1 Cash Assistance Specialist Location: [Africa] [Mozambique] Town/City: Maputo City Category: Administration/Corporate Services PURPOSE OF POSITION: The Cash Assistance Specialist is responsible for the operational and technical aspects related to the design, planning and implementation of the cash assistance component of the project to be delivered using Mobile Money and Cash in Transit through Group 4 Security Company. The overall objective of the project is to reduce the food insecurity levels of vulnerable IPC 3 households from at most risk populations in Zambezia, Tete, Gaza, Sofala and Inhambane Provinces by June This will be achieved by ensuring that at least 60% of macronutrient energy requirements of most vulnerable IPC 3 households during the 2017/18 lean season are met with dignity through the following outputs: Vulnerable IPC 3 households have increased choices to meet their food needs through stimulation of a competitive market environment. Complaints of vulnerable IPC 3 households are addressed through a responsive bi-directional accountability and feedback mechanism. Participation of all key stakeholders throughout project implementation is proactively ensured. A system for the effective implementation of the cash transfer mechanism is in place. KEY RESPONSIBILITIES: Technical Support: Work with all four payment agencies i.e. Standard Bank, Vodacom (M-PESA), Movitel (E-MOLA) and Group 4

2 Security (G4S) to ensure the setup of all hardware and software infrastructure requirements to effectively roll out the cash transfer targeting the 27,556 households at scale. Work with the Community Mobilizers to ensure that all the 27,556 beneficiary households have all the required documentation in keeping with Know Your Customer (KYC) Regulations. Work with all four payment agencies to ensure that the 27,556 beneficiary households receive the necessary orientation and training in financial literacy and numeracy. Work with all four payment agencies to ensure that the available Mobile Money Agents receive the necessary orientation and training for effective delivery of the cash. Work with the Mobile Network Operators (MNOs) i.e. Vodacom and Movitel to ensure that the 13,778 earmarked for the Mobile Money component receive their mobile phones and SIM cards on time. Work with the Community Mobilizers and the Last Mile Mobile Solutions (LMMS) Coordinator to ensure the 27,556 beneficiary households are registered properly in the LMMS system. Work with MNOs to ensure that the 13,778 mobile phones are properly configured with all the necessary menu items translated in relevant vernacular languages. Setup a system for troubleshooting problems and provide ongoing technical backstopping to the Community Mobilizers. Ensure that the $42 monthly cash transfer is disbursed on time and in the right amounts to all the 27,556 beneficiary households from January to April Work with Mobile Money Agents to ensure they have constant liquidity. Build the capacity of Mobile Money Agents as and when required. Ensure adequate security is available for the Cash in Transit option. Work with the Projects Administrative and Logistical Officer to ensure that all necessary logistical arrangements for the Cash in Transit option are met. Provide ongoing mentoring and coaching to the Community Mobilizers. Work with the Community Mobilizers and the DME team to support ongoing price monitoring. Accountability, Learning, Monitoring & Evaluation:

3 Work closely with the project, National Office (NO), Regional and Food Program Management Group (FPMG) based teams to publish relevant lessons learnt and/or case studies regarding CTP within the Mozambique context. Facilitate the setup of monitoring systems for the cash transfer component (post distribution monitoring, onsite/agents monitoring, market monitoring, etc.) as required and oversee/lead data collection, analysis, and reporting as per donor's and FPMG requirements in coordination with other DME functions of WV Mozambique. Collaborate with the Programs team and the Monitoring and Evaluation team to conduct relevant assessments to CTP for further expansion from time to time. Support all efforts towards accountability, specifically to beneficiaries and in keeping with international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, evaluation and implementation of the cash transfer project. Review and ensure reports related to funds distributed to beneficiaries with proper disaggregation (adult male/ female, boys and girls) are produced on time for submission and tally with the reports produced by the DME staff. Partnership and Collaboration: Facilitate close communication and collaboration with West AFrica Region (WAR) Grants Acquisition Management (GAM) Resource Development Unit (RDU), Support Offices (SOs) and FPMG as needed. Network with financial service providers (FSP) participate in the selection process, regular meeting to address issues, tracking payments and reports, etc. necessary for successful CTP implementation. Build and manage collaborative partnerships with Cash Transfers Working Group partners through regular communication, meetings, training, etc. for successful implementation of the cash transfer project within WV Mozambique operational areas. Participate in all national CTP forums to ensure WV Mozambique is an active participant and leading voice for Mozambique interventions. Collaborate with the FPMG and other sector staff to maximize the utilization of cash / vouchers to achieve sectoral objectives. Supervisory Responsibilities: Provide support and supervision to Cash Coordinators, Food Assistance Information and Reporting (FAIR) Specialists, Cash Officers and FAIR Coordinators.

Attend and lead weekly devotions. KNOWLEDGE, SKILLS & ABILITIES: Minimum of Bachelors degree in computer Science, IT or any other related qualification from a recognized University. Two years experience in commodity tracking and accounting. Solid background in the Window Operating System. Comfortable invoking, stopping or restarting System Services, installing and uninstalling software, creating user groups and setting up user privileges. Knowledgeable of Relational Database Management Systems exposure to MySQL highly desirable, including the use of database management tools (such as MySQL Query Browser and Administrator). Ability to troubleshoot IT problems both hardware and identify software failings. Aware of how to log, track and systematically troubleshoot IT problems. Good written and oral communication skills Conversant in English Must have strong analytical, problem solving and organizational skills with an attention to details. Requires strong communication skills to interact with all levels of staff and management. Ability to work under pressure and on multiple tasks. Strong presentation and report writing skills.
