1 Page 1 ANNEX I PARIS DECLARATION We, Heads f Delegatin f the 22 Cntracting Parties t the Barcelna Cnventin fr the Prtectin f the Marine Envirnment and the Castal Regin f the Mediterranean (the Barcelna Cnventin) and its Prtcls, meeting in Paris, France, n 10 February, 2012 Recalling the reginal cperatin framewrk established thrugh the Mediterranean Actin Plan (MAP) since 1975; taking int due cnsideratin the new plitical cntext and determined t reinfrce effective reginal cperatin fr the prtectin f the marine envirnment and sustainable develpment in the Mediterranean thrugh strng plitical cmmitment, and the active participatin f civil sciety; Acknwledging the value and significance f MAP, and the Barcelna Cnventin and its prtcls, their cntributin t the definitin f a shared legal, regulatry and innvative framewrk, and their frerunning rle at the glbal level in the definitin and implementatin f prtectin and sustainable develpment measures and plicies fr the Mediterranean marine envirnment and its castal zne; Recgnizing the valuable cntributin f representatives f internatinal and reginal rganizatins, NGOs and ther stakehlders and majr grups t the wrk f 17 th Meeting f the Cntracting Parties t the Barcelna Cnventin; Deeply cncerned by the threats which cntinue t menace the castal and marine envirnment in the Mediterranean, including pllutin frm land-based surces, frm ffshre explratin and explitatin activities, waste, the ver-use f natural resurces and ptentially dangerus explitatin f vulnerable habitats and ecsystems, the lss f bidiversity, sil and castal degradatin, the impacts f climate change, and recalling that if the Mediterranean Sea and its castal zne ecsystems are prtected and managed with a view t sustainable develpment, this will allw gds and services they prvide t be used sustainably ver the lng term; Recgnizing that the cnsequences f the glbal ecnmic crisis may affect the envirnment and sustainable develpment in the Mediterranean regin, but als prvide pprtunities t illustrate the irreplaceable rle f MAP as a framewrk fr dialgue and peratinal cperatin n envirnment and sustainable develpment; Encuraging Parties that have nt yet dne s t sign r ratify the Prtcls t the Barcelna Cnventin - and recgnizing the need fr the Cntracting Parties t fulfil their bligatins in relatin t the Cnventin, its Prtcls and relevant multilateral envirnmental agreements, and their cmmitments under the Actin Plans and the Mediterranean Strategy fr Sustainable Develpment; Reaffirming the plitical cmmitments made at previus Meetings f the Cntracting Parties t the Barcelna Cnventin, and particularly the utcme f the Meeting f the Cntracting Parties held in Almería in 2008 n, amng thers, the ecsystem apprach, Integrated Castal Zne Management (ICZM) and gvernance;

2 Page 2 Als reaffirming the cmmitments made at the Meeting f Cntracting Parties held in Marrakech in 2009 n actins related t climate change and the prmtin f better gvernance within MAP; Nting the prgress made in reinfrcing MAP, and particularly the entry int frce in 2011, fllwing ratificatin by 6 cuntries, f the Offshre Prtcl and f the ICZM Prtcl, the first legally binding instrument f its type in the wrld, and seeking t ensure their effective, cllective and respnsible implementatin and aware f the necessity t ensure their timely implementatin thrugh actin plans; Cnvinced f the need t enhance gvernance in the MAP system, taking int accunt cntemprary institutinal develpments and the plurality f plitical, civil, envirnmental and financing actrs, and aware f the need fr sund budgetary management, financial sustainability and the effective use f resurces; Aware that the effectiveness f future structural refrms and the implementatin f prgrammes f wrk require prmpt implementatin f the adpted resurce mbilizatin strategy, invlving the reginal and glbal actrs cncerned; Reaffirming the value and imprtance f the verall system f the Cnventin and its Prtcls as a legal and regulatry platfrm fr plicy decisins fr advancing crss-sectral cperatin t prgress n internatinally agreed cnservatin and sustainable use gals in marine and castal areas, and their cmmitment t implement the related actin plans; Recalling the framewrk fr Eur-Mediterranean cperatin ffered, amngst thers, by the Unin fr the Mediterranean and the Eurpean Neighburhd Plicy and their calling t prmte sustainable develpment and in particular depllutin f the Mediterranean, ntably thrugh the EU-Hrizn 2020 Initiative inter alia; Welcming the results f the Tenth Meeting f the Cnference f the Parties t the Cnventin n Bilgical Diversity, held in Nagya in 2010, which achieved a glbal agreement fr the prtectin and develpment f wrld bidiversity and the adptin f a new strategy aimed at halting bidiversity lss, with a prgramme fr the preservatin f the marine envirnment; Emphasizing the need t implement the recmmendatins f the Tenth Meeting f the Cnference f the Parties t the Cnventin n Bilgical Diversity regarding marine habitats and species, and particularly n the use f marine prtected areas as an instrument fr prtecting the marine envirnment and n the designatin f marine eclgically r bilgically significant areas (EBSAs); Emphasizing the need t further reinfrced cperatin between all actrs in the marine and castal envirnment f the Mediterranean and welcming the n ging effrts t enhance cperatin with the Secretariats f the Unin fr the Mediterranean, the General Fisheries Cmmissin fr the Mediterranean, the Cnventin n Bilgical Diversity, the Internatinal Maritime Organizatin, IUCN and the ther reginal seas cnventins and prgrammes, and future cperatin with all ther relevant rganizatins; Cmmitted t wrking tgether t preserve the wealth and sustainability f Mediterranean ecsystems, gds and services t serve as an example fr ther regins f the wrld and thus cntribute t the adptin at the wrldwide level f glbal measures fr the prtectin and sustainable develpment and management f the marine and castal envirnment;

3 Page 3 Cnscius f the pprtunity represented by the United Natins Cnference fr Sustainable Develpment in 2012, knwn as Ri+20, and determined t address marine and castal envirnment cncerns amng the majr challenges t be tackled at the Cnference; Taking nte with appreciatin f the inter-institutinal reprt pening the way t the United Natins Cnference fr Sustainable Develpment, the Blueprint fr Oceans and Castal Sustainability, presented at the 36 th General Cnference f UNESCO and f the recent presentatin f the Green Ecnmy in a Blue Wrld synthesis reprt; Determined t psitively cntribute t the United Natins Cnference fr Sustainable Develpment in 2012, with a view t achieving glbal cmmitments n the green ecnmy in the cntext f sustainable develpment and the eradicatin f pverty and the institutinal framewrk f sustainable develpment, in particular thse related t marine and castal issues; Hereby declare that we are reslved t: - Take all the necessary measures t make the Mediterranean a clean, healthy and prductive sea with cnserved bidiversity and ecsystems by reaffirming ur plitical cmmitments t prtectin and sustainable develpment f the Mediterranean Sea and its castal znes thrugh an ecsystem apprach t the management f human activities, t be implemented by stages in regular cycles; by develping, a cherent, well-managed netwrk f castal and marine prtected areas in the Mediterranean, including n the high seas, in accrdance with United Natins Cnventin n the Law f the Sea and implementing the Aichi Plan f Actin adpted under the Cnventin n Bilgical Diversity, in particular t meet the target f 10 per cent f marine prtected areas in the Mediterranean by 2020; by reinfrcing reginal cperatin fr the scientific evaluatin f eclgically r bilgically significant marine areas, in relatin t the glbal wrk under the Cnventin n Bilgical Diversity and by the United Natins General Assembly; by intensifying effrts t curb pllutin frm land-based surces, such as marine litter, thrugh the adptin and implementatin f legally-binding measures, and pllutin frm ffshre activities and sea based activities, thrugh reginal actin plans. By ensuring, in view f the predicted increase in maritime traffic, the cntinuus strengthening f capacities and resurces t prevent and respnd t marine pllutin caused by shipping, in particular thrugh judicial and peratinal cperatin.

4 Page 4 - Strengthen the integrated management f Mediterranean castal znes, as a unique instrument at the service f Mediterranean States, an integrated visin f castal areas and the basis fr their sustainable develpment [by implementing the Actin Plan and radmap apprved by the Parties as rapidly as pssible;] by recgnizing the need t imprve cherence between the different levels f castal gvernance, supplemented by ptimal natinal framewrks fr integrated castal zne management; by encuraging the ratificatin f the ICZM Prtcl by the Barcelna Cnventin Parties. - Address majr cncerns n the marine and castal envirnment and prvide a Mediterranean input int the United Natins Cnference n Sustainable Develpment in 2012 by supprting and undertaking strng cmmitments, in ur capacity as United Natins Member States, regarding the sustainable management f marine resurces and preservatin f marine bidiversity; by cntinuing t supprt, at Mediterranean level, capacity building and ther activities assciated with green ecnmy as means t achieve sustainable develpment, such as the prmtin f sustainable prductin and cnsumptin patterns, sustainable chemical management and ecinnvatin, all f which have been shwn t have als direct r indirect effect n the Mediterranean marine envirnment; by calling n the Mediterranean Cmmissin fr Sustainable Develpment t prpse plicies t the Cntracting Parties t the Barcelna Cnventin fr the implementatin f a blue ecnmy fr the Mediterranean, as a versin f the green ecnmy applied t the seas and ceans, having the Mediterranean Strategy fr Sustainable Develpment as apprpriate strategic plicy framewrk; by supprting cnsideratin f the theme f ceans and the initiatin f negtiatins fr a prcess initiated by the United Natins General Assembly, with a view t ensuring that the legal framewrk fr the cnservatin and sustainable use f marine bidiversity in areas beynd natinal jurisdictin effectively addresses thse issues by identifying gaps and ways frward, thrugh the develpment f a multilateral agreement under the United Natins Cnventin n the Law f the Sea. This agreement wuld include a series f regimes cvering marine prtected areas, access t genetic resurces and the sharing f the benefits f their use, and impact assessments f human activities; by prmting achievement in the Mediterranean f the bjectives f Agenda 21, in particular thrugh the implementatin f the cmmitments made under Agenda MED 21 and the Jhannesburg Plan f Implementatin;

5 Page 5 by supprting the preparatin by 2014, f the reprt n the state f the marine envirnment, including the sciecnmic aspects, thrugh the related regular prcess mandated by the United Natins General Assembly. Establish the cnditins fr transparent, effective and enhanced institutinal gvernance f MAP by cnslidating synergies with reginal and glbal partners, with a view t ptimizing financing f MAP activities and the allcatin f resurces; By actively invlving civil sciety representatives and in particular NGOs, lcal and reginal gvernments and the private sectr, t elabrate better infrmed decisins and prvide fr efficient implementatin at all levels; by encuraging the Secretariat in its effrts t cnclude, as sn as pssible, cperatin agreements with the secretariats f the Unin fr the Mediterranean, the General Fisheries Cmmissin fr the Mediterranean, the Cnventin n Bilgical Diversity, the Internatinal Maritime Organizatin, ther reginal seas cnventins and all ther relevant rganizatins; by pursuing reflectin n an institutinal refrm f the MAP system, in the light f recent develpments, invlving all marine and castal envirnmental stakehlders, with a view t strengthening the gvernance f MAP; by calling fr the cnsideratin, at the 18th Meeting f the Cntracting Parties, f a prpsal fr the institutinal refrm f MAP, taking int accunt inter alia, the results f the functinal review, frmulated in clse cperatin with the Cntracting Parties. Invites the Presidency t frward this declaratin and the utcmes f the 17th Meeting f the Cntracting Parties, fr the attentin f the ther reginal seas cnventins and prgrammes, as well as ther relevant rganizatins. Invites the Presidency t frward this declaratin t the attentin f the United Natins Cnference n Sustainable Develpment and t take, in cperatin with the representatives f the Cntracting Parties, all initiatives necessary t prmte it and its cnclusins.
