2 OTTAWA CITY COUNCIL 2 CONFIRMATION OF MINUTES Confirmation of the Minutes of the regular meeting of 13 May DECLARATIONS OF INTEREST INCLUDING THOSE ORIGINALLY ARISING FROM PRIOR MEETINGS COMMUNICATIONS Association of Municipalities of Ontario (AMO): Bill 8 - Effective Date for Municipal Governments Confirmed Response to Inquiries: School Mini Buses Public Washrooms Other Communications Received: Submission received containing the signatures of 52 aqua fitness patrons at the St. Laurent Complex, requesting that the evening aqua fitness classes, with the same instructors and schedule, be transferred to a nearby facility (e.g. Lowertown Pool) during the closure for maintenance of the St. Laurent pool.

Chernushenko) COMMITTEE REPORTS COMMUNITY AND PROTECTIVE SERVICES COMMITTEE REPORT 4 1. RESPONSE TO TAXI-RELATED COUNCIL MOTIONS OF APRIL 2012 COMMITTEE RECOMMENDATION That Council approve the scope of the comprehensive review of the City of Ottawa s taxi and limousine regulations, including potential regulations to recognize the emergence of new hailing technologies and transportation-for-a-fee service models, as outlined in this report.
4 OTTAWA CITY COUNCIL 4 ENVIRONMENT COMMITTEE REPORT 3 2. STAFF COMMENTS ON THE WATER, WASTEWATER, AND STORMWATER RATE STRUCTURE REVIEW COMMITTEE MEETING INFORMATION Delegations: 2 Delegations, in general support, with caveats (letter submitted by one delegation). Debate: Vote: Approximately 1.5 hours, spent on staff presentation, receipt of delegations, Q&A s to staff, and Committee discussion / deliberation. Report recommendations: CARRIED, as amended. Position of Ward Councillor(s): As noted in the report; not applicable. Position of Advisory Committee: As noted in the report; none. COMMITTEE RECOMMENDATIONS AS AMENDED That Council: 1. Direct staff to return to Council by Q with an updated water, wastewater, and stormwater rate structure for Council s consideration and; 2. Approve that the overall guiding principles for this review are as follows: a) Is fair and equitable to users of the service;

PLANNING COMMITTEE REPORT 7 3. ZONING BY-LAW AMENDMENT 385 SUSSEX DRIVE COMMITTEE RECOMMENDATION That Council approve an amendment to Zoning By-law at 385 Sussex Drive (Notre Dame Cathedral Basilica) to permit a temporary parking lot for a maximum of three years, as detailed in Document 2.

ZONING BY-LAW AMENDMENT 187 METCALFE STREET COMMITTEE RECOMMENDATION That Council approve an amendment to Zoning By-law to change the zoning of 187 Metcalfe Street to allow public parking within the parking garage, as detailed in Document 2 and shown on Document 1. BULK CONSENT AGENDA PLANNING COMMITTEE REPORT 7 A. ZONING BY-LAW AMENDMENT 873, 875, 877 CONTOUR STREET AND 2705, 2709 PAGÉ ROAD COMMITTEE RECOMMENDATION That Council approve an amendment to Zoning By-law for 873, 875, 877 Contour Street and 2705, 2709 Pagé Road, as shown in Document 1.

ZONING BY-LAW AMENDMENT PART OF 3872 GREENBANK ROAD COMMITTEE RECOMMENDATION That Council approve an amendment to Zoning By-law for part of 3872 Greenbank Road to permit a residential subdivision containing 477 dwelling units, one school and one park, as detailed in Document 2. TRANSIT COMMISSION REPORT 3 C. EXTENSION OF TEMPORARY REDUCTION OF PARA TRANSPO CASH FARES COMMISSION RECOMMENDATIONS That City Council: 1. Extend the temporary reduction of cash fares for Para Transpo service to be consistent with the Presto e-purse fares for conventional OC Transpo service, as outlined in Document 1; 2. Add the Para Transpo cash fares to the fare table for trips made on Para Transpo services until June 30, 2016, or until one month after the successful implementation of the Para Transpo electronic fare payment system, whichever comes
8 OTTAWA CITY COUNCIL 8 first as outlined in Document 2; and, 3. Approve the reduction in fare revenue be funded from the capital budget for the Presto smartcard project as outlined in this report. DISPOSITION OF ITEMS APPROVED BY COMMITTEES UNDER DELEGATED AUTHORITY That Council receive the list of items approved by its Committees under Delegated Authority, attached as Document 1. MOTION TO ADOPT REPORTS (Councillors T. Tierney and D. Chernushenko) MOTIONS OF WHICH NOTICE HAS BEEN PREVIOUSLY GIVEN Moved by Councillor T. Nussbaum Seconded by Councillor C. McKenney MOTION WHEREAS the City of Ottawa appreciates the importance of the Government of Canada s Long Term Vision and Plan for the Parliamentary Precinct and Judicial Precinct ( the Plan ) to the City of Ottawa, the National Capital Region and the country; and
9 OTTAWA CITY COUNCIL 9 WHEREAS the Plan speaks to the importance of completing the Judicial Triad with the future construction of a Federal Court judicial building on Wellington Street, part of Confederation Boulevard, complementing the Parliamentary Triad along Ottawa s ceremonial route; and WHEREAS the City of Ottawa joins others, including the Royal Architecture Institute of Canada, the Canadian Society of Landscape Architects and the Ontario Association of Architects, in expressing concern that the proposed location for the Memorial to the Victims of Communism will prevent the completion of the Judicial Triad and violate the guiding principles of the Plan, particularly those of symbolic primacy and heritage value; THEREFORE BE IT RESOLVED that City Council, through the Mayor, formally request that the Government of Canada relocate the proposed Memorial to the Victims of Communism to a site that conserves the integrity of the Judicial Precinct in the Government of Canada s Long Term Vision and Plan.
