PRESENTATION BY PETITIONER James Richardsn, EPB Administratr shared that the Funding Request Public Trust Tree Canpy Survey is cntinued frm the Nvember 14, 2016 EPB Public Hearing.

2 Jasn Teal, OGC shared that the petitiner wanted a mandate that the City wuld use the tree survey data develped as part f their prgram. The city has a purchasing cde t cmply with and a methd such as this can t be used t circumvent the City s purchasing cde. If there is a mandate t use the data then this wuld have t g thrugh a cmpletive bidding prcess. OGC has met with petitiner t get thse issues reslved and there is n lnger a mandate fr the City t use the Tree Survey. The survey will be there fr the City t use. Jhn Nvember, Public Trust Envirnmental Legal Institute f Flrida, made the presentatin titled Survey f the Canpy and Tree Planting Pririties (attached). The Survey will allw a better understanding f the health and breadth f ur tree canpy, the envirnmental impacts f stewardship and financial benefits f effective tree plantings (between $10 millin & 19 millin wrth f trees) in upcming years. Public Trust guarantees free use f the Survey t the City nce it s cmpleted. This is a 3 year prpsal survey. BOARD DISCUSSION AND STAFF CLARIFICATION A lengthy discussin ensued regarding access t the tree data, updating the inventry, wh will plant the trees, the number f trees t be planted, allcating funding, maintaining the trees, the tree fund use fr private r public prperty, platfrm fr sharing the prject, hw will data be accessed by the city r citizens, des the Public Trust have staff t access data, etc. Tm Larsn shared that the data will be hsted in the clud and managed by the cntractr fr three years. The security system, access, cntrl and tl sets will be available t the City just as it wuld be fr the Public Trust. There will be a need t train users. COMMENTS FROM PUBLIC Nne. BOARD VOTE A mtin was made t apprve the Public Trust Tree Canpy Survey prpsal (DuPree) which was prperly secnded (Snnenberg). There was an inquiry if the Bard wanted t place cnditin(s) in the Public Trust Tree Canpy Study which was prpsed. After a brief discussin, the fllwing cnditins were recmmended: A quarterly reprt - submitted t the Educatin and Outreach Cmmittee An annual reprt which shall include the number f trees planted and utlines the effrts f the City s use f the study A mtin was made t amend the Public Trust Tree Canpy Survey funding in the amunt f $ with the cnditins stated (Tappuni) which was prperly secnded (Snnenberg) and apprved by the bdy. PROCEDURAL SUMMARY EPB Cunsel Jasn Teal stated that the prpsal will g befre the Mayr s Budget Review Cmmittee and then be frwarded t City Cuncil. 6 Envirnmental Impacts While ur trees are cmmnly appreciated fr their aesthetic value, the true benefits f ur trees and frests are ften underestimated r under-valued. This cmprehensive Survey will prvide essential green data layer fr mnetizing the City s trees and evaluating the canpy s envirnmental impact. The study and it s resulting maps will be used t quantify the ecsystem services and benefits f the existing tree canpy n ur air and water. Interactive applicatins will allw users t quickly simulate scenaris prjecting the envirnmental benefits f an increased canpy. Once the survey is cmplete, the City and cmmunity stakehlders will be able t estimate the amunt f ecsystem services t be prvided by planting prjects. When Jacksnville s canpy survey is analyzed with ther ecnmic, scial, and eclgical data, it can guide ur cmmunity in strategic, fcused planting and stewardship activities t achieve brad sustainability gals.

8 Survey Ownership & City Use The Public Trust guarantees the unlimited free use f the Survey t the City nce it has been cmpleted. It is critical that this prject be perceived as the Public Trust and Greenscape s prject althugh cllabratin with the City and ther stakehlders will be essential mving frward. The City has prvided a statement that the City anticipates using the Survey nce it has been cmpleted. The Public Trust, Greenscape, and ther cmmunity partners will use the Survey t help spearhead planting prjects and educate the public n the benefits f an enhanced canpy. Time is f the essence fr this prject as a delayed start culd result in lst efficiencies and the missing f an pprtunity t cmplement anther COJ urban frestry prject related t strmwater, the tree canpy, and strengthening f the Jacksnville Tree Ordinance.
