunity of our significant renewable energy potential and our challenge of being at the end of the line in terms of our grid infrastructure. This is a global shift and one that offers significant early mover advantage. Cornwall and the Isles of Scilly are uniquely placed to take a globally leading role in the development of this $220bn (by 2020) global industry. This is a result of the need as outline above, our engaged communities and our ability to add value through the unique partnership which has been set up through Smart Cornwall. This has not gone unrecognised by national and international industry partners, with unprecedented interest being shown in our Smart Grid opportunity. The development of this new sector in Cornwall and the Isles of Scilly offers an excellent opportunity to support the delivery of the ambitions as set out in the Cornwall and Isles of Scilly Local Enterprise partnership strategy, as well as being closely aligned to the Convergence Operational Programme objective to encourage sector development, in particular the growth of the environmental technologies sector to create a major new industry for Cornwall and the Isles of Scilly Whilst this should be considered as a new sector for Cornwall and the Isles of Scilly discussions with local businesses have identified a number of businesses who are already directly delivering services into this market or have the potential to diversify their offer into this marketplace. There are many more supply chain companies who will also require up skilling in this area. There is, however, currently a market failure resulting from local business being unable to commit resources to develop new products and services without direction and guidance, as well as to build relationships with the 1

2 large companies who currently dominate this market (and therefore enter their supply chains). The Smart Cornwall business development team will maximise the significant opportunities of the emerging smart energy and services market for the economy of Cornwall and the Isles of Scilly, through undertaking two core tasks: 1. Supporting the growth of local SMEs to capitalise on these opportunities. This role will be undertaken by this position; the Smart Cornwall Business Development Manager 2. Supporting the development of the Smart energy and services market within Cornwall and the Isles of Scilly. This role will be undertaken by a further position within the same team; Smart Cornwall Market Development Manager KEY RELATIONSHIPS: Working very closely alongside the Smart Cornwall Market Development Manager: Internal: Development Services Managers; Development Services Teams; Superfast Cornwall Team; Invest in Cornwall Team; Other Cornwall Development Company staff. External: Cornwall Council Staff & Elected Members; Smart Cornwall Steering Group; Smart Business Group; Private Sector partners; Major national companies; DCLG; DECC; OFGEM; Other Government Agencies and funding bodies (e.g. TSB); Global Smart Grid Federation; UK and international industry associations; CUC partners; Local business networks; Oxford Innovation; YTKO; Cornwall Chamber; Sector Groups and other delivery agencies; growth and growth potential businesses across Cornwall. Note:- this list is not exhaustive, further engagement with other unnamed stakeholders will be required MAIN PURPOSE OF THE JOB: To drive the development of a strong and globally competitive Smart Grid supply chain in Cornwall and the Isles of Scilly To drive the creation of a globally recognised Smart Grid ecosystem To proactively support the growth of local SMEs to capitalise on these opportunities. 2

3 To support the Smart Cornwall Market Development Manager in driving development of the smart energy and services market within Cornwall and the Isles of Scilly. KEY TASKS: To support the development of a strong and globally competitive supply chain in Cornwall and the Isles of Scilly. Specifically to: o Develop new products and services (some in collaboration with CUC partners and other national universities and research organisations) o Ensure local businesses participate in the current and any future large scale Smart Cornwall infrastructure projects o Provide globally competitive products and services for the UK and international market To deliver this support the following activities will have to be designed and delivered: - Set up a new sector group to allow for peer to peer collaboration to generate ideas and develop commercial opportunities and provide access to contracts Provide individual businesses with 1:1 specialist support: this support will provide bespoke advice to individual businesses Deliver Smart Cornwall events with expert speakers to participate in events to provide local business with an overview and market incite of the opportunities of this growth sector Develop and deliver a Smart Cornwall Communications Strategy to ensure there is a strong and coherent message around the programme ambitions and delivery. This will include commissioning and management of a website & quarterly newsletters Ensure effective referral and collaboration processes are in place with other local and national business support providers Manage the content and collaboration platform on the dedicated website Ensure high standards of regulatory compliance throughout the project: Ensure ERDF project claims, procurement, eligibility and reporting mechanisms are adhered to Ensure that the ERDF cross cutting themes of Equality and Diversity and Environmental Sustainability are delivered and promoted Work with the other designated CDC staff to ensure compliant delivery of the programme, including state aid observance, sound record-keeping and full audit trail 3

4 Maintain and monitor a comprehensive risk register for the programme KEY RESULT AREAS: 30 businesses assisted through co-creation workshops 30 businesses assisted through 1:1 advice Successfully delivered Smart Cornwall Events (1:many) Effective Smart Cornwall Communications Achievement of the underlying business plan and satisfaction of the requirements of the Convergence Offer Letter in every respect Development of a highly motivated team which delivers a high quality, impactful and audit issue-free service PERSONAL & TEAM RESPONSIBILITIES: It is important that he/she is a good role model for staff and trainees and he/she projects a positive image to local employers.
