10 Lessons learnt so far: The planning of June 2012 has been too tight, hence relaxed Many documents have been used from the IAEA, however they need adaption for the Vietnamese situation Creation of documents remains a responsibility for VARANS and not RISKAUDIT, however RISKAUDIT could assist with providing the table of content for the documents VARANS relies on Russian and Japanese standards, implying additional workload VARANS has to make a selection of computer codes INSC, RCF Jan
11 Lessons learnt so far (continued): VARANS communicates very well in English The time period to establish a good regulatory authority is often underestimated by countries embarking on nuclear Good collaboration between VARANS and RISKAUDIT INSC, RCF Jan
12 Contract issues: Current contract VN3.01/09 is established by negotiated procedure, next contract might be either by negotiated procedure or by open tendering procedure Vietnam is also benefitting from MC3.01/11, Training and Tutoring Next contract (VN3.01/13) will be from the 2013 budget, note that Commission decision and the preparation of Financial Agreement procedure should run parallel.
