3 KEY TASKS EXPECTED OUTCOMES Asset management Support the Capital and Operations Planning Manager to implement Asset Management Maturity Programme aimed at raising organisational maturity to advanced within five years. Statutory & Treaty of Waitangi obligations To recognise individual responsibility for workplace Health & Safety under the Health and Safety at Work Act 2015 Contribute to the preparation of the WDHB Asset Management Plan (AMP) and Long Term Investment Plan (LTIP) by assisting with the following: o o Preparation of replacement programmes for all WDHB assets working closely with relevant services Working with services to develop service and divisional level AMPs and consolidated into organisation AMP including WDHB capital projections to inform capital development plans for the WDHB AMP. Responsible for designing systems to optimise the DHB s utilisation of assets Responsible for developing and reporting on asset utilisation, asset performance and asset optimisation Responsible for developing and reporting on the DHB s strategic asset replacement programme Responsible for developing business cases to support the replacement of strategic assets Support the Capital and Operations Planning Manager to ensure that the Fixed Asset Register is maintained up to date and data integrity is achieved including development and implementation of approved business processes to ensure the DHB is able to support the capture and maintenance of a complete asset record Ensures the professional and political integrity of WDHB by carrying out all functions in compliance of the Treaty of Waitangi and by demonstrating a serious commitment to keeping the treaty alive. Shows sensitivity to cultural complexity in the workforce and patient population Contribute to a safe and healthy workplace at WDHB by: Following & complying with H&S policies & processes & applying them to their own work activities, including using/wearing Personal Protective Equipment as required. Participating in activities directed at preventing harm & promoting well-being in the workplace Identifying, reporting & self-managing hazards where appropriate Early and accurate reporting of incidents at work and raising issues of concern when identified. 4 PERSON SPECIFICATION POSITION TITLE: Asset Management Analyst Minimum Qualification Appropriate Tertiary qualification. Bachelor s Degree, or equivalent, in engineering, science or asset management related field Experience 5 years asset management experience of which 2 years include asset management within the public sector Experience developing business cases and AMPs Excellent MS Excel experience Experience and evidence of an ability to develop a culture of innovation, performance and transparency focused on the customer Ability to manage many stakeholders often with competing priorities Ability to manage conflict Knowledge of the implications of the Treaty of Waitangi with a commitment to Biculturalism Skills/Knowledge/Behaviour Strong planning and analysis skills Experience and understanding of IIMM and ISO Knowledge and experience of asset management optimisation Knowledge and experience of developing systems to support asset management A team player with the ability to motivate and coach people A leadership style that develops trust and respect Intelligent, logical and quick to learn with the ability to be Preferred B.Eng Post graduate qualification 2 year s financial and business analysis experience in asset management in the health sector Waitemata District Health Board -JOB DESCRIPTION - Page 4
