1 ANNUAL REPORT ON THE HOUSE OF COMMONS POLICY ON PREVENTING AND ADDRESSING HARASSMENT

2 Intrductin The Huse f Cmmns Plicy n Preventing and Addressing Harassment was adpted by the Bard f Internal Ecnmy n December 9, This plicy applies t: all Members f Parliament as emplyers, including Huse Officers whse emplyees salaries are paid ut f the Huse Officer s budget set by the Bard in accrdance with sectin 16 f the Gvernance and Administratin By-law; staff emplyed by Members, Huse Officers, Research Offices; and interns and vlunteers (paid r unpaid). The plicy builds upn the framewrk previusly implemented by the Bard, namely access t Finding Slutins Tgether, a cnfidential prgram fr infrmal cnflict management reslutin, as well as t a Harassment Preventin Prgram that fcuses n increasing awareness and practively preventing ptential harassment in its earliest stages. The plicy addresses preventin, prcesses fr filing infrmal and frmal cmplaints, investigating and reprting, appeals, and cmmunicating findings. Enquiries and cmplaints will nt always result in frmal harassment investigatins as they may be reslved thrugh ne f the ptins utlined in the plicy, such as mediatin. This plicy applies t Members as emplyers and des nt cver situatins between Members. The reprt cvers the fiscal year. Enquiries/Cmplaints The cases utlined in this reprt are categrized as enquiries r cmplaints (frmal and infrmal) and were handled thrugh the Office f the Chief Human Resurces Officer, either by the Chief Human Resurces Officer (CHRO) himself r by the Manager f the Respectful Wrkplace Prgram, wh reprts directly t the CHRO. Enquiries may invlve a request fr infrmatin regarding the ptins available under the plicy r therwise, and in certain situatins the persn making the enquiry may be referred t a mre apprpriate channel t reslve the issue. During the perid cvered by this reprt, a ttal f 35 cases were prcessed. Of these cases, 28 were enquiries nly; f the remaining 7, 3 were frmally investigated, 2 were reslved utside the plicy and 2 were deemed nt receivable as the cmplaints did nt meet the plicy s definitin f harassment. 3 During the reprting perid, Members called n ur services t btain preventive advice fr situatins invlving themselves r their staff. A new categry, called Preventin, was therefre added t the reprt. Training/Awareness The Office f the Chief Human Resurces Officer cntinued t wrk with Whips ffices t ensure that Members and staff are made aware f their rights and respnsibilities under the plicy. A bilingual nline training sessin n the Plicy intended fr Members and staff cntinues t be ffered. The training sessin can be accessed using the fllwing link: This nline training sessin allws the Huse f Cmmns t deliver just-in-time training t targeted grups anywhere in Canada, including in Ottawa and in cnstituency ffices. This mdel als eliminates travel csts fr participants and instructrs. Thse wh participate in the nline training sessin can vluntarily declare their status (Member, Member s emplyee Ottawa ffice, Member s emplyee cnstituency ffice, etc.). As f March 31, 2018, ver 687 individuals had cmpleted the nline training sessin. Furthermre, Human Resurces Service (HRS) develped, with an external service prvider, a three-hur in-class sessin n harassment preventin fr Members f Parliament called Strengthening a Culture f Respect Frm Awareness t Actin. Sessins started in late February As f March 31, 2018, 12 sessins were ffered fr apprximately 153 Members f Parliament. It is expected that all Members will have attended this sessin befre the summer break. HRS is currently designing a sessin intended fr Members staff, t be ffered in the fall. At the request f sme Members and a Research Office, persnalized training sessins were ffered t their respective staff. In light f the psitive feedback received, this service will be expanded in Finally, a sectin n harassment awareness is prminently displayed n IntraParl, and Surce.
