Summary of Function Coordinates, prepares, administers, analyzes, and evaluates competitive processes for the purpose of securing goods and/or services, while maintaining compliance with Service expenditure procedures and By-law 147/148. Facilitates the RFP evaluation committee meeting(s) to ensure a fair and transparent process is followed to alleviate any complaints or challenges from unsuccessful proponents. Duties and Responsibilities Subject matter expert and primary point of contact for all shared services and cooperative purchasing agreements across all government jurisdictions.

2 Maintains direct responsibility and accountability for coordinating, consolidating, developing, and monitoring procurement activities for various goods and services in order to alleviate any potential litigation, pricing, and delivery risk to the Service while ensuring maximum cost effectiveness and efficiencies using the highest standard of business ethics, best practices, and professionalism in all procurement relationships. Provides team leadership through motivating, coaching, oversight, and guidance and assigns tasks if and when required to Purchasing Services staff. Assists manager with yearly performance evaluations for the Buyer and Assistant Buyer positions. Participates, leads, and represents the group to identify opportunities to leverage multiple agency spends (e.g., Shared Services with the City of Toronto) to obtain best value and efficiency through focusing on cross-jurisdiction and shared services buying arrangements. Coordinates, prepares, administers, analyzes, and evaluates competitive processes (i.e. informal, semi-formal, and formal Request for Quotation; Request for Service; Request for Proposal; Request for Tender) for the purpose of securing goods and/or services, while maintaining compliance with Service expenditure procedures and Bylaw 147/148. Identifies and assesses financial and/or legal risks associated with procurement in order to minimize/mitigate the Service s exposure to procurement litigation. Negotiates and mediates contract disputes and vendor performance issues with suppliers. Facilitates the RFP evaluation committee meeting(s) to ensure a fair and transparent process is followed to alleviate any complaints or challenges from unsuccessful proponents (i.e. train and guide committee members on the evaluation process and rating matrix, treat all submissions equally, include back-up documentation to support the recommendation). Maintains comprehensive notes pertaining to selection discussion and final decision to support any Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) request. Analyzes and recommends best practices/processes in the industry, and appropriate procurement actions to continuously update and modify purchasing procedures.

3 Promotes and improves internal relations by participating in various staff meetings, workshops, etc. to foster good customer service relations and resolve any outstanding issues internal customers may have. Acts as lead representative to liaise with suppliers to maintain awareness of competitively priced products, new initiatives, and trends in the industry. Monitors and provides risk management for all purchasing processes to alleviate potential legal issues to the Service (i.e. insurance, bonding, terms and conditions). Performs all other duties, functions and assignments inherent to the position. Key Qualifications Must not have been convicted of a criminal offence for which a pardon has not been obtained. If a pardon was obtained, proof of pardon must be provided. If a conditional or absolute discharge has been received, proof that the RCMP has sealed the records must be provided. Diploma in business administration or purchasing/supply chain management. Completion of a professional purchasing designation, either Certified Professional Public Buyer (CPPB) or Supply Chain Management Professional (SCMP) is required. Minimum five years progressive experience leading varied sourcing activities and managing vendor relationships preferably attained from working in the public sector. Solid knowledge of the principles, practices, and procedures of public procurement and contract administration; expertise in innovative sourcing. Sound research, analytical, problem-solving, and negotiating strategies. Demonstrated ability to manage conflicts internally and with suppliers. Proven multi-tasking skills with an ability to handle multiple projects and rapidly changing priorities while maintaining effective working relationships with all Service staff. Advanced verbal, written communications, presentation, and facilitation skills.

4 Proficient in Microsoft Office, e-tendering systems, webinar tools, etc. Experience with computerized purchasing, eprocurement, and financial systems (SAP preferred). Demonstrated understanding of legal contract concepts, efficient administration, and automation of contract processes; knowledgeable in tracking, processing, and analyzing information.
