1 Maternal Child Health & Nutrition Technical Advisor Location: [Africa] [Zambia] Town/City: Lusaka Category: Health Job Type: Fixed term, Full-time MATERNAL CHILD HEALTH & NUTRITION (MCH&N) TECHNICAL ADVISOR PURPOSE: Provide overall MATERNAL CHILD HEALTH & NUTRITION(MCH&N) technical leadership for the National Office through leading National Office health Technical Approach and Technical Programme development; ensuring alignment with regional and global Health and Nutrition (HN) strategies to include Advocacy, M&E and integration with other sectors and functional areas. Provide guidance to field staff for quality MCH&N programming implementation. Determine National Office MCH&N capacity gaps and develop capacity building plan with regional assistance. Seek opportunities for MCH&N implementation research, and communicates learning from programming. Maps donors and understands their technical expectations, prepositions the National Office for grants bids and leads the design and development of proposals. Maintains situation awareness of potential public health emergencies and ensures readiness for sector response. MAJOR RESPONSIBILITIES Technical Leadership Contribute to overall National Office (NO) strategy; ensure health priorities reflected in national strategy. Develop MCH&N technical approaches and Technical Programmes, ensuring alignment with NO strategy and regional and global health priorities and cross-sectorial consideration. Develop MCH&N technical guidancealigned with technical approach.

2 Develop systems and processesto support programs to have common health approaches. Ensure ongoing improvementsto health Technical Approach(TA)/Technical Programme(TP) design to ensure it remains relevant to context, incorporates innovation, by receiving and analyzing field-level information. Remain up to datewith public health and nutrition research, policy, guidance and initiatives and ensure dissemination to sub-national staff. Ensure projects are alignedwith NO and regional strategy, and MCH&N Technical Approach. Develop and/or contextualize models, methodologies and tools for health programming implementation. Provide leadership, support and technical guidanceto field staff in implementation of health programming. Conduct field visits to ensure health staff are adequately informed, trained and provided with necessary work tools. May divide this responsibility with sub-national staff. Capacity Development Assessment of National Office MCH&N staff capacities/competencies. Communicate capacity building needs to regional MNCH staff, develop sector staff capacity building plans with People and Culture Department. Participate in selection of SMEs to assist with capacity needs. Facilitate capacity building of staff on health technical modules, public health topics, through trainings, workshops, technical backstopping etc. May conduct trainings at ToT level in select MCH&N project models.

3 Learning and Evidence Base Development, Dissemination and Knowledge Management Identify and implement opportunities for research to enhance learning and build the evidence base/generate evidence, ideally with academic partners. Spearhead research, documentation and reflection exercises for learning. Collect, document and disseminate field best practices, case studies and success stories. Develop conference abstractsand/or publications based on learning and best practice. Resource Mobilization Preposition the National Office for grants in technical sector, working with national Grant Acquisition and Management (GAM) team. Mapping of donors; understand donor expectations, technical priorities, key strategic approaches. Track multilateral, bilateral and local fundingprograms to access resources. Map potential partnerswith strengths that would be complementary to WV in filling gaps in a grant opportunity. Prepare detailed health or sub-sector capability statement at National Office level. Together with GAM, track specific opportunities and make appropriate partnering arrangements. Join in go/no-go decision. Lead on grant proposalsas coordinator of writing team, or grant design, design workshop, interview panels for key personnel. Concept papersand proposals for fund raising, marketing with SOs.

4 Quality Assurance Receive and review MCH&N reports. May at times need to assist field staff to write these reports High qualitymonitoring, supervision and evaluation of health programsto ensure quality implementation. Includes technical backstopping, reflection, lessons learned events, etc., to ensure programming on track Ensure ADP designs aligned to TA/TP, ensure implementation meets minimum standards. Liaise with other organizations to collaborate in standard setting. Participate with DME teamin designing, redesigning and elaborating log frames for MCH&N programming. May be handled by sub-national staff with review by NO health manager. Ensure standardization of MCH&N indicatorsand project models across projects. Links with national HMIS(health management information systems). MCH&N Advocacy Incorporate local-to-national MCH&Nadvocacyand campaigning in MCH&N Technical Approach and programming, with assistance of advocacy specialist staff. Accompanyadvocacy and Senior Leadership Team (SLT) members to meetings with health departments. Provide technical input into policy briefings/ensure quality of advocacy product content. Understand and include advocacystaffin health TAs and TP. Obtain evidencefrom health programs and data from Citizens Voice and Action( CVA)to inform policy at sub-national and national level and to be used in government relations. Engage where appropriate in advocacy-related coalitions.

5 Be part of MCH&N cross-functional team. Ensure CVAfor health is scaled upto critical. Networking, Partnering, and External Representation RepresentWV at external workshops, technical forums, etc, engaging with MoH, donors and other health partners. Ensure WV prominent actor at all levels; networking. With MoH, contribute to national strategy or national plans (e.g. the CHW plan, the malaria strategy, the HIV strategy) Partnershipagreements with government institutions, NGOs and international bodies. Develop strategic partnerships with private sectorwith guidance of partnership and innovation team at Global Center. More intentional engagements with private sector/corporates. Compile updated fact sheetson health programming to support the partnering specialists. Disaster Preparedness Maintain situational awarenessof actual and potential hazards before, during and after a disaster or public health emergency. Understand the early warningand response mechanisms at regional/national level and local government engagement. Collaborate cross-sectorallyin emergency preparedness and disaster response. Provide technical input into emergencyresponse work, if necessary. Guide community hazard vulnerability analysisin area of health and nutrition. Solve problemsunder emergency conditions.

6 Management Manage one or more national Regional MCH&N staff. Participate in recruitment and hiring Regional MCH&N technical staff, together with People and Culture ( P&C) department. EDUCATION/KNOWLEDGE/EXPERIENCE Master Degree in Public Health, Nutrition or related field; in most situations a doctoral degree preferred. A deep knowledge of the health and nutrition issues that affect the country, with significant MCH&N experience in the country. Database management, statistical skills and ability to critically evaluate health data. Excellent interpersonal skill, organizational, time management, demonstrated leadership and good management ability. 5+ years of experience in public health programs with a focus on any of the following; Maternal Child Health, Reproductive Health, Nutrition or Nursing with Midwifery, Health Systems Strengthening, Health Promotion or Community Health. Proven experience in managing community health and nutrition projects. Experience leading and managing a professional technical team. Competency in project management, budgeting, staff training/capacity building, supervision, monitoring and evaluation.
