1 ADDENDUM NO. 1 PHASE II-2016 Date of Addendum: June 7, 2016 Date of Bid Opening: June 14, 2016 CONTRACT DOCUMENTS AND SPECIFICATIONS 1. TECHNICAL SPECIFICATIONS Section Trench Excavation and Backfill PART 3, Section 3.9, Subsection A Please Modify the following subsection to read: A. Locating wire shall be installed with all water main piping pipe (including services) and secured to the pipe with duct tape at 20'-0" maximum increments Painting PART 3, Section 3.2, Subsection D Please Modify the following subsection to read: D. SYSTEM NO. 3: BURIED METAL. Use on all buried metal (except Stainless Steel), or buried metal shall be tape coated. Tape coating shall be CHASE Tapecoat H35, or approved equal. Items to be coated with this system include, but are not necessarily limited to, the following: 1. New buried steel piping and fittings. 2. All New Buried Air piping. 2 CONSTRUCTION DRAWINGS 1. CONSTRUCTION DRAWINGS UV Building The UV Manufacturer has increased the size of the Level Control Weir. The change in weir size will adjust the UV Channel dimensions. The approved submittal has been added to RPA s website. Contractor should make appropriate changes to the UV Building Civil, Structural, Architectural, and Mechanical sheets to ensure proper fit of the UV System with in the channel. SHEET E-12 Some wiring has been incorrectly color coded on the original Sheet E-12. The correct sheet has been added to RPA s website. The contractor will be responsible for wiring as shown on the updated sheet. General Note: Red electrical lines will not be provided by the Blower Manufacturer. Only blowers colored red will be provided by the blower manufacturer under the equipment procurement contract. SELECT QUESTIONS ANSWERED 1. What is the Criteria for a Winter Shutdown? Contractor shall ensure treatment facility operational capabilities are not impaired by a winter shutdown. All Improvements installed prior to shutdown shall be protected from weather, freezing and sun damage. Equipment shall be stored to manufacturer s recommendations. Bypasses will not be allowed during winter shutdown. 2. Can the contractor substitute mega lug style restraint joints instead of concrete thrust blocks at fittings that are not under building foundations with exception to the potable water line on sheet C-12? Thrust blocking will be required for all piping under a structure or slab, and on water main piping. Contractor can use mega lug style or not with the thrust blocking. Contractor may substitute mega lug style joints on other piping instead of thrust blocking. 3. In various locations on the drawings it shows DIP with the Designation of Flange x Flange for multiple specific lengths. Can the contractor use Uni-flange or approved equal as a substitute to a custom manufactured length of DIP flange x flange? Uni-flanges will not be accepted. Contractor may add dismantling joints as needed. 4. The pipe that penetrates structural walls and wall pipe fittings both classify as exposed and buried under the coating specifications. Can the Contractor use the buried coating specification for this transition section of pipe? Does the exposed portion of this pipe need to be painted? Buried coating specification shall be used for transition section. Exposed portion of this piping shall be painted as described in Technical Specification Section subsection 3.12.C. 5. RPA supplementary conditions page 11, paragraph 10 lists contractor to pay engineer fees for the following. What is the wage rate of the Engineer? The scheduled Resident Project Representatives rate for this job will $110/hour. We will not commit to a specific cost as we cannot sure of what effort is required. It is not our intent to limit the amount of hours you work. The Owner would like this project completed. 6. The Type 2 bedding for unstable soils. Could you please quantify how many CY of Type 2 bedding we need to account for before this becomes a change? The amount of Type 2 PHASE II ADDENDUM NO.1 PAGE 2

3 bedding need is difficult to quantify since Contractors dewatering effort and installation procedure can affect whether it is needed or not. However if Type 2 bedding is deemed necessary, and the quantity used is over 10 cubic yards it will be reviewed as a change to the contract. 4 PREBID CONFERENCE MINUTES Project: Miles City Wastewater Improvements Phase II-2016 Date: June 1, 2016 Time: 1:00 PM Location: Miles City City Hall Conducted by: Brad Koenig, RPA Owner Representatives: Attendees: (Sign in on sheet) Discussion Scope and Goals The project includes construction of a new solids handling building 48 x73-4 CMU block building, modifying the existing Chlorine Contact Basin to accept a UV disinfection equipment with a CMU block building constructed over it, construct a new 32 x64 concrete aerobic digester, a new entrance gate, and additive alternate one a septage receiving station at the city s wastewater treatment facility. The new solids handling building will house dewatering and aerobic digestion equipment. The new aerobic will have submerged membranes for sludge thickening. This project is part of an Agreement On Consent with MDEQ and therefore it is required that the contractor get started shortly after award. Instruction to Bidders Review Bid Security 10% required, bond or check per ITB Addenda an addenda has not been issued at this time. It is the intent to issue an addenda shortly after the prebid meeting. Method of Award - Lowest Bid as explained in the ITB Bid Items and Estimated Quantities - Bid items are separated mostly by trade, 7 items total. Montana Contractor Registration Number - Required Wage Rates (State and Federal) Bound within the Contract Docs. Contractor to determine proper wage rate. Liquidated Damages - $500 per day plus engineering expenses. Bid Date June 14, 2016 Contract Time 240 Calendar Days. Contract Requirements Insurance Requirements - Outlined is Supplementary Conditions and Special Provisions Contractor's Supervision RPA will have someone on site during construction. RPA will not supervise employees of the contractor. Permits and Fees Required Contractor required to get applicable construction permits. Miles City Business license not required Utilities Interaction with Montana Dakota Utilities is required for new service. See Special Provisions. Safety Requirements Contractor Responsibility Field Office and Sanitary Facilities Contractor to provide Special Provisions Pay attention to these, they are the yellow section in the documents. Additional Requirements Bid Submittal as described in the ITB. Contractor to meet the requirements of the AIS. The entrance gate is included in the Base Bid Engineer's Cost Estimate Base Bid approximately $4.0 million, Additive Alternate One approximately $320,000. Questions during Prebid meeting 1. How will existing Digester 1 be taken out of service? The City will drain digester 1 through existing piping. The City will wash the digester down with a firehose. It will be the Contractor s responsibility to do any other cleaning needed. The existing Digester 1 is an aerobic digester open to the atmosphere. Contractor shall take all safety precautions needed to enter the digester and complete the work. 2. What is the Criteria for a Winter Shutdown? This will be addressed in Addenda No When will submittals be available for the manufacturers of the equipment procurement contract? Submittals will be available to the Contractors when submittals are approved. Technical Specifications have been included in the contract documents marked not in contract for reference only tor provide basic information about the equipment. For detailed information on the equipment please see contact information in Section 28 of the Special Provisions. 4. What flow rates are to be expected? Please see Sheet G-3 in the Construction Drawings for flow rates. 5. Is there a SCADA System that the new improvements need to be integrated with? No the facility currently does not have a SCADA system. 6. Are the Gates in the Chlorine Contact Basin Watertight? It is assumed gates are mostly watertight, but slight leakage is expected. Contractor will be responsible for cleaning and drying basin to modify channels. 7. Will new digester 2 need to be seeded? No digester 2 will not need to be seeded. 8. When will the treatment facility be manned by the City? The facility is manned 8 hours everyday. 9. Will the contractor be responsible for storing and unloading the equipment in the equipment procurement contract? No the City will store and unload equipment in the equipment procurement contract.
