2 PURPOSE The University of Cape Town (UCT), Department of Psychiatry and Mental Health, has formed a strategic international partnership with the New England Addiction Technology Transfer Center (ATTC) one of the oldest continuous operating ATTCs in the USA to create South Africa s first ATTC. South Africa is a site of global strategic importance for evidence-based training and technology assistance (TA) to advance innovative approaches to addressing substance use as part of the President s Emergency Plan for AIDS Relief (PEPFAR) and South Africa s comprehensive approach to HIV prevention, care, and treatment. South Africa is a high priority global site for development of an International PEPFAR ATTC that can provide TA to support evidencebased approaches towards integrated substance-hiv care. South Africa needs to develop mechanisms for training providers and policy makers, and disseminating best-evidence approaches to prevention, treatment, and care to ameliorate the impact of Substance Use Disorders (SUD) on individuals, families, and society. There are detrimental synergies between substance use and HIV that require an integrated SUD-HIV training and TA approach. The proposed ATTC will provide service to 1,000 individuals annually through ongoing short-term training /learning events, ongoing academic programming, and technical assistance. Based on the proposed activities and planned workforce, we expect to host about 40 annual events per year, with most of these away-from-site at community health clinics and regional hospitals, but also with monthly onsite Workshops. We plan to use away-from-site Workshops to reach 1) front-line providers of HIV services in community health clinics, 2) front-line providers of SUD services working in local facilities, 3) front-line providers working in mental health services, and in general medical services. And we plan to use on-site Workshops to draw together administrators and policy-makers. The ATTC project has a 5-year time line with initial roll out in the Western Cape and national implementation at a later stage. It is a funded project and the project manager post is funded from this grant. The incumbent works primarily at the Education Centre, Valkenberg Hospital. The incumbent will participate and contribute to teaching and training various organizations and government departments in Substance Use Disorders and its intersection with HIV/AIDS and mental health. This would involve developing materials as well as adapting materials from elsewhere. The person will also contribute to evaluation of and impact of interventions and trainings as well as liaison with external organizations and media. An expectation is that the incumbent would be able to assist with clinical supervision where necessary and to be able to conduct needs assessments. Also expected is participation in the academic activities of the Department of Psychiatry and Mental Health. The main purpose of this position is academic leadership, research and education of postgraduate students, clinicians and healthcare givers in integrated substance-hiv care. Additionally, the purpose of this position is the management of all the aspects of the project to ensure that project objectives are met within time and budget parameters. This entails: Ensure training curriculum is developed according to specifications Ensure adequate staffing of project team Ensure program is rolled out according to agreed specifications Ensure system for clinical supervision is in place and delivered Managing the logistics of the implementation to meet targets, ensuring that quality is maintained Managing any data capturing that is required Liaising with local and international stakeholders Managing the budget in collaboration with Finance Submitting and ensuring that reports are submitted timeously to funders and collaborators Provide administrative and logistical support to the Project Directors Lecturing relevant programmes Research Teaching will be primarily in the Addiction Technology Transfer Center (ATTC) programme, but also in the postgraduate diploma programmes in Addictions. The incumbent will also be responsible for the full programme evaluation design and publications in this regard and to contribute to activities and increasing educational leadership in the Initiative, Department and Faculty.
