1 Job Description and Person Specification Job title: Directorate: Service: Team: Homelessness Reduction Coordinator Development and Planning Housing Post number: Salary grade: Work location: Reports to: Supervises: Job Purpose Strategy Development and Review Grade I Market Street Strategy Development and Review Manager Not applicable To lead and manage the Council Rough Sleeper Initiative (RSI) Project aimed at tackling rough sleeping through delivering individual rough sleeping projects. To set up the projects to include: Housing First project appointing support workers, supervising and monitoring their work as well as outcomes for the clients. To include liaising with Sovereign to identify suitable properties and arrange for handover and occupancy. To appoint a dual diagnosis worker and monitor outcomes and progress. To set up and monitor the other projects such as additional Outreach worker, move on and make it happen funds to include the setting up of bidding criteria and procedures, assessment procedures and award grants in accordance with the criteria and arranging prompt payment in accordance with Council policies. To manage the Rough Sleeping Initiative and related budgets. To lead on the work with the Council s partners to ensure projects are initiated and delivered in accordance with the Council s housing and homelessness strategies. To lead on the setting up of monitoring reports and report back to the Ministry of Housing, Communities and Local Government (MHCLG). To lead on the submission of future bids to the MHCLG and ad hoc projects relating to rough sleeping and homelessness intervention. To include any related projects that arise throughout the year when required and beyond the RSI project.
2 Structure Chart Main Duties and Responsibilities Reporting to the Housing Service Manager and Strategy Development and Review Manager by leading and developing the setting up of the projects included in the Rough Sleeper Initiative bid for 2018/19 and 2019/20. This includes commissioning projects, and setting up of procedures and processes for project monitoring, criteria for the allocation of grant funding, awarding grants and feedback to managers and the MHCLG to achieve successful outcomes. Lead on allocated projects and feed into associated work as required ensuring they are delivered in line with performance expectations. To include working with Two Saints and to deliver the commissioning of projects with their involvement and the SWP emergency winter cover. To lead on the delivery of day time activities for rough sleepers, working with voluntary agencies and Two Saints on mobilization and delivery with the aim of reducing rough sleeping. Set, collect, analyse and report on performance information and other data, to inform overall strategy, outcomes and specifications to include Government returns. This includes data on rough sleeping, successful preventions, successful outcomes and allocation of grant funding i.e. Make it Happen and Move on funds to ensure that rough sleeping is prevented. To be responsible for preparing reports, briefs and make recommendations on project performance or for internal and external use and attend meetings to present the results. To be responsible for preparing spend to save reports and recommendations in order that future funding of the projects can be secured beyond 2020 and present findings to
3 Main Duties and Responsibilities appropriate funding bodies to ensure long term continuance of projects. To lead on project management tasks, and maintaining project management documentation including project plans and risk registers. Be the main point of contact with internal and external stakeholders for issues relating to the Rough Sleeping Initiative Project. To include the local voluntary agencies and to negotiate the best outcomes for rough sleepers with the aim of preventing rough sleeping. Attend partnership working groups such as the Homelessness Strategy Forum and external meetings to ensure the projects are being delivered and contribute to the delivery of the Homelessness and Housing Strategies. Be responsible for liaising with the Council s press office to ensure good media coverage and address queries as they arise. Be responsible for the Rough Sleeping Initiative budgets related to the project and ensure payments are made appropriately in accordance with Council policy. Develop and promote good practice initiatives with partners to find lasting routes out of rough sleeping. Identify, prepare and submit bids as bid opportunities arise including beyond the 2019/20 period to ensure rough sleeping remains low. To be the main point of contact in the Council for the Rough Sleeper Initiative Project for officers and Councillors to ensure a consistent message and keep them up to date with progress. Promote equality as an integral part of the role, treating everyone with fairness and dignity. Comply with WBC health and safety policies, procedures and rules, taking reasonable care of self and others. Adhere to the standards set out in the WBC competency framework. Scope (impact on/control of resources, people, money etc) Management of Rough Sleeper Initiative budget ( 211,000 in 2018/19 and possibly double in 2019/2020 and potential other budgets associated with preventing homelessness. 4 ducated to Degree level standard or able to demonstrate equivalent intellectual ability Project Management Qualification or experience of working with project management procedures. xperience xperience or knowledge of the delivery of services to rough sleepers or other vulnerable groups. xperience of leading and managing complex projects xperience of researching, writing policies, procedures and reports, consulting with a range of stakeholders and managing implementation xperience of working in partnership with a range of internal and external partners as well as the voluntary sector. xperience of managing budgets xperience of presenting information and answering queries to a wide range of audiences xperience of influencing and negotiating with successful outcomes Knowledge and understanding Knowledge and understanding of the homelessness legislation, in particular Part VII of the Housing Act 1996 (as amended by the Homelessness Reduction Act 2017 Knowledge and understanding of the interface between rough sleeping, homelessness, housing needs and related disciplines including health and wellbeing, criminal justice and skills & work Knowledge of project management processes and the ability to use project management procedures within organisations, to deliver against objectives and monitor effectively. Knowledge and understanding of partnership working and complexities of working with multiple and voluntary agencies. Skills and abilities Ability to work in partnership with a range of partners and providers to deliver projects successful.
