ADOPTION OF MINUTES.1 Regular Council Meeting Minutes - April 28, 2003 Moved by Councillor Gill, seconded by Councillor Peary, that the minutes of the Regular meeting of Council held April 28, 2003, be adopted. Fadden, Gold Medallist, Canadian Short Track Speed Skating Championships, held in Montreal April 3 to 6, 2003, and extended congratulations to her and the Matsqui Blades. 5. CONSENT AGENDA 5.1 BYLAWS TO BE ADOPTED.1 Bylaw No , "Tax Rates Bylaw, 2003"; Establishes Property Tax Rates for 2003 Moved by Councillor Warawa, seconded by Councillor Ross, that Bylaw No , cited as "Tax Rates Bylaw, 2003", be adopted. Opposed: Councillors Beck and Gill. 5.2 MINUTES AND CORRESPONDENCE Moved by Councillor Fast, seconded by Councillor Harris, that the following minutes and correspondence be received:.1 minutes of the Abbotsford Youth Commission meeting held March 12,2003;.2 minutes of the Fraser Valley Regional District Board meeting held March 25,2003;.3 minutes of the Fraser Valley Regional Hospital Board meeting held March 25,2003;.4 correspondence dated April 18, 2003, from the Federation of Canadian Municipalities, endorsing the City of Abbotsford's resolution on Motor Vehicle Theft - Vehicle Immobilizers;

No. 318 respectively; Focus Architecture and Planning Limited ( BC Ltd.), 27615,27629,27639 Fraser Highway (R02-030) Moved by Councillor Ross, seconded by Councillor Gibson, that Bylaw No , cited as "Official Community Plan Bylaw, 1996, Amendment Bylaw No. 71", be read a Council reiterated concerns for traffic and pedestrian safety; gateway aesthetics and a seamless transition from development to the west; the impact of lower gasoline prices in the Fraser Valley Regional District compared to the Greater Vancouver Regional District; controlling a proliferation of gasoline stations along Fraser Highway; and creating a smooth transition from the Township of Langley to the west, in terms of road improvements, traffic patterns, and safety. Staff advised the Township of Langley has not provided any comment or suggestions on the proposed development. The need to review and revise the Abbotsford Official Community Plan Bylaw, 1996, was also identified. The motion was then put and

Moved by Councillor Harris, seconded by Councillor Ross, that staff prepare and present a by law that would restrict development of additional gasoline stations on Fraser Highway between Station Road and Bradner Road. Councillors opposed to limiting development of gasoline stations believed supply and demand would regulate the appropriate number of businesses; the idea was counterproductive to attracting business to the community; landscaping and greening initiatives created aesthetically pleasing development throughout the City; and that future proposals should be considered on a case by case basis. Those in favour believed a balance was required along Fraser Highway and developers should be encouraged to pursue innovative projects on this major artery. The motion was then put and R DEFEATED.
