Salary: 30,000 plus 1% pension contribution rising to 3% by April 2019 Hours: Reporting To: Purpose of job: 37.5 hours Strategic Contract Manager The purpose of the role is to manage the internal planning, implementation, delivery, monitoring and ongoing improvement of OneLife Suffolk Stop Smoking Service. Responsible for the management of the stop smoking team and to enable and support contract delivery with commissioners Key Relationships: Strategic Contract Manager, Clinical Lead for Smoking Services, Commissioners, MoreLife Programme Managers and wider OneLife Suffolk team Background information: MoreLife deliver integrated healthy lifestyle services as OneLife in Suffolk including smoking cessation and harm reduction programmes. Job purpose: The Stop Smoking Manager is directly responsible and accountable for the effective delivery of a stop smoking services across Suffolk, ensuring the service meets or exceeds commissioner performance expectations, are delivered within agreed budget and to high quality standards.
2 The Stop Smoking Manager will work closely and flexibly with the OneLife Strategic Contract Manager and Clinical Lead for Smoking Services: 1. Provide leadership and direct line management for the OneLife Suffolk stop smoking team 2. Target setting, review and evaluation of individual performance 3. Ensure a high-quality service is delivered according to the terms of the contract to achieve the KPIs 4. Ensure tailored, structured, evidence based clinical support services are available to smokers 5. Provide a service that adheres to local and national guidelines 6. Manage a service for smokers both wishing to make an abrupt quit and those who want a tailored harm reduction approach 7. Work towards addressing health inequalities through proportionate universalism 8. Support an effective HR strategy. This includes the recruitment, management, training of direct reporting staff according to OneLife s vision, procedures, policy and employment law 9. Deliver effective governance systems including information governance, safeguarding and health and safety 10. Ensure regular and effective reporting of business performance and relational commissioning 11. To ensure direct supply stock control of nicotine replacement therapy The Stop Smoking Manager will have an excellent understanding of the wider determinants of health and be familiar with the local community and the key issues affecting health locally. The post holder will also need to be aware of and committed to the vision, policies and practices of the organisation. Key responsibilities: The role will require that systems are in place to ensure sufficient individuals are referred to the service and that the stop smoking service is delivered to a high standard to achieve positive outcomes for the individuals involved, in a cost effective manner.
3 Performance Management Regularly monitor and evaluate the KPIs and the overall success of the stop smoking service/individual practitioners Evaluate the success and quality of the service and provide feedback to key individuals in the central team Attend review meetings with the commissioner on a regular basis and ensure there is regular communication between the meetings Negotiate and agree KPI s with the commissioner Ensure the structure is in place to deliver KPI s Generate agreed reporting of service KPI s required by the commissioner and produce management and financial reports on request Manage the team Ensure the highest standards of service delivery through effective team management, monitoring of outcomes and quality improvement processes Ensure the right people are assigned the responsibilities to deliver the contract Liaise directly with the Clinical Lead for Smoking Services to ensure effective delivery of the service Marketing and Stakeholder engagement Ensure regular engagement with key partners who will be regularly involved and contribute to the on-going success of the service Liaise with the central team to ensure the appropriate marketing tactics are executed at a local level to increase numbers of people referred to the service Liaise with the central team to contribute to enhancements in the website Contribute to the content of the blog and social media channels

5 Employee specification 1. Educated to degree level with a relevant post graduate qualification or equivalent experience 2. Experience in both operational and line management 3. Demonstrative experience of developing and managing external stakeholder relationships. 4. High level of personal organisation and time management skills. 5. Advanced knowledge of Stop Smoking and tobacco control policies 6. Experience in planning, implementation, monitoring and review of records for service delivery and continued service development 7. Experience of working in partnership with a range of organisations particularly those in the public sector 8. Evidence of ability to work innovatively in operations management to improve effectiveness and efficiency 9. Significant experience in at least three of the following and a knowledge of the remainder: provision of public services, health promotion, behaviour modification programmes, quality control, stakeholder engagement activities, research and evaluation, and project management 10. Excellent interpersonal and communication skills with particular emphasis on report writing and presentation skills 11. Excellent Information Technology skills with the ability to rapidly acquire new skills 12. Ability to use own initiative and work flexibly as part of a team to tight deadlines. In addition, an adaptable and flexible approach to work, including the ability to work evenings and weekends when required 13. Ability to present a professional image with internal and external stakeholders
