2 Introductions Chad Kimes, PE is the Division Construction Engineer for the North Carolina Department of Transportation in Division 3. Jimmy Zepeda, PLS is a senior technician for SEPI Engineering and Construction. Katie Hite, PE, PTOE is the Division Traffic Engineer for the North Carolina Department of Transportation in Division 3. Morgan Foster is a Summer Engineering Assistant with the North Carolina Department of Transportation in Division 3.
3 Design-Build Background : Department was authorized to use the Design-Build process on 3 transportation projects annually : allowed up to 10 Design-Build projects annually : allowed up to 25 Design-Build projects annually 2011: removed the annual limit on Design-Build projects
4 Why do we use design-build? To provide an alternate method of delivery To expedite construction To speed up completion dates To enhance innovation and constructability To reduce costs
5 Applicable Design-Build Projects Projects that need to be expedited Emergency Projects Projects with complex constructability Projects with traffic phasing issues Projects affording opportunities for innovation Projects that do not lend themselves to normal design-bidbuild procedures New location projects Large interstate widening or rehabilitation projects Projects with heavy traffic volume Large or unique bridge projects

7 Utilities within Design-Build Projects Design-Build is not well suited for compact projects with extraordinary utility conflicts (too many unknowns)
8 Engineering and Inspection Services Required Department staff conducts construction engineering and inspection services for design-build projects Department may use a third party private engineering firm or include these services in the design-build contract Services may include off-site fabrication, sampling and testing, surveying, etc. Requirements may include: type and frequency of reports level of detail and type of documentation for materials used the in the construction of the project
9 Variations Of Design-Build Design-Build may also be used in the following forms: Express Design-Build Contract Modified Design-Build Contract Nested Design-Build Contract Express Design-Build projects must meet both of the following requirements: Projects with limited opportunity for innovation Projects with a narrow scope of work (e.g. small bridge replacements or Spot Safety improvements)

23 I-85/I-485 Turbine Interchange Charlotte, NC The turbine design is notable for its left-turning ramps that sweep around the center of the interchange in a spiral pattern The original proposal called for a four-level stack design that would require an off-site detour for interstate traffic The turbine eliminated the use of flyovers and multiple 1,000- foot-long bridges The design saved the NCDOT nearly $30 million Project Cost: $92.2 million Resident Engineer: Dennis Cloud, P.E. 27 Nine Bridge Projects (C ) Why was design-build chosen for this project? Much faster delivery How much was it accelerated? The replacement of the bridges took place faster than if they were done through the TIP, LIBR, or if they had been let separately. How much did it cost? $8.3 million This project is about 70% complete. Today, 7 of the 9 bridges are completed. We are working on bridges 16 and 20 on NC 211. They are to be completed before the end of the year.
