1 PLACES FOR PEOPLE DEVELOPMENTS JOB PROFILE Job Title: DEVELOPMENT ASSISTANT Report To: PROJECT IMPLEMENTATION MANAGER A. Job Purpose To assist in the delivery of development projects for all of the Group s companies and to assist in supporting the management of the development programme. B. Key Accountabilities Assist in the identification and appraisal of development opportunities to establish their viability, preparation of business cases and applications to obtain internal and external funding for client Group Companies. and establishing their suitability and viability To assist with negotiating terms for the acquisition of land or property and provide support through the purchase process. To contribute to the effective identification and management of risk. To assist with and undertake the preparation of business cases, bid submissions, applications and/or reports to obtain internal and external funding and approvals. To assist with project managing individual development projects. To assist withand commissioning and negotiatinge the terms for the appointment of the consultants and contractors. To assist in assemblinge, collatinge and communicatinge information relating to the development programme. To establish relationships and liaise with key internal and external customers, stakeholders and service providers. To assist in producing public relations and marketing information and arranging related events. To assist with administration processes working with the Admin Manager Admin Officer/ secretarial support to co-ordinate this. To organise and assist in conducting public consultation activities where appropriate. 1
2 To assist in implementing contribute to the development of policiesy, processes and standards for PfP Developments and the Group as a whole. To assist with option appraisals of existing properties and manage reinvestment or disposal outcomes. To undertake any other duties which may be necessary from time to time for the effective running of the Development Team. C. Dimensions Location:- The post will be office based and will require traveling across the areas of responsibility and from time to time to other parts of the country for specific meetings and events. Working Hours: hours per week. Occasional attendance at evening meetings will be required. Staff: - The post has no line management responsibilities. D. Additional Job Information i) Context The post-holder will need to provide an efficient and effective service within a demanding, rapidly changing and highly competitive market. The post-holder will need to respond to changes in the operating environment. The individual developments and development programme will contribute to the Group s objective of creating high quality, mixed tenure neighbourhoods where people will want to live and stay. To achieve this, the post-holder will need to work alongside customers and colleagues in other Group Companies. The homes and facilities produced will be for a range of tenures and clients groups and may include nurseries, community facilities and shops/offices/other commercial property. The post-holder will also need to work effectively with other departments within the Group. 2
3 ii) Key Accountabilities The post involves the delivery of development projects from inception to final handover. Working with Development Managers/Officers and the Project Implementation Manager and on their own initiative the post holder will assist in identifying and appraising new development opportunities, to assist in securing funding for them and assist in managing them through the development process. The post-holder will need to work within and contribute to the framework of an annual development programme and budget, the bidding process for Social Housing Grant and the annual business plan (which includes growth targets) for the Group itself and the relevant Group Companies. While working within the Group s procedures and processes and its system of delegated authority, the post-holder will need to exercise a high degree of judgement and initiative in assisting with progressing individual schemes. To ensure a co-ordinated approach to developments, all projects should be pursued through a project team approach. The Development Assistant will be a member of these teams and contribute fully to the team s work and the meetings. Regular consultation is required throughout the development process with the client Group Company and the end-user(s). Close liaison is required with the Construction and Commercial Teams. The Development Assistant is expected to contribute to recommendations made by the Development Officer, Development Manager, Project Implementation Manager or Senior Development Manager to the Head of Development Scotland, and the relevant Board/Committee in respect of decisions on individual schemes. The Development Assistant will work within the Group s Regulatory Framework, its development processes and procedures and its health and safety and human resources policies and procedures. iii) Skills/Knowledge/Experience Self-motivated and able to work without close supervision. Goal and target setting, monitoring and reviewing skills. Ability to work under pressure to tight deadlines. 3
4 Problem solving skills. Ability to quickly understand and apply new business practices and policies. Good written and verbal communication skills. Good persuasion, influencing and negotiation skills. Ability to use PC spreadsheet and word processing facilities. Good numerical skills and financial understanding. A commitment to delivering a first class customer focused service. iv) Working Relationships Internal customers/clients and service departments. End user customers (tenants and home-owners). Local Authorities. The Scottish Government. External consultants and other specialist suppliers. PfP Developments teams. Local communities and their representatives.
