1 Danish Red Cross Job Description (when the position has been filled write the name of the incumbent here) Position Title: Youth Development Delegate Region: Middle East & North Africa (MENA) Duty Station: Amman, Jordan Head of Region: Charles Higgins Mission dates: TBC Date Completed: 10 February 2016 Purpose Danish Red Cross (DRC) has been present in the Middle East and North Africa (MENA) region since Currently we work in Iraq, Jordan, Lebanon, the occupied Palestinian territories (opt), Syria, and Yemen. Each of these counties is directly or indirectly affected by civil war or international conflict, and DRC supports the Red Cross/Red Crescent (RCRC) National Societies (NS) with interventions in the fields of emergency relief, health, Psychosocial Support (PS), Water Sanitation & Hygiene (WASH), and Organisational Development (OD). We emphasize strengthening of our partner NS, both through organisational development and operational capacity building, and we see integrity, transparency, autonomy and sustainable volunteer structures as conditions for building long term effectiveness and efficiency. DRC s total turnover in the region was DKK 185,000,000 in The DRC, together with the Danish Red Cross Youth (DRCY), has supported youth and volunteer development projects in Jordan for more than 7 years. The Youth Development Delegate will support Jordan Red Crescent (JRC) and its branches to strengthen their youth and volunteer base, structures and projects in line with relevant JRC strategies and policies. The delegate will be responsible for supporting JRC in implementing the project Young People s Active Participation in Civil Society, phase 2 which is funded by DRC and DRCY. The development objective of the project is that young people s civic engagement is enhanced, through increased influence and participation within the Red Cross/Red Crescent Movement, while promoting social cohesion and responding to the needs of vulnerable young people at community level. The project continues to support JRC to provide an organizational platform for youth engagement and participation utilizing peer-to-peer methodologies and participatory processes. This happens in parallel with a focus on developing the skills and competencies of the youth volunteers to fulfil their potential as agents of change by addressing humanitarian challenges pertinent to local communities, combined with an increased focus on youth-driven, non-confrontational advocacy. The overall task of the delegate will be to provide technical support and guidance to JRC in the implementation of the project and ensure compliance with back donor requirements in terms of financial management, procurement, and reporting. The delegate will work closely with relevant counterparts in JRC to develop and strengthen the project management capacity of JRC in relation to the project. During the first two progamme years the delegate will support and work towards the project becoming well-integrated into and running smoothly within established JRC structures. The delegate s responsibilities will gradually shift to focus more on supporting the JRC Youth Department in the development of its capacities, strategies and new initiatives.
2 Key responsibilities and time consumption in % Main tasks Programme Management 40% Responsible for technical support and guidance to the JRC project eam in project planning and implementation; Ensure that project implementation is in accordance with DRC, DRCY, JRC and donor policies and guidelines: Assist, as appropriate, in the recruitment and capacity development of national staff according to JRC guidelines; Develop new project ideas and concepts together with JRC and in collaboration with DRCY; Ensure that lessons learnt and best practices are fed into possible new DRCY, DRC and JRC applications for funds Explore local fundraising possibilities and initiate relevant funding applications together with JRC Ensure regular contact with relevant stakeholders and back donor in Jordan under the supervision and guidance of the DRC Country Coordinator and in coordination with the DRCY HQ MENA advisor. Project monitoring and evaluation 25 % Support JRC to initiate pre-assessments and a baseline study as required for the project; Assist in developing monitoring and evaluation systems capturing social change at various levels in accordance with DRCY, DRC, JRC and donors standards; and train staff in their application if requested; Undertake regular and frequent support and monitoring visits to the project sites with JRC whenever possible; Ensure that timely monitoring of the project and analysis of data is carried out and facilitate, if necessary, the implementation of corrective measures to ensure that project objectives are met; Ensure progress on project implementation by providing management support to JRC, including development and revision of yearly and quarterly adjusted action plans and budgets when necessary; Facilitate and support visits by DRC and DRCY staff and volunteers in Jordan as well as annual donor visits by the Danish Youth Council; Support mid-term reviews (MTR), e.g. prepare ToR, interviews/meetings, and field trips for the MTR Team together and in coordination with JRC. Financial management 10 % Monitor project resource allocation and utilization at all levels (DRC HQ, DRCY HQ, regional and country level) and bear responsibility for timely reporting any emerging issues to the Country Coordinator; Support JRC counterparts to develop their skills in budget monitoring and financial reporting; Coordinate and contribute to the preparation of quarterly finance reports and fund requests with JRC s counterparts. Reporting 5 % Work closely with JRC counterparts in developing quarterly and annual narrative and financial reports, as per DRC and DRCY procedures and back donor requirements; Support the JRC in submitting quarterly reports as required; Contribute to relevant DRCY and DRC communication and fundraising activities.
3 Partnership and capacity development 20 % Work with the JRC to develop its technical skills and capacities in the areas under the responsibility of the JRC Youth and Volunteer Department, as needed and requested; Support JRC participation in relevant national meetings/coordination mechanisms relevant to the Youth and Volunteer Department; Support co-creation/capacity development processes between DRCY and JRC Youth Volunteers in accordance with the intent and logic of the programme; Support the JRC in developing its capacity for programme management, if requested; Contribute to the preparation of Partnership Review Talks and the DRC country strategy for Jordan; Contribute to the organizational development of the JRC in line with its longer term strategies, if requested; Actively contribute to in-country RCRC Movement coordination under the supervision of the Country Coordinator. Power of decision-making in relation to the tasks The delegate is budget holder for the in-country portion of the budget, and responsible for appropriate expenditure under the in-country budget allocationin consultation with JRC, the Country Coordinator, the Regional Finance Officer, and the DRCY MENA advisor at HQ.The delegate is responsible for the technical quality assurance of the Project in consultation - and with regular liaison with DRCY, which is the technical partner in Youth Development The delegate takes decisions on daily tasks in the implementation of the Project. More strategic decisions are taken in consultation with the Country Coordinator,the DRCY HQ MENA advisor and, if needed, the Head of Region.The delegate represents DRC and DRCY to JRC, donors and other important stakeholders in Jordan, and is responsible for maintaining cordial and effective working relationships with relevant staff members of such organizations. The delegate is obliged to stay updated on DRC standard operating procedures (SOP) and guidelines including reports to be submitted, as detailed on the International Platform.
4 Communication in relation to tasks Daily communication with and reporting to the DRC Country Coordinator in Jordan, who directly supervises the RPSD. Daily communication with and guidance to relevant NS staff, on issues of youth development programme management and capacity building. Frequent (more than weekly) communication with the DRCY MENA Adviser on quality assurance and technical sparring, selection of methodologies and approaches in the field of youth development and the Danish/Arab youth dialogue. Communicate the need for support from DRCY through DRCY MENA Adviser and from the International Support Department through the Country Coordinator. Regular communication and close cooperation with the DRC Desk Officer covering Jordan. Regular contact with the HoR, Regional Programme Support Delegate and Regional Finance Officer, based at the Regional Office in Beirut, on relevant issues. Contact, when requested by the Country Coordinator, with the IFRC in-country delegation, particularly with relevant programme delegates. Contact, when requested by the Country Coordinator, with DRC s funding agencies in Jordan, e.g. DANIDA, ECHO. Contact, when requested by the Country Coordinator, with other Partner National Societies (PNS) and other agencies in the region. The delegate will take active part in sparring, experience exchange and lessons learned, both within and outside the MENA region, on youth development. The delegate is not expected to have any direct communication with representatives of the media, at local, national or international level. Competencies required Experience (essential) A minimum of 3 years experience in interventions focusing on youth development, peer education, volunteer management and/or social change. A minimum of 2 years experience in development or humanitarian project management, including financial management Proven experience in facilitation of capacity building of staff and volunteers in a partner national-level organisation. Experience of proactively engaging in implementing good partnership guidelines with a RCRC national society (NS). Technical skills (essential) Excellent English speaking and writing skills are key requirements. Skills in and knowledge of non-confrontational advocacy / humanitarian diplomacy. Good analytical skills, in the context of assessment and project design, and in terms of understanding key partner requirements. Full proficiency in Microsoft Office, and self-supporting in working with computers. Personal qualities Confidence in situations of stress in a complex and rapidly changing environment in a country under transition. The ability to work as a supportive team player, sometimes under time pressure to meet donor and organizational requirements. Culturally sensitive and patient, but at the same time results-oriented. Excellent diplomacy, communication, coordination, negotiation, networking and facilitation skills.
5 Other desirable factors Experience of working within the Red Cross/Red Crescent Movement is an asset Work experience in the Middle East ideally in a country in conflict or facing another crisis is an asset. Knowledge of Arabic is an asset. A relevant educational/academic background. A valid international driving licence. Expected results The Project has been implemented and reported in accordance with back donor requirements and the contracts between JRC and DRC, and the agreement between DRC and DRCY. The quality of the Project has been ensured through cooperation and coordination with JRC, DRCY and relevant stakeholders. JRC capacity to implement and coordinate youth activities has been enhanced. Funding for continuation and expansion of the project assured, including a new Partnership Project under the Danish Youth Council. This means that the incumbent may be asked to take on additional responsibilities and tasks that are not described herein. If the changes in responsibilities and tasks constitute more than 25 % of the working hours over a period of time, the incumbent or the manager can initiate a revision of the job description.
