Chelmsford City is at the heart of Essex and is a generally prosperous area with skills levels above the national and local average and higher than average earnings. Chelmsford has a number of notable developments already underway, including retail and leisure facilities close to the high street anchored by the first John Lewis store in Essex, mixed use developments at City Park West, the Essex Cricket Ground and Marconi Evolution in the City centre. Additionally new homes are being built in North East Chelmsford at Channels and Beaulieu, accompanied by new schools and commercial space for both a neighbourhood centre and a 50,000 square metre Business Park and possible hotel. A new railway station and associated track improvements are also planned in north east Chelmsford. Several other sites in and around Chelmsford will provide both homes and commercial opportunities. While the level of qualification that the working age population possess has in seen a decrease in the percentage of people with NVQ level 4+ and NVQ level 3+ since last year s evidence base.
