1 MERCY HEALTH POSITION DESCRIPTION General Manager Learning Core Mercy Values: Compassion, Hospitality, Respect, Innovation, Stewardship, Teamwork Position title: General Manager Learning Employee name: TBA Entity/Group: Business Unit/Department: Support Services People, Learning & Culture Date: August 2012 Position reports to: Executive Director People Learning & Culture Positions reporting to this one: Education Manager MPHI MHTI Manager Clinical Education Manager Aged and Community Services Position Purpose: To ensure the effective, efficient and economic delivery of Education across the organisation. To contribute to building a learning culture across the organisation, by implementing a Learning and Development strategic plan for Mercy Health. Promote teaching, training and research across the whole organisation. Involvement in clinical placement networks to ensure Mercy Health is involved in workforce planning and increased student placements across the whole organisation.

2 Qualifications: Current Nursing Registration with the Australian Health Practitioner Regulation Agency (AHPRA). Resource management: Current Midwifery Registration with AHPRA is highly desirable. Tertiary post graduate qualifications in education, preferably Masters of Education. Tertiary postgraduate qualifications in health administration or management. Knowledge of the Education and Care Services National Quality Framework as it relates to educational practice or the ability to acquire such knowledge. Sound understanding of the Department of Health and Ageing (DoHA) and Department of Health (DoH) funding for training and development. Demonstrated experience in managing quality systems, in particular experience in managing an RTO. Total staff management (FTE): Annual Operating Expenditure: To be determined Annual Capital Expenditure: Mandatory Organisational Personal competencies Competencies Orientation Excellent communication and interpersonal skills. Experience in writing business cases and submissions for funding. Diversity Training Proven ability to work effectively in multidisciplinary project teams and with a range of stakeholders and staff groups. Fire and Emergency Training Highly developed time management skills - ability to meet deadlines and prioritise tasks. OHS Training Demonstrated problem-solving and analytical capability. Implement and facilitate effective work processes and plans. Develop workshops and presentations, both internal and external to the organisation, based on identified needs. Promote the organisation through research projects and external presentations and conferences. Ensure effective planning for and delivery of scheduled management and leadership forums. Participation in workforce planning with other metropolitan Health care facilities and the Department of Health Participation in and representation of Mercy Health in Clinical Placement Networks and other steering groups. Business plans are submitted and approved, are linked with the Mercy Health strategic direction and achieve objectives. New business ventures perform according to business cases. Work collaboratively with business leaders and managers to develop a Learning and Development strategic plan for Mercy Health. Existence of clear learning and development strategy encompassing all workforce groups at all sites. Leadership and Management Maintain IRT as a registered training organisation (RTO), with the scope of training to include appropriate qualifications across all operational areas. Provide leadership to the educational team, specifically in the areas of education, fostering a collaborative team environment and promoting a feedback culture. Develop and maintain the organisational Learning and Development framework Effective framework in place.

Workforce Development Workforce trained in people management and leadership skills appropriate to level and function including; recruitment, training, coaching, counselling and performance management. Work collaboratively with business leaders and managers to ensure Education and Training programs meet current and future workforce development needs. Maintain professional knowledge through literature, networking, committee participation and attendance at relevant lectures and seminars. Demonstrate a commitment to ongoing education. Education and training programs aligned with workforce development needs.
