(Note: Other Questions are under review and will be answered by a future Clarification Letter No. 2) 1) What are the Heights of the ceiling of each TSA Check Point; per the DFW drawings we do not find any information about the heights of the ceiling where to hang cameras? Per DFW information Provided, video camera installations have be done in TSA screening checkpoints in other US airports for wait time measurement. A3) Existing cameras today at DFW are used solely for security purposes...no analytics. We (DFW) do not have access to how cameras installed at other airports are utilized for this purpose. We know that other airports have installed wait times solutions, but are reliant on the providers and proposals to see what experience (if any) those providers can apply to DFW. 4) Can DFW confirm that the cabling is to be done for this project with the exception of the trial site (D30); For D30 site you will provide the cabling (Power and Network), is it correct? A4) Yes, The Prime Contractor is responsible for providing the cables with exception of the trial period. 5) We are looking for an SBE partner for the Passenger Wait Time RFP that can perform cabling and camera installation for the full deployment, should we be selected. Do you have any suggestions on how I can find such a partner other than the ones who attended the pre proposal conference? General all other access to TDC 39) What is the amount budgeted for the solution, and how is the solution being funded? A39) The amount budgeted and the source will not be finalized till after the RFP selection is complete. 40) In reference to the Specifications/Scope of Work, Requirements, can DFW clarify what SSI equipment is? A40) Any equipment used by either the TSA or CBP used for screening/processing passengers and/or luggage, can be considered Security Sensitive Information. The solution cannot save or transmit actual video of any SSI equipment (thermal imaging, video imaging or otherwise) for it to be installed above the screening area of the TSA Security Checkpoint. This is a requirement of the TSA for safety and security. Any technology placement (especially cameras) in checkpoint areas needs to be approved by DPS and TSA. 41) In order to provide a full and complete solution response, will DFW kindly consider granting an extension to the RFP due date? A41) Per Addendum 2, extension has been granted and extended to March 2, 2018 at 4:00 p.m. (Central Time Zone). 42) Can the airport please confirm that it will be providing all necessary infrastructures (power/data) for the proposed system? This is only referenced in the 60-day trial section of the proposal documents A42) The contractor is responsible for providing infrastructure (power/data) for all locations outside of trial period. DFW will be responsible for the trial period. DFW will only run to point of location identified by the contractor. The contractor will be responsible to completion and hanging the equipment. 43) Are there SLA requirements during the 60-day trial? A43) The SLA is not part of the 60-day trail. However the trial is for DFW to see how the system performs in a live environment. It is in the Prime Contractor s best interest to ensure a high level of performance and availability during the trial period. 44) Will we have an area to store equipment and tools during install whether it s for the 60 day trial or deployment for the awarded bidder? A44) Staging areas will be identified for both the trial and full deployment 45) What are the install hours for the awarded bidder? A45) All installations must occur during overnight hours. Installations may start once the checkpoint is closed and all installation must be completed 1 hour before checkpoint opens to allow calibration of equipment. Different checkpoints have different hours of operation. See list below. Please note that during irregular operations, if a checkpoint stays open later than their regular closing time, installation cannot begin till after it closes at the later time. The contractor will be responsible to completion and hanging the equipment. 48) Section 4 Deliverables (f) page 32: After Award: The contractor and DFW will mutually develop Milestone Plan for payments to align with the contract s Master Schedule; First Article Testing, Bill of Material, System Acceptance Testing, and Completion retaining 10% until Substantial Completion. DFW will have the right to apply Liquidated Damages based on critical Milestone date? What are the LD s and are they specific to one Milestone or do they apply to all the Milestones? A48) The LD is implied to; DFW calling in the Performance Bond. There is no Liquidated Damages Schedule this will be stricken to be edited to Performance Bond as Addendum Number 2. See Addendum 2 all Liquidated Damages have been removed. 49) Can you please make available drawings of the CBP area as CAD files (.dwg)? A49) Currently, DFW can only provide and apply PDF Files for the drawings. Most terminals built prior to AutoCAD Software, only blue prints at that time. 50) The vendor is required to provide installation for the Passenger Wait Time System. Does the airport have a preferred installer for electrical installation work besides the companies present at the pre-proposal conference? A50) SBE s can be sourced for by reviewing the following DFW SBE website: 51) Up to which point is the vendor expected to provide cabling? To a switch or to the IT closets/com rooms? 24 54) Performance Bond: Does the performance bond have to cover the one-off project only costs or the one-off project costs plus one year of maintenance and support or the whole contract value, including one-off project costs plus all years of maintenance? A54) Performance Bond is 100% of whole contract value to Substantial Completion. System Maintenance will not be bonded. 55) Payment Bond: Does the payment bond also have to cover the material, software and services the main contractor provides itself or shall it only cover the costs of material, software and services delivered by subcontractors? A55) The Payment Bond is to cover 100% for all labor and material. 56) Can DFW Airport clarify what is meant by most recent affirmative statement of financial capability? Does our audited financial statement not suffice for this requirement? Can DFW provide an example of a standard document that would suffice? A56) Any unaudited financial statement with tax returns may be submitted in lieu of audited financial statements. However, such documents are subject to greater scrutiny as desired by DFW Airport. All Financial disclosures to DFW Airport for this RFP will be handled as confidential and privileged during the evaluation period, and to the extent permitted by law thereafter. 57) What cameras are they currently using? A61) For the trial period, DFW to provide internet service but vendor is required to provide their own security. DFW can provide data center rack space for servers. For enterprise deployment, DFW can provide data center rack space but there could be infrastructure costs depending on designs. 62) Would you provide applicable POE for our new installed demo cameras? A62) Vendor to provide own switch for demo 63) During the POC, would you allow remote/vpn access to our demo equipment 24x7? A63) Yes, because POC equipment is vendor owned and in stand-alone environment. 64) Would you provide us the configured subnets/vlans/dhcp/dns/ntp etc for the POC?
