ACTION: CBPO Staff will make revisins t the Large Mnitred Onsite Systems Draft Prpsal and recirculate it t the WWTWG by May 13 th fr Wrkgrup review and apprval by May 23 rd. The final mem will be sent t the Watershed Technical Wrkgrup fr review and apprval during their June meeting. ACTION: David Wd will re-send the with the Bat Pump-Out Panel draft charge and membership t the WWTWG and summarize the changes t each since the panel was first prpsed. DECISION: The WWTWG cnditinally apprved the draft charge and membership fr the Bat Pump- Out BMP Expert Panel, pending any cncerns raised by the Partnership prir t the May 13 th deadline fr cmments. Welcme, Intrductins, and Annuncements Tanya Span (Chair) DECISION: The WWTWG apprved the April minutes. Large Mnitred Onsite Systems Angela Redwine, VDH and Marcia Degen, VDH Angela and Marcia presented the prpsed recmmendatins fr tracking and reprting large mnitred nsite systems in the Phase 6 Watershed Mdel. Jay Prager (MDE): In Maryland, there is a cncern abut duble cunting because we have identified septic system users. I wuld want t knw the methd fr determining individual septic systems. Span: Des the Bay Prgram see an issue with using the shapefiles? It wuld seem they wuld have ability t verify that thse kind f prblems dn t ccur. Jeff Sweeney (EPA): Maryland is different because they reprt based n the number f systems they have. I am nt that cncerned abut Maryland. I dn t knw hw this wuld wrk in ther jurisdictins because they aren t reprting ther systems. S the assumptin is that smehw the systems are captured already in the methd we re using t determine the septic lad, and yu want t pull ut these large systems by telling us hw many peple are served r by giving us the lcatin? Redwine: Yes, that is the gal. We are trying t remve the prtin f ppulatin served by large systems frm the estimated nsite septic lad because we have mnitred data. Derrick Caruthers (DE DNREC): We track all f ur large systems and sample quarterly fr effluent cncentratins and knw the service area fr all large systems.

2 Dave Schepens (DNREC): Currently we are nt reprting that infrmatin because we were under the impressin that all systems were treated equally in the Phase Mdel. In Phase 6 because large systems are treated t a higher degree and mnitred, we thught we may be able t take sme credit fr that. Sweeney: The questin is whether we subtract the mnitred lad fr large systems frm ur estimate r add it in. Hw big is this lad? Schepens: We are in supprt f the additin f large mnitred systems t the Phase 6 mdel, because we are just trying t get an accurate accunting f the large systems versus a small system. Sweeney: S states wuld need t prvide the annual lad frm systems, where they are lcated, r and the number f peple served by the system. We wuld need that data fr Hw lng have these systems been ut there? Schepens: Sme are very ld, maybe back t The lder systems were mre fr cmmercial uses. We shuld have mst f that data fr the large systems back in time. Sweeney: We wuld need all f this data by June 20 th s we can take a lk at it and see hw it fits in. Wuld states be able t get that t us by then? Schepens: I can t guarantee that. We have a database that tracks everything but we are trying t update it. Sweeney: Culd Virginia get it t us by June 20 th? Redwine: That is ur gal. Sweeney: Yu just need t get what yu have available fr that 30 year perid. It is nt an easy thing t wrk int ur database, s the earlier yu can prvide the data, the better. I wuld suggest ging t the WTWG next with this prpsal. It wuld be written int the implementatin grants t make sure we get the data each year. Span: I think that all makes sense. Sweeney: Ppulatins served by the systems is actually easier fr us t incrprate than shapefiles. We can use the shapefiles, but ppulatin served wuld be a lt easier. Marya Levelev (MDE): Let s say a large system fr Maryland is included in the planned sewer area. Peter already accunts fr the ppulatin served. I thught if it was in the service area it was cnsidered t be served by a Wastewater Treatment Plant. D we need t check with him anyways? Sweeney: Yu are right. What we are saying is that these large systems have been captured in the septic lad utside the sewer service areas Peter specifies, and s the idea is we wuld take these lads ut f the septic ppulatin. Levelev: But what if the schl is in the sewer area, but served by a large system? Sweeney: It wuldn t include areas where there are large treatment systems. T me, it is whether we add r subtract it t the accunting. We are trying t accmmdate what states d have, and that is data n these large systems. Levelev: Dn t we permit these large systems? We have prbably prvided this data t Ning. Sweeney: If it is permitted and tracked thrugh nrmal nn-significant reprting, that is different. Levelev: I just wuldn t want t see adding additinal septic lad. Ning Zhu (VT): It isn t adding, it is separating it ut. Sweeney: This desn t really apply t Maryland because f hw yu currently reprt yur systems. Just keep reprting the way yu always d. Yu seem t have a gd recrd f what that lad is. Zhu: Fr reprting frequency, I wuld like t add a little mre language. It is different than mnitring frequency, because we want t make sure the annual average is nt just a ne-time sample event. Delaware said they have quarterly mnitring, which is better than just ne time.

3 Als, n aviding duble cunting, we have determined that fr cmmercial systems we dn t have t cut ff the ppulatin. When I discussed this with the expert panel, the baseline lad we use fr nsite systems is based n a regular residency situatin, which accunts fr the fact that peple are ften nt at hme. S fr cmmercial systems, we dn t have t apply an adjustment factr because the lad isn t currently accunted fr, but fr residential we still need the ppulatin number t subtract ut the current estimate. Span: Befre this is transmitted, has it been vetted by CBPO staff enugh t send it t the Watershed Technical Wrkgrup? Sweeney: I think s, yes. We need t add sme details t the dcument, t address the questins the Watershed Technical Wrkgrup wuld need t knw. Span: I ask that befre we transmit it, that we update it and apprve it via . Bislids Task Frce Recmmendatins Karl Berger, MWCOG Karl shared a summary f the final recmmendatins f the Bislids Ad Hc Task Frce with WWTWG members. The WWTWG will be asked t apprve the recmmendatins during the June cnference call. Berger: We hpe t prduce a brief reprt dcumenting ur recmmendatins. We hpe t have that t the WWTWG by the end f May, nce the Task Frce has had a chance t review and sign ff n it. The reprt will utline the definitin f bislids fr the Phase 6 Mdel, a series f decisin rules fr hw t fill data gaps, a crp applicatin scheme, and a recmmendatin that the Bay Prgram lk further int phsphrus fate and transprt in bislids separately frm manure. The Task Frce wuld like t recnvene in September t lk at the utcme f the calibratin that uses these recmmendatins. Wastewater Quality Assurance Plans Ning Zhu, VT Ning prvided an update n the status f the wastewater QA plans reprted t the Chesapeake Bay Prgram. N questins r cmments were raised. New Surce Data Cllectin and Cleanup Update Ning Zhu, VT Jurisdictins were asked t prvide updates n their data cllectin plan and effrts fr the new surces, such as spray irrigatin, rapid infiltratin and large nsite systems. Redwine: Virginia will nt be reprting rapid infiltratin. Span: We have sme infrmatin frm sme f the MWCOG wastewater treatment plants, but we will fllw up with Ning. Wastewater Treatment Technlgy STAC Wrkshp Tanya Span, Chair

4 Tanya led a discussin f ptential ptins fr the Wastewater Treatment Wrkgrup t spnsr a wrkshp n new develpments in wastewater treatment technlgies. Span: I am nt necessarily tied t the idea f it being a STAC wrkshp, but there have been a number f advances in wastewater treatment technlgy and I think it is time t pull tgether anther event t discuss thse advances. Are there any particular technlgies we want t address, and is anyne interested in wrking with me t pursue what this wrkshp might lk like? Zhu: The limit f technlgy definitin culd be revisited and I think that this culd be a gd pprtunity. Fr mdeling purpses, that is a reference pint and it wuld be gd t have it updated. Span: I am gathering a list f peple t be invlved in the cnversatin, s please feel free t cntact me if yu are interested. There may be a tw tiered way f lking abut it. First culd be a discussin t lk at the current state f the technlgy, and a secnd part culd have case studies and technical presentatins. Where we are, then what the future hlds. Bat Pumput Panel Charge and Membership Ning Zhu, VT WWTWG members were asked t review the charge and scpe f the Bat Pumput BMP expert panel. Span: An was distributed n April 27 th with the draft charge and membership fr the panel. I saw a few cncerns were raised by Nrm Gulet (NVRC), but the respnse addressed thse cncerns. Wh has been added t the membership since we last lked at this? ACTION: David Wd will re-send the with the Bat Pump-Out Panel draft charge and membership t the WWTWG and summarize the changes t each since the panel was first prpsed. Span: We can wait and ask fr apprval in June, d an ffline review and apprval, r if n ne has majr issues at this pint, we can grant a cnditinal apprval barring any changes by the clse f the cmment perid n May 13 th.
