Background Information Lao PDR In October 2017, UNOPS established its new country o ce in Vientiane, the capital of Lao PDR. The Project portfolio of UNOPS in Lao PDR traces back to 2007 and it includes Small Grants Programme supported by the Global Environment Fund, the Regional Artemisinin Initiative (RAI) implemented jointly with the Global Fund to ght AIDS, Tuberculosis and Malaria (GFATM), SUN Support to Civil Society Alliance Laos, funded by Multi Partners Trust Fund and development programs in cooperation with the Swiss Development Agency (SDC) and the Swiss State Secretariat for Economic A airs (SECO). The UNOPS Lao PDR O ce is part of the UNOPS Cambodia Operational Hub (KHOH), which provides oversight, support and services to UNOPS operations in the country o ces. UNOPS Lao PDR is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio comprised of projects and programs in the infrastructure, governance, procurement, justice, environment and agricultural sector and subsequently is looking for quali ed and committed experts. Background Information - Job-speci c The Country O ce is in charge of coordinating all UNOPS activities in the country and works closely with the Lao Government, Ministries, and Development Partners. The Engineer has a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of di erent national and cultural backgrounds. Functional Responsibilities Under overall supervision of the UNOPS Lao PDR Country Coordinator, and direct supervision of the Project Manager, the incumbent will be responsible for the following duties and deliver the required outputs as detailed below: Provide technical support to the country portfolio with speci c focus on infrastructure/engineering aspects, Support the Formulation and revision of technical project documents/designs, Support to supervise selected contractors, through: regular visits to the construction site; time and quality control of the works and assessment compliance with the standards of sustainable infrastructure; Support to manage contractors and contract execution to ensure delivery is to the scope, budget and time and in compliance with the technical documentation,

3 Support the supervisor in planning and coordinating construction activities, Contribute to development, implementation, monitoring and updating of construction/renovation plans in order to ensure delivery is to the scope budget and time, Take timely action to prevent potential delays and/or cost overruns that can be avoided, Supervise construction works and administer works execution as per the contractual provisions and the design speci cations, Verify that works are consistent with the project technical speci cations and inform promptly of eventual deviations, De ne the scope of works, develop and prepare designs and technical speci cations for the construction, Report to the Project Manager on a regular basis, Supervise the project implementation and construction works for quality, progress, compliance with the regulatory approval conditions, and meeting the design speci cations and standards, conduct regular assessments and evaluations of contractor performance and resources, Support the Country Coordinator in business development in the infrastructure sector, Provide support to AR O ces as requested, Performs any other related duties as may be assigned. University Degree (bachelor s degree / rst level) with a combination of 2 additional years of relevant professional experience in Civil Engineering, Architecture or other relevant discipline, may be accepted in lieu of the advance university degree. 5 Experience in supervision of civil engineering construction activities is required with special focus on vertical structures but also road and highway infrastructure is desirable. Experience in developing design drawings, speci cations and bill of quantities is required, Su cient experience in supervising on-site construction activities, supervision of contractors and QA/QC is required. Pro ciency with computers in particular MS Word, MS Excel, AutoCAD, MS Outlook, internet, and other programming packages desirable, Experience in the UN system organizations is an asset, Experience working for UNOPS is an asset. Ability to travel within Lao PDR is required. Note: the minimum requirement of LICA 8 position is Master Degree + 0 year or Bachelor Degree + 2 years relevant experience. Languages Fluency in both written and spoken English is required.
