1 PARRAMATTA CITY COUNCIL POSITION DESCRIPTION 1. POSITION TITLE: WASTE EDUCATION OFFICER 2. POSITION GRADE: 9 3. KEY ACCOUNTABILITIES 1. Provide customer support and educational services to residents on Councils waste policy and procedure local and regional waste policies and procedure, and commercial and business premises within Parramatta City Council s Local Government area. 2. Liaise with operational staff and contractors on waste procedure and performance and corrective actions. 3. Develop community awareness on waste reduction issues. 4. Maintain accurate records of works requested and schedules. 5. Develop plans for the education of the community in relation to waste reduction and effectively implement programs adopted by Council. 6. Prepare written reports to Waste and Cleansing Manager on waste reduction education, information issues, programs and outcomes. 7. Deal with written and verbal enquiries regarding waste and cleansing issues. 8. Provide accurate and relevant information in response to enquiries, or refer enquiries to the relevant officer for specialist advice. 9. Carry out audits on all waste streams and report on results when required. 10. Maintain statistics on all waste streams. 11. Assist Service Managers and Supervisors, including working with the Environmental Education and Waste Investigations Officer, in educational and operational issues and other matters as required. 12. Participate in a team environment to ensure the functions of the Department are carried out in a coordinated manner. 13. Keep the Service Managers and Supervisors informed on all matters which are likely to reflect or enhance the Team and Unit. 14. Provide administrative support as required to Waste and Cleansing section. 4. KEY ORGANISATIONAL ACCOUNTABILITIES

2 1. Ensure safe work practices are adopted in the work area and contribute to the development and maintenance of work method statements. 2. Report injuries, accidents, incidents and near misses in areas the work area and on the corrective actions taken to prevent reoccurrence. 3. Do not intentionally or recklessly interfere with or misuse anything provided in the interests of health safety or welfare. 4. Use and properly maintain appropriate safety clothing and personal protective equipment. 5. Ensure EEO, the principles for a culturally diverse society, and Council policies are complied with at all times 6. Contribute to improved customer service and organisational effectiveness, by acting ethically, honesty and with fairness 5. QUALIFICATIONS, EXPERIENCE AND ESSENTIAL COMPETENCIES QUALIFICATIONS Relevant degree qualifications in waste management or environmental science or equivalent qualification from an advanced tertiary institution together with a thorough knowledge and 2-3 years appropriate industry experience. EXPERIENCE A demonstrated understanding of current waste management initiatives and waste management strategies. A demonstrated high level of customer service A demonstrated high level of computer skills including statistical analysis Effective report writing and oral communication skills A demonstrated ability to work autonomously and as a team Ability to work flexible hours Current drivers licence COMPETENCIES Core Clear and concise written and verbal communication and negotiation skills and an ability to relate to all levels of staff within the organisation and the community. To have the ability to research and investigate matters in a methodical manner and be able to convey information to others in an enforcement environment. Ability to participate in a changing workplace, both independently and as part of a team. Proven ability to meet statutory and organisational information requirements.

3 Demonstrated ability to manage personal work priorities and professional development. Demonstrated high level skills in an client system, word processing, presentation software and desktop publishing. Understanding of the Freedom of Information Act, Privacy & Personal Information Protection Act and Occupational Health & Safety Act. Ability to maintain a safe workplace.

4 Job Specific Demonstrated innovative and creative approach to developing waste related awareness and education programs as well as promoting Unit initiatives as required including preparation of Award/recognition applications such as Sustainable Cities and LGMA Excellence Award programs. Develop and implement on an as needs basis, waste education and awareness programs. Coordinate, implement and deliver special purpose waste management projects, programs and campaigns as identified in the departmental Business/Action Plan. Relevant and recent experience in a waste education role, preferable gained in a local government or equivalent agency setting in the last five years. 6. DESIRABLE QUALIFICATIONS, EXPERIENCE AND COMPETENCIES Qualifications and/or extensive knowledge in educational/marketing field. Demonstrated understanding of Local Government Act, as well as other current legislation and controls exercised by local government agencies in waste management. Experience in working with media organisations. Experience in preparation of grant applications, reports and studies. Ability to undertake compliance audits and process infringement notices. Participation in policy development, leadership initiative and support.
