First phase 31 millin ( ), secnd phase 54.6 millin ( ) Tw pivtal guidelines: T imprve the quality f higher educatin and facilitate access fr all, especially vulnerable grups; T cntribute t the prcess f reginal integratin in Latin America; 51 prjects managed and implemented by HEIs in bth regins thrugh netwrks.

3 THE CELA PROJECT Challenges and ptential f HEI Higher educatin institutins (HEI) as imprtant actrs fr tackling sci-ecnmic challenges f climate change: - they build research capacity - they prvide cnsultancy and technlgy transfer - they ffer prfessinal educatin f future generatins f emplyees + entrepreneurs HEI ffer slutins, but are cnstrained by the fllwing: a. Lack f capacity t capitalize n scientific and technlgical research results b. Missing market-riented research and educatinal appraches c. Weak links f LA research with business and private sectr d. Limited c-peratin with research and teaching institutins frm ther regins (e.g. Eurpe).

8 Cnclusins 1. Universities hld a key t disseminate knwledge and expertise t build/strengthen adaptive capacity in the Latin American regin and beynd. 2. Fstering internatinal technlgy transfer may build and increase capacities in the climate change sectr. 3. Inclusive netwrks which allw TT between varius parties may represent an imprtant mechanism fr transfer prcesses. 4. The CELA prject can serve as a best practice example fr a transnatinal apprach linking LA and Eurpe, and HEI with gvernment, businesses and the civil sciety (quadruple helix).
