1 ADDENDUM #1 TO REQUEST FOR PROPOSALS FOR SCADA SYSTEM DESIGN/INSTALL This addendum contains: A clarification to the RFP requirements Responses to Questions Received through The System Architecture diagram which was inadvertently omitted from the RFP. Clarification: In Section 5.1, the RFP requires proposers to include insurance documentation with their technical proposal. Proposers are not required to actually provide insurance documents during the proposal phase. Proposers should be aware of these requirements and acknowledge that they can and will provide them if selected for the project. Question 1: Can we get the list of bidders who received RFP? Answer: The RFP is available publicly without registration. The port does not have a list of all potential bidders. A list of attendees at the pre-bid conference is available to all attendees of the conference. Question 2: Is this Lump Sum or Time and Material project? Answer: As noted in the RFP, the Port is looking for a lump sum proposal. Question 3: Is (the) Consulting company who is awarded the project responsible for Construction Management or that is Client's responsibility? Answer: The Port will be responsible for managing any high voltage electrical, conduit, civil and/or other construction-related tasks. Management of all other aspects of the project will be the responsibility of the Contractor. Question 4: Are there any participation goals for Small Businesses? Answer: No. The Port welcomes proposals that contain SBE components but no goals have been established for this project. Port of Long Beach Page 1 of 9 03/11/2010
2 Question 5: Are you looking for a cost estimate for six sites only or all 53 sites (19 storm water pumping and 34 sewage lift station and central SCADA facility)? Answer: As noted in the RFP, the Port is looking for a proposal including 6 sites and the SCADA software implementation. Question 6: If initial bid is based on 6 sites only, are you planning to request proposal again for the enterprise-wide system, or it will be follow-on work for the firm awarded at this phase? Answer: The Port intends to solicit additional proposals for the future phases. Question 7: I see the Specs require you to list any Licenses you hold. We are not a C-10 licensed contractor or an A-class licensed contractor, can we bid as a prime. Answer: The Port requires bidders to hold a C-10 Electrical Contractors license. Bids received from organizations that do not hold the current/valid contractor s license will be deemed Non-Responsive. Question 8: Are there more plans or specifications to purchase other than the one available on the bid websites? Answer: No. All available material is posted on the Port s website.. Question 9: After reviewing the specs, I ve noted of appendix III, section 2.5, on page 39, specification States This includes all aspects of the systems from the instruments in the field, to the PLC which shall control the related equipment, to the SCADA software in the control room, using Wonderware s SCADA and Allen Bradley s PLCs and instruments as examples. Are you accepting any SCADA Software or PLC Hardware alternative? Also, are there a system architecture drawing available? Answer: Wonderware and Rockwell/Allen-Bradley products are not explicitly required. Appendix IV, Section 2, 2.1.E notes that the Port is open to alternates that provide equal or better functionality. The selection process will look independently at all compliant responses. Regarding the System Architecture drawing, it was inadvertently omitted for the RFP and is included at the end of this addendum. Question 10: Our company is interested in proposing as a Prime contractor for the referenced project. We are confused however by one item in the RFP. There is conflicting language regarding the scope requirements for installation or Construction of the project. There are multiple references to installation Port of Long Beach Page 2 of 9 03/11/2010
3 requirements, Contractor Licenses requirements, and Design -Built performance requirements. However, on page 2 of the RFP under section 1.2 Excluded Items, it appears that "Construction" is excluded. Answer: All construction-related work items including but not necessarily limited to civil and high voltage electrical work are excluded from this RFP as noted. The successful bidder will be expected to provide a design which includes this work, but will not be required to perform it. The Port expects to self-perform this work. All other installations, including the instrument and panel mounting and low voltage electrical wiring of the instruments and controllers, are part of the scope of work requested in the RFP and are expected to be included in proposals by bidders. Question 11: What is considered low voltage? Answer: As defined by the California State License Board, a C-7 low voltage license is for limited energy and up to 91V. Per the RFP, this project does require that the Primary responder hold a valid C-10 license. Question 12: What are the requirements regarding the use of hardware virtualization. Answer: The Port prefers that the central control system software components have the ability to run on virtual servers; though if some physical computers are required, that is not a problem. The Port is running VMware vsphere Enterprise Plus. All OS, database and virtualization licenses will be provided by the Port. Question 13: Are motor controllers included in the scope of the project? Answer: No. For the purposes of the RFP, motor controllers are not within the scope of the project. If compelling reasons to include motor controllers are identified during the design process, they will be dealt with at that time. Question 14: Are flow meters included in the scope of the project? Answer: Yes. All sites require flow meters. The RFP response should include any assumptions regarding the installation of flow meters. Question 15: Will As-built drawings or diagrams be available? Answer: No. Question 16: Will site inspections be available prior to RFP submittal? Answer: No, for proposal, base your response on the Standard and Specifications and the on-line video (link available via request). After the review committee selects a Port of Long Beach Page 3 of 9 03/11/2010
4 short list of responders to move forward with, those firms will be allowed to visit the 6 stations. Question 17: Can you clarify the scope of work? Answer: This RFP includes the central monitoring/control systems and the 6 pilot stations specifically noted. Question 18: Is there an engineering estimate? Answer: No. Question 19: Is there a page limit to the size of the proposal? Answer: No, but the guidelines for the structure and content of the proposal are explicit and must be followed. Question 20: How many design reviews will there be? Answer: The Contractor will be required to provide 50% and 100% design submittals, with the expectation that the Port will have comments on each of these submittals that must be required to be incorporated into the design. Question 21: What is allowable down-time during installation? Answer: Assuming the project is executed during the summer/fall the downtime for storm water stations will be negotiable. For sewage lift stations, and storm water stations during the rainy season, downtime must not exceed 4 hours. Question 22: Did the Port visit other sites during preparation of the RFP? Answer: Yes, the project team did visit outside locations. The requirements in the RFP reflect those visits. Question 23: Are the any security systems requirements? Answer: Security requirements are specified in the RFP. There are no additional security requirements. Question 24: Please explain the selection process in more detail? Answer: Per City of Long Beach guidelines, this technology project will not utilize a low bid selection process. Recommendation to the Board of Harbor Commissioners will be based on the most appropriate response to the requirements, as judged by the review committee. Key steps in the process include: Port of Long Beach Page 4 of 9 03/11/2010
5 a) Accept RFP and review for conformance to format and content requirements b) Technical review and creation of short list c) Commercial review, and more detailed discussions with the short-listed contractors d) Solicitation of a best and final offer e) Recommendation of award to the Board of Harbor Commissioners f) Award assuming acceptance of the review committee s recommendation by the Board of Harbor Commissioners. Question 25: What is the timeline and budget? Answer: No project timeline or budget has been published. Question 26: Are there any ArchestrA foundation components implemented within the Port? Answer: No. Question 27: Is there a management plan or timeframe? Answer: No. The RFP requires proposers to include a management framework and proposed timeframe as a part of the proposal. Proposers are encouraged to read carefully and conform to all requirements, technical as well as administrative, set out in the RFP. Responses that do not conform will be immediately determined to be non-responsive and automatically rejected. Question 28: Is there a any requirement for data communications or linking with the City of Long Beach? Answer: No. Question 29: What Permitting is required? Answer: The contractor will be required to obtain and pay for all required City of Long Beach building permits. The Port is responsible for obtaining the Harbor Development Permit issued by our Planning Division. Question 30: Was this RFP developed in house? Answer: Yes, the RFP was written in-house. The technical specifications were developed by a consultant under contract to the Port. Question 31: What computers are required? Port of Long Beach Page 5 of 9 03/11/2010
6 Answer: As noted in the RFP, a headless PC unit provided by the contractor is required in Station 101, which will connect to the Port s data center using the Port s communication network. All other computers will be provided by the Port. Question 32: Is there a need for tamper proof computers and decentralized system provided by ArchestrA? Answer: Please limit all responses to those requirements included in the RFP, and document all assumptions made. Details of the design will be developed during the design phase of the project. Question 33: Is there a prevailing wage requirement? Answer: Yes. Question 34: In the introduction of the RFP, it clearly states, in Section 1.2, item 1. "All construction and construction-related work is specifically excluded from the scope of work. This includes but is not necessarily limited to trenching, mechanical and electrical work. Bidders may assume that all such work required for completion of the project will be self-performed by the Port according to the design prepared by the successful bidder, which is specifically included within the scope of work being solicited." However, Appendix II, Item 1.2 Pilot Station Configurations, states that: "Existing components may need to be decommissioned and removed, although some instruments and sensors may be salvaged and reused, particularly those already built into the equipment, such as submerged pump seal alarms." Is the decommissioning of existing components part of the design-build Contractor's scope of work? If yes, could you please identify components that require to be decommissioned. Answer: Decommissioning and removing of any existing instrumentation and low voltage control equipment which cannot be reused is the responsibility of the contractor. The ownership of these components remains with the Port and must be turned over to the Maintenance Division. The existing configuration of the 6 sites is described in the RFP. A final determination of the requirement will be arrived at as a part of the design process. Question 35: Appendix IV, Item A General, states the following: "The successful bidder shall provide all required labor, project equipment and materials, tools, construction equipment, safety equipment, transportation, and test equipment to satisfactorily complete all installation work per the approved Scope of Work, Drawings and Specifications." 7 Item B further states "Installation shall include: new control panels, new instrumentation, new conduit, new grounding, new alarm arrays, and any new wire pulls to existing MCCs." These sections appears to be in conflict with Section 1.2. Please clarify the following: Who installs the PLC control panels at each site Who terminates the wires at each PLC control panel at each site Who provides the conduit and wires required for the project Who installs the conduit and wire for the project? Answer: All low voltage materials and equipment will be provided and installed (including wires) by the contractor. All required civil work, high voltage electrical work and installation of new conduit (for either high or low voltage) will be performed by the Port. Question 36: Appendix IV, Construction. A. Demolition 1) states: "The successful bidder shall be responsible for all site demolition and installation as it pertains to the SCADA system. Site demolition shall include removing: old instrumentation, any existing motor control panels that aren t necessary (no motor starters in them), old, unusable conduit, and any other items deemed obsolete/ unnecessary." This section appears to be in conflict with Section 1.2, please clarify demolition of existing equipment will be performed by the Port.? Answer: Answered in the response Question 34. Question 37: Instrumentation E. Installation 1), states: "The successful bidder shall be required to install all of the equipment purchased under this contract in order to provide a fully functional system." The section then further describes in detail how instruments are to be installed. This section appears to be in conflict with Section 1.2, please clarify that instruments are to be installed by the Port? Answer: Instruments will not be installed by the Port. Refer to Question 35. Question 38: Are the instruments furnished by the design-build contractor also to be supported in the services defined in Maintenance and Support? Answer: The maintenance and support requirement applies to entire system, including the instrumentation. Port of Long Beach Page 7 of 9 03/11/2010
8 Question 39: In Appendix IV, Motor Control Design it states: "The successful bidder shall be responsible for creating Motor Element Drawings (reference the attached example), which shall detail the connectivity between the PLC control panel and the MCC. Please clarify who is responsible for the conduit and wire design? Answer: Conduit and wire design, along with all other aspects of the design, will be the responsibility of the contractor. Question 40: For control panels installed (outdoors) are drip shields required? Answer: The RFP requires NEMA 4X 304 stainless steel enclosures. Any further control panel details will be determined by the design prepared by the contractor. Question 41: Storm Water Station 25, will the PLC Panel be installed Indoors? Answer: Since Stormwater Station 25 is situated inside a building it may be reasonable to assume that the PLC panel will be located in the building; however, the installation details of all panels will be determined by the design to be developed by the Contractor. Question 42: Can you clarify which hardware elements should and should not be included in the scope of our supply? Specifically, Section 1.2, Item 2, excludes computer hardware and software from the scope of supply. But, elsewhere in the document hardware items are frequently referred to as being part of the evaluation criteria and supply. We assume this means that our response should include any hardware that is not specifically a computer workstation or server. Is this correct? Answer: All required hardware and software with the exception of standard computers, operating system and utility (database) software is to be supplied by the Contractor. Question 43: Will any of the control panels be installed in areas classified as Hazardous locations? If so, what are the area classifications (Class. 1, Div. 1; Class 1, Div. 2)?
