3 Key Messages Within current budget utlk, it is especially critical that EM ensures that safe, reliable, and cst effective dispsitin paths exist. The prgram s refcused rganizatin and the detailed planning underway fr FY 2013 executin prvide the tls needed t highlight waste management challenges and slutins. Due t current status f EM prjects and baselines, slid waste dispsitin activities remain imprtant, but are trending dwnward. EM will be fcused n numerus waste-related pririties in FY

5 LLW/MLLW Highlights: On-Site Dispsal Sites cntinue t rely n and ptimize use f n-site dispsal facilities t supprt site cleanup. Existing sites cntinue t pursue system and peratinal imprvements. At Idah, the Integrated CERCLA Dispsal Facility is receiving waste n an intermittent basis t maximize peratinal efficiency based n reduced D&D wrk. Planning cntinues at Idah fr cnstructin f a new n-site RH-LLW dispsal facility (by the Office f Nuclear Energy). Bth Prtsmuth and Paducah are prpsing new n-site facilities and are wrking with regulatrs and stakehlders t investigate feasibility. If realized, these facilities will prvide the sites with significant nsite dispsal capacity, allwing a large prtin f the D&D generated wastes t be dispsed n-site. 5

9 LLW/MLLW Highlights Cmmercial Dispsal Changes The cmmercial market changed significantly this year. Waste Cntrl Specialists (in Andrews, TX) began peratins f its cmpact (cmmercial facility) in April WCS als cmpleted cnstructin f its Federal Waste Dispsal Facility, and TX regulatrs apprved its peratins n September 18, T date, n DOE waste has been sent t WCS fr dispsal in Federal facility. Greater dispsal availability exists fr cmmercial LLW streams, including cmmercial sealed surces. DOE effrts twards new cmplex-wide LLW/MLLW dispsal cntract(s) cntinues. 9

13 Transuranic (TRU) Waste Highlights New WIPP M&O Cntractr Nuclear Waste Partnership (NWP) assumed peratins f site and Natinal TRU Waste Prgram n Octber 1, Thrugh Nvember 2012, ver 84,700 cubic meters f TRU waste have been since WIPP pened The 11,000 th shipment was received during the week f Nvember 19 th. In FY 2013 t date, ver 900 cubic meters in 148 shipments have been dispsed. Carlsbad Field Office has resumed develpment f the Natinal TRU Waste Management Plan, t ensure full integratin f the generatr sites, cmplex-wide activities and WIPP peratins. First draft crdinated at Fall TRU Crprate Bard; t be finalized in early 2013 DOE met the first year cmmitment under the LANL Framewrk Agreement 3706 Prject. 800 m 3 f abve grund, cmbustible TRU remved frm site in FY

14 Lng term plans fr WIPP Resumptin f the Natinal TRU Waste Management Plan prvides an imprtant tl in aligning DOE sites near term plans. EM s nging strategic planning activities will als infrm the lnger-range needs f DOE sites t achieve dispsitin f legacy and newly generated TRU wastes. Onging NEPA evaluatins may determine additinal quantities f surplus nuclear materials will be designated wastes, many wuld be classified as TRU waste. DOE s GTCC LLW EIS is evaluating WIPP as ne f the dispsal alternatives fr GTCC and GTCC-like wastes, including nn-defense TRU. The current and ptential demands n WIPP will be carefully evaluated and incrprated, as apprpriate, in ur upcming budget frmulatin activities. The prcess fr WIPP regulatry recertificatin prvides pprtunity fr the frecast inventry and perfrmance assessment t be updated. 14

18 Natinal Transprtatin Stakehlders Frum (NTSF) NTSF is the mechanism thrugh which DOE cmmunicates at a natinal level with states and tribes abut the Department's shipments f radiactive waste and materials, as well as ccasinal high-visibility shipments that are nnradiactive. NTSF brings transparency, penness, and accuntability t DOE's ffsite transprtatin activities thrugh cllabratin with state and tribal gvernments. The NTSF cmpleted its 3rd successful meeting in May 2012 in Knxville, TN Planning Cmmittee established: Representatives frm the tribes, 4 reginal grups, and NCSL NE-CSG will serve as the hst fr the 2013 meeting (May 2013) Wrking Grups established t perfrm mre in depth review and t assist DOE in develpment f path frward fr addressing transprtatin issues. Webinars are cnducted n a quarterly basis t keep in tuch n imprtant issues. Mre

19 Transprtatin Emergency Preparedness Prgram (TEPP) Ensures that respnders are prepared t effectively respnd t a radilgical transprtatin incident. We are addressing sme f ur greatest waste-related technical challenges nw, many f which require ne-f-a-kind r grund-breaking slutins. Our ability t ptimize ur cleanup and waste management strategies is as critical as ever, in light f the fiscal challenges we face. We will maintain ur rbust prgrams t ensure the safety and cmpliance f all material and waste shipments. 22
