The original loan (IBRD for US$39.5 million) was approved in September 2009 and has a current closing date of November 30, An Additional Financing (AF) of US$100 million (IBRD 82000) was approved on November 6, 2012 and became effective on October 3, 2013 (closing date is November 30, 2018). 2 Project implementation continues to be in line with the stated objectives; however, progress achieved has been uneven, with significant delays until mid-2013 due to field activities progressing slowly. The implementation performance has improved drastically during the last part of calendar year 2013, as exemplified by the the completion of formulation of about 151 Micro-catchment Development Plans and about 4,978 investment sub-projects elaborated. The new leadership of the State extension agency (EMATER) is working on improving productivity and performance in the field and progress is evident. The approval of a "Plano de Cargos" for EMATER, which includes new levels of salaries based on productivity, has contributed to this increase in field performance. Road rehabilitation activities in the Serrana Region have also progressed rapidly in the year and they are close to reaching the physical targets established for the project. The objective is to finalize the rural infrastructure investments by mid-2014 with more than full achievement of physical targets. It is expected that the implementation performance will continue to improve in 2014 and the project may close the gap with the overall estimated physical targets.
