1 KARNATAKA STATE WAREHOUSING CORPORATION NO. 43, PRIMROSE ROAD, BANGALORE FAX : PHONE : / 13/ Tender Notification TENDER FOR SUPPLY, COMMISSIONING, AND INSTALLATION OF 60 MTs CAPACITY OF 9 Mtrs X 3 Mtrs OF ELECTRONIC LORRY WEIGHBRIDGE AT SWC RANEBENNUR U -II The Karnataka State Warehousing Corporation, 43, Primerose road, Bangalore - 25 has invited online tender from the reputed licensed manufacturer for supply Erection, installation, commissioning of 60 MT capacity, pitless type, Electronic Lorry Weighbridge, surface Mounted complete with 9mx3m platform, compression/ double ended share beam type Load Cells, Digital Weight Indicator (Digitizer), Personal Computer with alpha numeric Key Board, Recording and printing units along with UPS, cabin, both sides ramp etc. of civil & electrical works on turnkey basis at Karnataka State Warehousing Corporation RANEBENNUR U-II. I. SPECIFICATIONS FOR ELECTRONIC LORRY WEIGH BRIDGES A. WEIGHBRIDGE : Electronic Lorry Weighbridge of 60 MT capacity with platform size of 9 Mtrs x 3 Mtrs Pit-less types and printable accuracy of 5 Kg, & with automatic ticket printing facility. The entrance for the truck on the platform of the weighbridge should be from the both sides design, Manufacturing Engineering, testing, inspection, supply erection commissioning & stamping of 60MT, 9mX3m Pitlesstype Electronic Road lorry Weighbridge, cabin & ramp complete with indicator, junction box, load cells, platform LED Display, PC, Printer, UPS etc with Manufacturers test certificates the entire job is to be undertaken on Turnkey basis. 1. The Platforms shall be Made up of JINDAL/SAIL/TATA/TISCO Steel. 2. The electronic load cell type, pitless type 60MT capacity with Minimum 4 load cell design with 20% of Rated overload capacity appropriate constraining arrangements without hampering weighment accuracy/ minimum 30 trucks per hour frequency. Graduation 5KGS. 3. The suppliers should provide material test certificate for the material used for the platform. 4. The Beam sizes used for the platform design shall have minimum of the following. i. Main Beam : ISMB 500MM ii. Cross Beam : ISMB 250MM iii.transfer Beam: 150MM. Continued.

2 -2- The weight of the platform shall be Minimum 5800 Kgs. Acknowledgement from warehouse manager of SWC shall be received for actual quantity on site while unloading / or before installation. 5. Platform top plate thickness shall be minimum 10MM. 6. The platform top plates shall be ribbed with anti- skid MS Steel plates as per IS 2062 with up to date amendment. 7. Platforms and top deck shall be MS (MS Steel) with anti corrosive paint. 8. Platform complete with main girders, support sections, horizontal constraining arrangements and grouting parts as required; generally conforming to IS: 2062 as amended on date of make of JINDAL/TATA/ SAIL/TISCO. 9. a. Overload capacity: 20% of rated capacity. b. Type of constraining: Appropriate constraining arrangements without hampering weighments accuracy c. Frequency of loading: 30 trucks per hour minimum 10. The weighbridge shall have overload capacity at least 20% of rated capacity. The requirement shall be tested for dimensional parameters. Functional testing will be done at site. 11. Material specifications for major platform components shall be as per IS: Minimum graduation for weighbridges of 60 MT shall be (±) 5 kg. 13. The weighbridge shall be pitless type above ground, with concrete ramp having suitable slope on either side to facilitate vehicle approach on the weighbridgs 14. The main girders and other cross members shall be rigidly secured to the foundation restricting any movement of weighbridge. Proper constraining arrangement shall be provided for protecting weighbridge against fast moving trucks on it when it is not in use, by providing speed breakers on both sides. 15. Weighbridge readings shall not differ by more than one resolution value, when the vehicle is placed on different locations on the weighbridge. 16. Material Test Certificate should be furnished by tenderer. 17. The weighbridge calibration should stay for a minimum period of one year from the date of installation without the need for any readjustments. 18. The main girder / beams and cross beams will be in single piece without any welded/ joint section. 19. Once used, rerolled, jointed, welded material should not be used in the Lorry Weighbridge. B. Civil works The Weighbridge cabin room should comprise of construction of brick masonry (9inch thick) cabin measuring 14ftx10ftx10ft with RCC roof, a metal door of size 2 ¾ ftx6ft, a metal window of size 5ftx4ft with three glass shutters by welded mesh, two Nos. ventilators of size 1½ft x 3ft, with suitable foundation bed concrete in CC. 1 : 3 : 6, the basis of the allowable soil pressure for the respective sites. Any special treatment that may be required for the foundation to cater to the needs of the poor soil conditions shall be carried out by the contractor at his own cost.the foundation and basement in size stone masonry, concrete flooring with red oxide finishing, with parapet wall and chejja above door, window and ventilators including weather proof course above roof and finishing works all over as directed Continued

The weighing cabin should have electrical fixtures and fitting like 2 tube lights inside and 1 weather proof tube light with GI bend out side towards weighbridge, 1 ceiling fan 1 DP set, 3 plug point with concealed wiring. The ramp should be CC 1 : 1 ½ : 3 grade concrete for ramp portion on either side of the weighbridge platform to a length of 9mtrs and width of 4mtrs and fixing guard stones on the ramp concrete with painting as directed by the Engineer in charge. The construction of weighing platform must be at least 1 ft above the existing Road level, however while construction opinion of KSWC officers is to be obtained. In case any damage to the ramp within 2 year from the date of successful commissioning the responsibility of repairs rest with the tenderers The foundations and RCC raft for surface mounted platform shall be designed on the basis of the allowable soil pressure for the respective sites. Any special treatment that may be required for the foundation to cater to the needs of the poor soil conditions shall be carried out by the contractor at his own cost. Suitable guarding arrangement need be incorporated lengthwise of the platform to prevent sliding of vehicles as per relevant IS Code. well rammed. C. Load Cells:- 1. The weigh bridge consist of a platform which is mounted on load cells. 2. Load cells are double ended share beam type / compression type. 3. Load cells shall be certified to class IP-68 the load cells shall not affected by dust, Water and hostile Atmosphere. 4. Minimum 4 - Nos. of load cells should be provided The load cell should have lightening protection 5. Accuracy of load cell will be 0.02%. 6. The performance of the load cells as well as the total system shall also comply to all the technical and metrological requirements laid down under the Indian weights and Measures Act.1976 & IS ( Part-III) 1981 with up to date amendment, and also the junction box and interconnecting cable shall be provided. 7. The each load cell bearing capacity should be 30 tonnes. 8. Load cells shall be hermetically sealed and IP68 (with inbuilt type) protection class. 9. Test certificate in conformation of the above class by a reputed Test House to be provided along with tenders. 10. Hermetically sealed (IP-68 Protection class) maintenance and corner adjustment free, inert-gas- filled, point contact, compression type/ double ended shear beam type load-cell suitable to operate under (-) 10 degree centigrade to 60 degree centigrade temperature and unto 95% moisture; capable to sustain specified overload, destruction load and side thrusts without further adjustment. 4 11. Housing of Stainless Steel Capacity of each load cell will be as under: -4- Cap.of ELWB Cap. Of Load Cell 60 MT Minimum 4Nos. each 30 Tonnes 12. Insulation resistance Mega ohms or more. Proper ingress and lightning protection as per Indian standards. Load cell to be housed in lockable Sheet Metal Box. 13. Should be of reputed indigenous/ imported make. Manufacturer s test Certificates in respect of all requirements specified in IS: 9281 (Part-III) as amended on date. 14. Minimum 10 mtrs of Cable along with load cells should be provide & covering with metal pipe between load cells & junction box. 15. The overload protection of load cells shall be 200%. 16. The destructive overload protection of load shall be 500%. 17. Manufacturer s test Certificates in respect of all requirements for load cells should be furnished. D Junction box: 1. Protection class : IP Surge protection : Surge arrestors provided within. 3. Material of Construction : Cast Aluminum/stainless steel. 4. Connection type : Terminals on PCB mounted inside Junction box. 5. Glands for entry : Double compression type. Minimum 30 mtrs of Cable along with metal pipe should provide between junction box & cabin. Material test certificate should be furnished. E. Interconnecting cable: The load cells to be provided with 4-wire system and shielded type cable approximately 10 meters in length to be laid in class B GI Pipe. i) No. of cores To be specified by the ii) Type of connection Manufacturer/supplier iii) Type of cable shield. F. Digital weight Indicator, Personal Computer and Printer i. Digital Weight Indicator This should be state of the art high performance micro processor based Alpha Numeric Weighing system having high internal resolutions, clear and bright seven digit LED display auto zero tracking, tare/gross weight indications, Auto calibration facilities etc. It should be capable of interfacing with the computer for further processing of data as per requirement operating temperature is to be -5 decree centigrade to 50 degree centigrade, response time less than 0.5 seconds, electrical safety IEC-348. And it should have facilities for connecting the printer directly in case computer fails. The indicator must have the protection class of IP 30 & IP 65. The tendrer should furnish the test certificate for indicator. Continued.

Personal Computer The P.C. of (make HCL/IBM/HP/DELL) should be of Intel Core-2 Duo Processor or above (2.8 GHz or more speed) equipped with 104 keys Alpha Numeric Key Board having memory of minimum weighments. Operating temperature range is to be -5 degree centigrade to 50 degree centigrade with memory of minimum 500 GB Hard Disk, 2 GB RAM with Windows 7 Operating System with original licensed software. minimum 21 TFT Colour Monitor, Optical Mouse,. Data protection by Lithium battery for 6.00 Hrs. during power off. iii. The Printer (80 Col.) with speed compatible with the Micro Processor. Dot Matrix 80 col. Ticket Printer (make EPSON/WIPRO/TVSE/HCL) compatible with PC a. The PC shall be supplied with original licensed copy of operating software and Antivirus software integrated 10/100 LAN card, Hard Drive500 GB, Window 7. b. The digitizer as RS-232 porter to link computer and printer. c. The computer holds the software required to operate the weigh bridge on 80 column Dot Matrix Printer is connected to computer to give the printout details as follows: I. Date II. Time III. The entire record stored in the memory and the summary of the Weighbridge operation can be taken at any time in the following manner. iv. Date wise v. Truck wise vi. Commodity wise vii. Any number of operators can be assigned to the weigh bridge with their independent with their user name and password thus monitors the operations under each operator separately. f. The Electricity connection shall only be provided by KSWC after installation of lorry weighbridge. Continued.

6 G U.P.S. -6- g. The tenderer should Furnish the test certificate from the manufacturer for electronic weighing system and load cells in respect of all requirement 2 KVA UPS suitable for PC and reputed make supported with 2 or more nos. of 130 AH or above each of Exide/ Standard/ AMCO /Amaron batteries for 6 hr. operation in case of power failure. H Constant Voltage Stabilizer/ Transformer 2 KVA rating servo transformer with input 140V 280V and output 220± 5% of reputed and approved make to protect the equipment from voltage variation. I Jumbo display unit 1. An additional display unit at a suitable place outside the cabin of weighbridge for clear viewing of drivers in day light or in darkness of character size of 100 mm, 7 digit bright, LED type to be provided. 2. Weighbridge manufacturers / supplier / local representatives, having own or their principal s manufacturing facilities relating to load cells and related electronic instruments and weighbridge components shall be given preference. 3. Manufacturers, their dealers/representatives/ suppliers should have appropriate licence for the installation of the weighbridge system from Directorate of Metrology, Government of India/State Government. J. Sealing and Stamping 1. The sealing and stamping of load cells as well as that of the total weighing system shall conform to the requirements laid down under Indian Weights & Measures Act, The chassis of the electronic equipment shall be designed in the manner that it is feasible to lock the whole system electronically to make it completely tamperproof at one place for subsequent verification by the concerned authorities. 3. Packing: The mechanical and electronic components of the weighing system shall be suitably packed. All the conditions of storage before actual installation shall be specified by the manufacturers. 4. Performance: The performance of the load cells as well as the total system shall also comply to all the technical and metrological requirements laid down under the Indian Weights & Measures Act, 1976 and IS: 9281 (Part-III) as amended on date. 5. Power supply: The equipment should be suitable for operation on 220V, single phase 50 cycle A.C. supply. The equipment shall be suitable for successful operation under different climatic conditions such as temperature ranging from-10 degree centigrade. to 60 degree centigrade and humidity up to 95%. 7 K. Electrical Works: -7- This shall conform to latest CPWD/ PWD specifications 2005 and Indian Electricity Rules. 1. Service connection for 230V supply upto the switchboard in the cabin will be provided by KSWC. 2. The wiring shall be carried out with copper wiring PVC insulated of suitable size in recessed PVC conduit as per latest CPWD/PWD specifications (a) 5 Amps socket outlet 1 No. On the switch board itself (ISI Mark standard make) (b) 15 Amps socket outlet 1 No. At skirting level (ISI Mark standard make) 4. Main Board Angle iron frame of suitable dimension with one 1 Set 30 Amps MCB (Incoming) and 2 Nos. 16 Amps MCB (outgoing) MCB should be ISI Mark Standard make. 5. (a) Pipe earthing complete as per latest CPWD specifications 2005/PWD. (b) Copper plate earthing for electronic equipment as per 1 set each (c) Latest CPWD/ specifications 2005/PWD L Installation 1 Installation, alignment and adjustment of machinery, electrical work, civil work shall be carried out by skilled and experienced machinery fitters at its own risk and responsibilities. 2 All machinery shall be assembled fitted or mounted in such a manner that all necessary clearance shall be retained. 3 The contractor shall be responsible for all necessary alignment and adjustment of structure, machinery and equipment to obtain efficient operation of the Equipment. 4 Errors, omissions and misfits shall not be corrected by burning, except with permission of Corporation. M. Painting Two coats of anticorrosive and one coat of finished paint on all steel structures after preparation of surface to be applied for protection against corrosion/rust. N. Drawings and Data to be submitted by tenderer 1. The contractor shall be required to submit 4 copies of the drawing along with design calculations within 7 days from the date of issue of work order for approval of the Corporation. The Corporation shall be at liberty to modify the design given by the contractor and he should follow the same without any extra claim. 2. The Contractor shall at his own expense prepare and submit four copies of drawings showing foundation details, location and size of bolts and structural steel supports, general arrangement and assembly drawings showing important particulars, overall dimensions and clearances etc. 3. Installation, stamping and commissioning Sealing and stamping of load cells as well as that of the total weighing system shall conform to the requirement as per the department of Legal Metrology rules and regulations and indial Weights and Measures Act 1976 with upto date amendments stamping certificate shall be provided along with bill. The chasis of the electronic equipment shall be designed in the manner that is feasible to lock the whole system electronically to make it completely tamper proof at one place for subsequent verification by the concerned authorities. (II) Documents required for Technical Bid The tenderers should be furnish the following documents along with the tender though on-line e- Procurement failure to which the tendrer will be summarily rejected, a. The EMD of Rupees 25,000/- for Electronic Lorry weighbridges Should be submit through online e- Procurement. b. Valid license from the department of legal and Metrology. c. Valid license from the department of legal and metrology for Repairs and service. d. Model approval from the department. e. Valid license from the department for manufacturing. f. Certificate for having the repairs & service plant of the weighbridge in the State of Karnataka for the last 3 years. g. Copies of the Supply order for installation of 5 Electronic Lorry weighbridges to Government/ Government Undertakings in single order in the last 3 financial years. h. Certificate for having the centres of Sales and service for spare parts of LWB s with Service Engineer back- up in Karnataka i. Copies of three performance letters for satisfactory sales and services in Karnataka state. j. Copies of 3 Performance letters of installed weighbridges supplied to Karnataka state. k. Copy of PAN Card. l. Copy of TIN Number. m. Copy of the Bank Pass book of front page for name of the Account Holder, Account Number and Type of Account. n. Copy of the Previous year sales tax clearance certificate. o. Copies of Quality certificates. 1. Plat form Steels 2. Weight Indicator 3. Load cells 4. Junction Box 5. The successful tenderer should furnish above quality Certificates along with tender, Further the tendrer should furnish Test certificates after the supply / Installation of Lorry weigh bridges. p. Certificate for process of Manufacturing in the factory type of raw materials/ JINDAL/ SAIL/ TESCO/TATA Steel. Continued

9 -9- (C) TERMS AND CONDITIONS 1. The tenderer should supply the weighbridge strictly conforming to the specifications. 2. The tenderer must be furnished Earnest Money Deposit (E.M.D) of Rs.25,000/- for all lorry weighbridges through online E procurement.the tender with out EMD will be summarily rejected. The EMD shall be liable for forfeited if the tenderer withdraws from his offer or does not to fulfill the tender conditions. The EMD of the unsuccessful tenderer will be refunded after finalization of the work contract. 3. The EMD amount will be refunded only after completion of two-year guarantee period from the date of handing over of weighbridge in good working condition, The EMD does not carry any interest. 4. The successful tenderer shall have to furnish a Security 5% of the total value of the work order by way of Demand Draft, drawn in favour of the The Managing Director, Karnataka State Warehousing Corporation, payable at Bangalore within Seven days from the date of acceptance of work order. The security deposit does not carry any interest. The E.M.D. of the successful tenderer shall not be adjusted towards the security deposit. The security deposit will be refunded only after completion of two-year guarantee period from the date of handing over of weighbridge in good working condition. 5. The tenderer should quote the rate for weigh-bridge machinery and Civil works, which should be inclusive of transportation charges, all taxes, duties, Octroi, VAT, Karnataka work contract tax, and other taxes levied or may be levied in future without submission of C and D or any other similar form prescribed under any relevant act in force. The above price also includes installation, Erection, Testing, Commissioning of the weighbridge at the Corporation premises with due stamping done by Department of Legal Metrology at free of cost and Quarterly service and maintenance for a period of two year. The successful tenders should attend the stamping of the weighbridge during the guarantee period whenever it falls due. However Karnataka State Warehousing Corporation will reimburse the stamping fee prescribed by the Department of Legal Metrology. 6. The tenderer should quote the rate both in figures and words and submitted duly signed. No over writing should be made. - Continued

10 The installation and erection of the new weigh-bridge includes civil portion of work should to be completed within 2 months from the date of issue of work order and finally the weigh-bridge should be handed over in a good working condition by completing civil and other works in all respect within 2 months from the date of issue of work order. For any delay in completion of the job the corporation will be liberty to leavy the liquidated damages. 8. In case of failure to provide prompt after sales service in respect of the machine installed, the corporation will be a liberty to cancel the order for remaining centres at any stage and claim liquidated damages If there is any delay in completion of the assigned work, a penalty will be imposed as decided by Managing Director, KSWC. 9. The tenderer should furnish a copy of the certificate issued by the competitive authority for the manufacture of weighbridge along with the tender. 10. No advance will be paid to the successful tenderer for supply and installation of 60 M.T Electronic Lorry Weighbridge. The full payment will be made only after handing over the new weighbridge in good working condition and the receipt of satisfactory working report from the Warehouse Manager, Regional Manager, Engineer and the General Manager of the Karnataka State Warehousing Corporation. 11. The tenderer should have after sales service facility in Karnataka State, for easy availability of spares and prompt early service or otherwise should provide authorized dealership detail with valid certificate to attend the weighbridges and should attend all breaks down calls within 24 hours of the after receipt of the intimation form the Warehouse Manager during the guarantee period. The tenderer should furnish the list of places/ agencies where the after sale service is available. 12. The successful tenderer should execute annual service maintenance contract of the weighbridges for period of three years after expiry of the guarantee period. The tenderer should quote rate for Comprehensive/non-comprehensive annual service maintenance contract premium along with terms and conditions per annum for three years. However the Corporation reserves the right to entrust or reject the Annual Service Maintenance Contract of Weighbridges to the successful tenderer. 13. The tender must have executed a single order for installation of 5 Electronic Lorry weighbridges to any state Government/ Central Government/ Government Undertaking establishments in one financial year. 14. Drawing and data supply four copies of all drawing showing installation for mechanical, electrical., civil work, cabin, location and size of bolts and structural steel supports, general agreement and assembly drawing important particulars, overall dimensions and clearances etc. other drawings of lorry weighbridge, cross section and civil works shall be submitted.. 11 The tenderer should guarantee for wear and tear of the item or any breakage, the Plating, chipping or peeling of enamel and plating of the equipment Electronic Lorry weighbridge. 16. The Material Test certificate shall be provided for platform structure and weighbridge. 17. The tenders should provide specifications for the platform as per Indian Standards. No. IS: 9281/IS 2062 for steel sections used for the weighbridges. Design of Platform should be for 20% overload capacity, platforms should have I-beams of only SAIL / TISCO / JINDAL/ TATA make. No. re-rolled material should be used. Material test certificate should be provided. 18. The Weighbridge should comply with the specifications laid down in the standards of weights and measures (General) rules The entire scope of work as per the tender must be provided with a guarantee and warranty for two years from the date of successful handing over of the Weighbridge including civil work. The tenderer should not claim any extra charges for repair/ replacement of spare parts supplied by him during the guarantee period and warranty period and he should attend the stamping of weighbridge during the guarantee period. 20. The tenderer should be in profession of sale and service of Weighbridges at least for a period of 5 years and also must have good track, record for the Manufacture and supply of weighbridges from any Government / Industrial establishments. 21. The successful tenderer shall be solely responsible for personal injury to the labours and damage to the property caused by their neglect or negligence by their employee. The tenderer should make his own arrangements for un-skilled labourers for erection of machinery and installation of work at his cost. 22. The tender forms should be enclosed with necessary plan, model of the weighbridge, illustration, map, catalogue or brouchers, specifications and complete description of the weighbridge. 23. The tenderer should provide a separate earthing for load cells, and other lighting loads as per existing standards. The tenderer should provide lightning arresters at suitable height and also protection to weighbridge in case of any high voltage fluctuation at source. However provisions of Electricity supply at weighbridge room will be Karnataka State Warehousing Corporations responsibility. 24. The load cells have IP 68 protection class with in-built lightening protection facility and will be of compression type or cantilever type and must carry a warranty of 2 years against any failure due to any reasons. Suitable test certificate from original manufacturers / OIML/NETP/ Factory Mutual approval for insurance coverage to be furnished by the tenderer. Continued..

12 The weighbridge terminal computers software should be user friendly and must have high memory and should be branded P.C/ printer from a reputed HP/HCL company. 26. The tenderer should provide a sample format of Weighbridge ticket and reports and should be able to change the formats as per requirement accordingly at the site, As per specifications mentioned in the tender. 27. The tenderer may attend or depute their authorized representative to be present at the time of opening of the tender at their own expenses. 28. Provision for surge protection should be available either separately or at junction box. 29. The tendrer shall be required to submit 4 copies of the drawing along with design calculations within 7 days from the date of issue of work order for approval of the Corporation. The Corporation shall be at liberty to modify the design given by the contractor and he should follow the same without any extra claim. 30. The tenderer shall at his own expense prepare and submit four copies of drawings showing foundation details, location and size of bolts and structural steel supports, general arrangement and assembly drawings showing important particulars, overall dimensions and clearances etc. 31. On completion of the Work and before the tests are carried out, the tendrer shall at his own expense prepare and supply to the Corporation four (4) certified copies of the Installation Manuals, Inspection and Maintenance Manuals and Operation Manuals. 32. Execution of Contract Agreement: The successful tenderer shall ensure to enter into a formal agreement with the corporation within 7 days of issue of award letter on judicial stamp paper of appropriate value. 33. The tenderer are required to complete the work of ELWB within 2 months which will be issue of award letter/supply order or the date of physical handing over the site to the contractor for execution of work of ELWB whichever is later. 34. The tenderer shall be responsible for securing necessary import license or customs clearance, permit or permits as may be necessary. The Corporation will not make available any foreign exchange or import license for this work. The contract and its operation shall be governed by the laws of India for the time being in force. Irrespective of the place of delivery of equipment/materials, the place of execution of works of place of payment under contract, the contract shall be deemed to have been entered into at Bangalore within the ordinary civil jurisdiction of the Karnataka High Court. 13 The Managing Director, KSWC reserves the right to change the location of weighbridge to be installed without assigning any reasons. 36.
