1 Hdeidah Cntingency Plan as f 22 March 2017 The Scenari Being the biggest prt in Yemen, Hdeida is the preferred entry pint fr all carg entering the cuntry and destined fr the nrthern gvernrates, while Aden serves suthern gvernrates. Hwever, with the current security situatin in the western castal regin f Yemen, a cnsiderable decline in prt activities and/r a ptential clsure f the prt is a likely event. Shall the Prt f Hdeida becme inaccessible (partially i.e. fr cntainerized carg, r ttally), in additin t the activities catered fr in its Cncept f Operatins ( and included in the YHRP, the Lgistics Cluster will put in place the fllwing mitigating activities. Backgrund The Prt f Hdeidah plays a majr rle in Yemen pipeline and fd deliveries, cntributing t almst 70-80% f humanitarian assistance via bth charter & liner services. Additinally, the majrity f cmmercial carg, including fuel, enters Yemen via the Prt f Hdeidah. Accrding t the mst recent available statistics, in Nvember 2016 sme 70% f all Yemeni imprts entered the cuntry thrugh Hdeidah. Due t security develpments in the area, n 31 January UNVIM 1 was infrmed by the Calitin t suspend the issuance f clearance certificates t requesters fr an initial 96 hurs; fr three days, all vessels statined in the Calitin hlding areas and Red Sea prts anchrage areas were infrmed nt t prceed further until the situatin was stabilized. Even thugh UNVIM resumed the issuance f clearances after 24 hurs, a cnsiderable decline in the number f clearance requests received has been registered (surce UNVIM Daily Reprts). Even thugh n fficial suspensin fr charter vessels heading t Hdeida has yet been called, the majrity f cntainer shipping liners are reluctant t accept bkings fr Hdeida, and carg has already been diverted t Aden r transhipment prts (i.e. Jeddah, Shalala, Djibuti, and King Abdullah). Indeed, in the past tw mnths, a cnsiderable decline f maritime traffic was witnessed in Hdeidah; in February, n average 4 vessels were at anchrage. UNVIM will review thse requests accrding t its Standard Operating Prcedures and internal guidelines fr verificatin and inspectin and ntify Calitin Frces and the requesting party within 48 hurs abut the results f the review. Mukalla Prt has limited capacity and mstly handles small vessels bringing supplies t Hadramut Gvernrate. WFP uses Mukalla prt t tranship cmmdities (small quantity f nutritin supplies) t Sctra. Cntingency Plan: Lgistics Cluster Mitigating Activities Crdinatin T minimise duplicatin f effrts and cmpetitin by the humanitarian cmmunity, the Lgistics Cluster will rganise regular crdinatin meetings, t evaluate needs and lgistics gaps t be filled. The frequency f the meetings will be decided accrding t the needs expressed by the participants; meetings will be rganised in Sana a, Djibuti and ther lcatins as needed/permitted, t ensure bth upstream and dwnstream supply chain gaps are being addressed. Fr better planning purpses, ad-hc thematic meetings with rganisatins using services facilitated by the Lgistics Cluster will be rganised, with the aim f having detailed discussins n lgistics gaps and bttlenecks, access cnstraints etc. Fr the same purpse, the Lgistics Cluster will liaise with OCHA and the main actrs, t have a clear picture f available cntingency stck currently in Yemen, by clusters and sectrs. The Lgistics Cluster will cntinue t strengthen its cperatin with OCHA and the Access Mnitring Grup, t ensure lgistics cnstraints are taken int accunt when access is negtiated and discussed, and t further disseminate the relevant access infrmatin amng its participants. The Lgistics Cluster will cntinue t advcate t maintain the main crridrs and supply rutes pen and peratinal. Fuel Distributin A cntingency stck f fuel will be maintained fr partners perating in Yemen, and distributed in Aden, Sana a and Hdeidah. Fuel will be prcured lcally thrugh YPC, and shall this nt be feasible, internatinally with the supprt f WFP Prcurement Unit. 3 Hdeidah Cntingency Plan as f 22 March 2017 In the event f instability in the city f Hdeidah, WFP, as the lead agency f the Lgistics Cluster, will crdinate with EHOC t ensure safety f the fuel distributin pint. Shall the pace f events nt allw t transfer the stcks t Sana a, additinal measures will be taken t further strengthen security and distributin at fuel statins. The current available fuel capacity, which will be maintained thrughut the peratin, amunts t: Sana a: 300,000 litres diesel & 180,000 litres petrl; Hdeidah : 332,000 litres diesel & 180,000 litres petrl ; Aden : 100,000 litres diesel & 92,000 litres petrl. Access t Cmmn Services Upstream Supply Chain Airlifts Access t airlifts frm Djibuti t Sana a will be facilitated; the service will be prvided by WFP Aviatin/UNHAS at n cst t users, and the frequency will be cntingent upn needs expressed by the humanitarian cmmunity, and n availability f funding. The Lgistics Cluster will receive and cnslidate carg mvement requests. Sea carg transprt Scenari A: cmmercial liners stp calling at Hdeidah, but the prt remains pen The Lgistics Cluster will facilitate access t dhws frm Djibuti t any prt in Yemen, including Hdeidah. Transprt t the latter hwever will be subject t calitin s clearances, and carg might be diverted t Aden, Saleef r ther prts as required. The privately wned tw sils have a strage capacity f bulk carg fr sme 250,000 MT. Hwever, shall all carg be diverted t Aden, there is a cncrete risk f cngestin, resulting in cnsiderable delays and high demurrage csts. Preferred alternative. Al-Saleef prt: due t gegraphical prximity with Hdeida, shall the latter be inaccessible, the prt is als expected t be blcked. Nt cnsidered as a preferable alternative. Mukala prt is being used t imprt varius cnsignments, hwever the prt has limited capacity and is mainly used fr lcal dhws. Nt cnsidered as a preferable alternative. Mukha prt has limited infrastructure (tw small berths and pr handling equipment). The prt draft restrictins and shallw water allw nly limited dhw / ATHS peratins. The prt is clsed since Nt cnsidered as a preferable alternative. In-land transprt Fr carg entering Yemen thrugh Aden, the use f the Aden Sana a, and Aden Hdeidah crridr t mve humanitarian carg frm Suth t Nrth will have t be tested. While evidence suggests that cmmercial/private carg can easily flw frm Suth t Nrth, and frm Nrth t Suth, humanitarian carg in the past was subject t sme bureaucratic hindrances and impediments. Shall access t nrthern sea prts be limited, and inland transprt acrss the lines nt be feasible, the Lgistics Cluster will crdinate humanitarian cnvys thrugh tw alternative rutes: Oman t Yemen, thrugh Shahen land prt (1,478 km east f Sana a, average trucks travel time three days). Shahen entry pint, which is used by private businesses t imprt different types f carg frm Oman. Authrities reprtedly facilitate carg mvement between the tw cuntries and sme traders have rented warehuses and have ffices at Almazyunah free zne in Salalah prt. Cnsignments thrugh Shahen entry pint are delivered t all gvernrates f Yemen Saudi Arabia t Yemen, thrugh Alwadiah land prt (733 km nrth-east f Sana a, average trucks travel time tw days). This entry pint is used t imprt carg riginated frm Saudi Arabia, mainly frm Jizan entry prt, and cnsignments cming thrugh Alwadia are delivered t nrthern and eastern regins f the cuntry. This entry pint is relatively small and is reprted as heavily cngested. In additin, the rad frm Alwadiah t the rest f the cuntry is busy and in need f cnstructin wrk. Average transit time: 2 days. 5 Hdeidah Cntingency Plan as f 22 March 2017 As a last resrt, cnvys will be crdinated in clse cllabratin with OCHA/Access Mnitring Grup, and building n WFP s ftprint. The Lgistics Cluster will be in charge f centralising and cnslidating all service requests. Specific Terms f Reference (TRs) fr this Cnvy Crdinatin Cell have been drafted (see Annex 3). Dwn Stream Supply Chain Strage In additin t facilitating access t the existing in-cuntry strage facilities (Aden, Sana a and Hdeidah), the Lgistics Cluster will als facilitate access t an additinal vlume f cmmn warehusing fr temprary strage as needed by humanitarian rganisatins, in bth Sana a and Aden. Where applicable and cntingent n access, WFP will bilaterally prvide humanitarian rganisatins additinal Mbile Strage Units (MSUs) t further augment their strage capacity upn request. Additinally, the Lgistics Cluster has means t further expand its strage capacity in Aden (2 MSUs), s t prvide rganisatins with a temprary staging area t cnslidate carg entering Yemen thrugh the prt f Aden. Shall Hdeida nt be accessible, existent strage facilities in Sana a and Hdeida will be used as backup. Overland transprt Based n the rganisatins needs, access t verland transprt will be facilitated. Transprt will be cntingent upn security, and physical accessibility f rads. As f 15 February 2016: Hdeidah-Sana a: functinal with deturs and sub-rads arund damaged bridges; Hdeidah- Taiz: partially accessible nly t certain districts in Taiz. Due t the prevailing security situatin in Taiz, access is particularly cmplicated; The main rads in the nrthern gvernrates are generally in gd cnditin except fr sme bridges which were recently targeted. The Lgistics Cluster will regularly update the Access Cnstraints map, and plan verland transprt accrdingly. The Lgistics Cluster will als facilitate the necessary permissins fr the mvement f carg inside Yemen n behalf f the requesting rganisatins. T streamline the prcess, the Lgistics Cluster will als facilitate training sessins aimed at strengthening rganizatins knwledge f RITA (Relief Items Tracking Applicatin) and the ther tls (such as the Service Request Frm, SRF). 6 Hdeidah Cntingency Plan as f 22 March 2017 Surge capacity and business cntinuity Staffing The current staffing set-up, including 1 Cluster Crdinatr, 1 Deputy Cluster Crdinatr and 3 Lgistics Assistants in Yemen (Sana a), and 1 IMO, 1 Funds Manager, 1 Lgistics Officer and 1 Lgistics Assistant in Djibuti, will be maintained. Shall the situatin require s, the Lgistics Cluster will appeal t the WFP Reginal Bureau in Cair and the Glbal Lgistics Cluster Supprt Cell in Rme fr a staffing surge. In case f an evacuatin f internatinal staff ut f Yemen, the Lgistics Cluster will wrk in clse cllabratin with WFP management t ensure business cntinuity, thrugh delegatin f authrity t natinal staff in Sana a and elsewhere in Yemen as needed.
