Perform water quality monitoring and laboratory support, field equipment maintenance, data management and analysis and field investigations related to surface water, drinking water and wastewater. DUTIES & RESPONSIBILITIES: 1. Conducts Water Quality Monitoring and Provides Field Support Performs physical and chemical water quality and environmental measurements. Implements monitoring plans for both regulatory compliance and supplemental water quality characterization. Conducts surface water and treated water sample collection using standard methods and quality assurance guidelines. Prepares equipment and supplies for monitoring. Maintains field equipment and performs troubleshooting as needed for repair or replacement decisions. Troubleshoots and resolves equipment problems in the field. 2. Conducts Water Quality Investigations Conducts investigations at remote infrastructure facilities, including but not limited to water storage tanks, pump stations, and vaults. Monitors and maintains online water quality monitoring equipment at remote infrastructure facilities. Performs investigations to support regulatory compliance, (e.g. drinking water cross connections,. 1/5
2 Performs data analysis and reporting. Uses multiple software program for data storage, analysis, and reporting. Performs special projects and studies as necessary. 3. Supports Laboratory Analysis Performs physical, chemical, and microbiological laboratory analysis of water samples. Performs laboratory housekeeping and dishwashing functions related to the maintenance and cleaning lab glassware, equipment, and facilities. Compiles and maintains analytical and field data in databases. Maintains laboratory and field equipment. Calibrates instruments and performs troubleshooting on instruments/equipment as needed. Maintains detailed records, logs and equipment use and maintenance data. 4. Provides Customer Service Investigates customer water related inquiries and clearly communicates water quality and regulatory information to customers. Investigates water quality issues including trouble shooting; on site water, wastewater, and stormwater system evaluations; and coordinates with other city departments to correct identified problems. Maintains data in drinking water quality inquiry database. 5. Other Duties Performs related duties as required to meet the needs of the city. Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. Supports laboratory quality control and chain of custody documentation requirements. Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. ORGANIZATIONAL STRUCTURE: (1) TITLE OF IMMEDIATE SUPERVISOR: Drinking Water Program Supervisor (2) TITLE(S) OF POSITIONS OVER WHICH THIS POSITION HAS DIRECT SUPERVISION: ne QUALIFICATIONS: REQUIRED MINIMUM QUALIFICATIONS: Bachelor's degree in physical or biological sciences, chemistry or related field and a minimum of three years of relevant work experience, including work experience demonstrating knowledge of and ability to apply environmental, chemical and microbiological principles in a field or research setting. Or an equivalent combination of education and work experience. Knowledge of general chemistry, microbiology and data evaluation. Ability to work in an accurate, efficient manner with minimal supervision. Ability to read, understand and apply manuals and technical instructions; operate, calibrate and maintain analytical field and laboratory equipment; troubleshoot and resolve calibration and system failures in both field and laboratory settings. Previous work experience demonstrating analytical problem solving skills. Effective verbal and written communications skills, including ability to work in a team environment and work with the public. Experience with word processing, spreadsheet, and database applications. Valid driver's license. Have and maintain acceptable motor vehicle record. DESIRED QUALIFICATIONS In addition to the required minimum qualifications: Experience working with drinking water treatment and distribution systems, wastewater collection systems, water quality field monitoring equipment, laboratory and treatment facility data management systems. Water treatment or water distribution operator certification. Knowledge of current surface water, drinking water, and discharge regulations. 3 In addition to the information listed above. Physical and Mental Effort: Regularly requires standing, walking, lifting, kneeling, carrying, sitting, and occasional climbing. Occasional lifting of up to 50 pounds. Requires collecting samples in flowing water and in reservoirs from a boat, as well as climbing ladders to access the top of above ground water storage tanks, and accessing wastewater collection lines. Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials; recording and interpreting information, including the ability to distinguish colors. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment and hazardous materials and safety equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting, laboratory setting and an outdoor field setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Work Environment: Works in an office environment and outside fieldwork and data collection. Work setting may be subject to interruptions and background noises. Works on occasion in a loud or noisy work area with exposure to fumes or chemicals. Regular exposure to outdoor weather conditions, including exposure to adverse weather. Ability and willingness to work under various field conditions. Machines and equipment used include, but are not limited to the following: City vehicle, standard office equipment including personal computers, calculators, telephone, copy/fax machines, and scanner. Water quality laboratory instruments, lake/stream monitoring equipment and water treatment process and field instruments. Precision measuring devices and analytical equipment such as spectrophotometers, turbidimeters, ph meters, specific ion meters, autoclaves, microbiology apparatuses, incubators, portable water testing equipment, analytical balances, pan balances, fume hoods, drying oven and furnace, centrifuges, and volumetric glassware/pipettes. Field equipment includes colorimeters, multiprobe data loggers (dissolved oxygen, ph, specific conductance, depth, and temperature), online water quality monitoring instruments, Van Dorn (discrete depth) water samplers, and field flow measuring devices.
