1 TERMS OF REFERENCE PURPOSE AND OBJECTIVES HEALTH AND WELLBEING SPECIALIST GROUP Backgrund Parks and prtected areas are essential nature based slutins fr imprving health and wellbeing. While Indigenus Peples have knwn the fundamental imprtance f nature fr tens f thusands f years, there is als a large and grwing bdy f scientific evidence n the dependency and benefits f human health n healthy ecsystems. The inaugural Internatinal Healthy Parks Healthy Peple Cngress held in 2010 in Melburne, Australia was a catalyst fr prgressing this agenda, bringing tgether 1,200 participants frm 37 cuntries frm planning, cmmunity develpment, health, turism, climate change, educatin and cnservatin sectrs. The Cngress explred the many ways nature and parks cntribute t ur health and wellbeing and launched the Healthy Parks Healthy Peple apprach n the radar fr gvernment, educatin and business sectrs. The adptin f Mtin 39, Healthy Parks Healthy Peple at the IUCN Wrld Cnservatin Cngress 2012 in Jeju, fllwed by the Prmise f Sydney at the IUCN Wrld Parks Cngress 2014 further elevated this agenda, creating a substantial platfrm fr actin based n the imprtant rle played by nature (and mre specifically parks and prtected areas) in prmting, prtecting and restring human health and wellbeing. Key actins cvered in the Prmise f Sydney include: cntinuing t build evidence and quantify the benefits f nature fr human health and wellbeing. frming strng new alliances and crss sectr partnerships t influence plicies and plans at glbal, reginal, natinal and lcal scales. engaging with, and learning frm, Indigenus peples abut wellbeing benefits frm nature and prviding pprtunities fr Indigenus peples t cnnect t land fr health and wellbeing. engaging and cnnecting with mre diverse cnstituents t prvide pprtunities fr peple t gain the benefits f being in nature. Since 2014, a number f initiatives cntinue t advance the health and nature agenda and create new partnerships acrss the cnservatin and health sectrs. These include: The CBD/WHO State f Knwledge reprt which highlighted the current strng evidence fr hw humans are dependent n nature, but that als highlighted knwledge gaps fr further wrk. Healthy Parks Healthy Peple: the state f the evidence A review f pst-2008 literature in relatin t the health benefits f parks and natural spaces, prepared by Deakin University, Australia in cllabratin with Parks Victria. A new partnership between the Pan American Health Organisatin and the U.S Natinal Park Service t develp a Healthy Parks Assessment Tl. An increasing number f reginal inter-gvernment plicy agreements between health and nature cnservatin agencies t ensure that nature s benefits fr health and wellbeing are recgnised in health and urban planning plicies. In additin, several Healthy Parks Healthy Peple r similar mdels have established acrss the wrld, acrss Australia and t cuntries as diverse as the U.S, New Zealand, Sctland, Canada, Finland, Suth Krea and Clmbia.

2 An imprtant milestne was reached in 2015 thrugh a cllabratin between IUCN and the Salzburg Glbal Seminar t frm a partnership, the Parks fr the Planet Frum - a ten-year leadership and actin platfrm - t accelerate transfrmatinal change by placing nature at the heart f human health, wellbeing, security and prsperity in a rapidly urbanising wrld. Participants at the Frum s first meeting issued the Salzburg Challenge fr Nature, Health and a New Urban Generatin, setting ut cncrete recmmendatins fr crss-sectr actin, nting that cities and lcal gvernments prvide an exceptinal pprtunity fr leadership n green infrastructure and urban parks. The Health and Nature Frum events held during the IUCN Wrld Cnservatin Cngress 2016, featured as an fficial Health and Nature Jurney, fcused strngly n the benefits f cnserving nature fr health and wellbeing. These sessins paved the way fr the adptin f Reslutin 064 Strengthening crss-sectr partnerships t recgnise the cntributins f nature t health, well-being and quality f life as part f the Members Assembly. This Reslutin recgnizes the key achievements t date, and calls fr greater crss-sectr cllabratin and imprved methds fr quantifying the benefits frm nature in rder t help lead change and reduce the prevalence f wrldwide nncmmunicable diseases. The Members Assembly als amended the draft IUCN Glbal Prgramme t mre explicitly link the Prgramme t SDG 3 (n health and wellbeing). This prvides a clear plicy platfrm fr IUCN t seek new glbal and reginal initiatives and partnerships linking the health sectr with the cnservatin sectr ver the next fur years. A key t unlcking the values f parks and prtected areas fr health and wellbeing while cnserving bidiversity, is the frmatin f lng-term partnerships between the health and cnservatin sectrs. The wrk f the IUCN/WCPA HPHP Taskfrce that was frmed after the 2010 HPHP Cngress is acknwledged. It was a large grup cmprising f health and nature practitiners acrss the wrld, which aimed t develp best practice guidelines and directin n the relatinship between nature and human health. The grup has delivered a cmprehensive dcument detailing the HPHP Jurney t date. This new Specialist Grup is the successr f the HPHP Taskfrce. Purpse f Specialist Grup T prmte the health and wellbeing benefits f nature acrss the cnservatin, health and ther sectrs, facilitate partnerships t influence plicies and plans acrss these sectrs, build the evidence n benefits f nature fr human health and wellbeing, and encurage the develpment f metrics t measure the c-benefits. Relevance t and integratin in GPAP/WCPA s Quadrennial Prgramme The plicy basis fr the Specialist Grup is WCC2016 Reslutin #064 ( Objective 1 Mainstream health and wellbeing benefits f nature acrss the cnservatin, health and ther sectrs thugh develpment f interdisciplinary materials, case studies, tls and prgrams. Develp a cmmunicatins prspectus fr the health and nature/hphp apprach with key future directins and distribute amngst key stakehlders and IUCN members. Build the capacity and expertise f prtected area managers t realise the immense value f parks and prtected areas fr human health and wellbeing. Use Panrama and ther nline tls t run an infrmatin webinar t build awareness. Redevelp the HPHP page n Panrama Build a glbal cmmunicatins platfrm f experts and practitiners and encurage WCPA membership fr mst active members

3 Develp and distribute a reprt/newsletter update n achievements, prgress and success stries. Identify pprtunities at key events and meetings (bth cnservatin and health related) t prmte the synergies and c-benefits between nature and human health and wellbeing. Assemble a suite f health and nature best practice appraches and case studies (such as HPHP and Healthy Nature Healthy Peple), building n the wrk f the previus HPHP Taskfrce. Make these available nline and distribute thrugh netwrks. Reprt n activities f the Specialist Grup as required. Objective 2 Facilitate envirnment/cnservatin and health partnerships at a glbal, reginal, natinal and sub-natinal scale, t influence plicies and plans acrss sectrs that supprt prgrams in parks and prtected areas. Supprt the IUCN Secretariat and Cuncil with the implementatin f Reslutin #064 Build partnerships acrss the parks and prtected areas, cnservatin and health sectrs, including frmalising a partnership agreement with the Wrld Health Organizatin at bth internatinal, natinal and sub natinal levels. Develp a framewrk fr implementing and integrating nature and human health and wellbeing utcmes int crss-sectral plicy and prgrams within gvernment. Cllabrate with ther WCPA specialist grups including #NatureFrAll and Urban Cnservatin Strategies, t identify and build n synergies with these activities and grups. Cllabrate with ther cmmissins including the Cmmissin n Envirnmental, Ecnmic and Scial Plicy and the Cmmissin n Envirnmental Law t seek pprtunities within their wrk areas and plans that raise the prfile f the health and nature agenda. Develp a framewrk fr the IUCN and WHO and ther health rganisatins t wrk acrss a regin using the Oceania Reginal Office (ORO) initially as a pilt prject. This framewrk culd be then applied t ther regins. Objective 3 Further build the evidence and knwledge base n the extent f benefits f nature fr human health and wellbeing. Wrk with relevant partners t prvide input int the implementatin f IUCN WCC Reslutin #058 n Natural Capital, in particular the cnnectin between human health and wellbeing and natural capital framewrks tls and standard. Wrk with the Intergvernmental Platfrm n Bidiversity and Ecsystem Services (IPBES), Wealth Accunting and the Valuatin f Ecsystem Services (WAVES), the System f Envirnmental Ecsystem Accunts (SEEA) and cntribute t the develpment f cnsistent metrics fr quantifying the cntributin f parks and prtected areas t human health and wellbeing as required. 5 Gvernance These terms f reference are effective frm March 2017 until WCPA Steering Cmmittee Meeting in Membership The IUCN/WCPA Health and Wellbeing Specialist Grup will be pen t all WCPA interested members and will als cmprise f a cre grup f between six t ten representatives frming an Advisry Cmmittee. These representatives can be identified thrugh their interest and expertise in prmting and advancing the health and nature agenda and where pssible will als reflect diversity with representative spread f gender, age, gegraphic lcatin, sectr and culture. Membership f the Specialist Grup will be managed in cnsultatin with the Chair f WPCA. Rles and Respnsibilities In establishment, IUCN Member Parks Victria will take n a central rle in establishing and crdinating the activities f the Specialist Grup. It is anticipated that the leadership f the Specialist Grup may rtate ver time. CHAIR The Chair shall cnvene the Health and Wellbeing Specialist Grup meetings. If the designated Chair is nt available, then (referred t as the Acting Chair) will be respnsible fr cnvening and cnducting that meeting. The Acting Chair is respnsible fr infrming the Chair as t the significant pints/decisins raised r agreed t at that meeting. EXECUTIVE OFFICER The Executive Officer is respnsible fr develping the agenda (in cllabratin with the Chair), develping the minutes and distributing them in a timely manner, befre and after each meeting. MEMBERS Members will: Be passinate and knwledgeable abut the rle that parks and prtected areas play in cntributing t health and wellbeing; Cntribute t the Specialist Grup s prgramme f wrk; Champin the health and nature/hphp agenda with their cnstituents, clleagues and in their wn area f wrk; Respectfully cnsider pinins, ideas and issues raised by ther Members; Ntify members f the Specialist Grup, as sn as practical, if any matter arises which may be deemed t affect the develpment f the cre bjectives. Members f the Advisry Cmmittee will be expected t: Have capacity t undertake the rle in additin t the nrmal wrklad r activities; Attend all scheduled meetings and if necessary nminate a prxy and actively participate in discussins Prvide cmplete, accurate and meaningful infrmatin in a timely manner; Be given reasnable time t make key decisins; Make timely decisins and act t nt hld up the Grup; Be pen and hnest discussins, withut resrt t any misleading assertins; Prvide nging assessments t verify the verall prgressin f the Specialist Grup. Regularity f Meetings fr Advisry Cmmittee The Advisry Cmmittee shall meet apprximately every three mnths r fur times per year via electrnic means (e.g.: Skype r similar). Where an pprtunity arises, meetings may be held face t face such as at a majr IUCN/WCPA cnference r meeting.
