1 Quality and Compliance Coordinator Comm Unity Plus Services Ltd a range of early intervention and prevention programs focusing on informing and engaging with our community through high quality Adult Education, Neighbourhood House, Legal (through the Brimbank Melton Community Legal Centre) and Family Support programs as well as community engagement and development activities. The Corporate Program offers operational and strategic program expertise and support to all internal programs of community+ and other external social enterprise projects. Position Objective: The Quality Compliance Coordinator is responsible for the quality and compliance requirements of the Education programs. It includes management of the Quality and Compliance Calendar to ensure efficient and effective rectifications, policy and procedure maintenance and management systems. The Quality and Compliance Coordinator will also work and collaborate with internal and external stakeholders to build capacity and embed good practice principles to ensure strong governance and management and sustainable quality service delivery of community+ Education programs. The Quality and Compliance Coordinator will develop, implement and monitor systems, governance and quality frameworks to support knowledge sharing between all stakeholders, maximise skills and expertise sharing, avoid duplication and support the delivery and quality of education services to adult learners. All systems and procedures will be reinforced through training, audits and internal control support. 2 Part B: Position Specifications Relationships Division: Reports to: Internal: External: Education Programs Training Manager Training Manager, Education Program Coordinators, Data Entry / Administration Officers, Receptionist, Students, Corporate Services Staff and Program Staff Government Funding and Compliance bodies, Job Service Agencies, LfE Consortium, Community Organisations, Schools and Industry Stakeholders Key Accountabilities Quality and Compliance Systems and Procedures Auditing Planning and Reporting Policy Development Stakeholder Engagement Management, Supervision and Support Business Development Responsibilities towards Comm Unity Plus Services Ltd Key Tasks Quality, Compliance and Administration Maintain and implement a thorough Quality and Compliance Calendar encompassing all RTO and funding guidelines including AQTF, VRQA, ACFE, SEE and Victorian Funding Contract, including the implementation of Contract Notifications. Advise the Training Manager on matters relating to quality and compliance. Monitor, review and advise all community+ Policies and Procedures. Implement and assist Training Manager for validation and moderation schedules for all Education programs. Collate and report on Quality Indicator data annually. Communicate and provide information to registering bodies and/or Department upon request from the Training Manager. Page 2 of 5
3 Oversee and manage administrative requirements including data collection and entry. Auditing Deliver internal audits on a regular basis for system improvement and program compliance. Verify and audit files and support/mentor staff in understanding compliance requirements. Work with Training Manager - Education to establish and update quality and compliance processes. Monitor legislative updates and notifications from funding bodies regarding changing reporting needs and standards. Planning and Reporting Develop an annual plan for quality and compliance and report on deliverables for all program areas with particular focus on Education. Develop a Continuous Improvement Register, and ensure that this is maintained, up-to-date, and all items are actioned. Convene systematic Quality and Compliance meetings and follow up on all actions arising from these meetings. Ensure processes and policies are implemented and adhered to where needed. Develop schedules for auditing and validation/verification for all programs within Education. Manage the enrolment process and oversee the functions of student administration including data entry and reporting. Policy Development Manage the implementation of policy gaps in relation to compliance in collaboration with the Training Manager, Program Coordinators and other staff. Stakeholder Engagement Participate in management team meetings (or as required). In consultation with the Training Manager, participate in internal sub committee meetings as required. Represent community+ at all relevant compliance and administration networks, partnership meetings and liaison with industry. Management, Supervision and Support Work with Training Manager and contribute to the training and development of all community+ staff working in all Education areas. Coach and mentor staff on quality and compliance applications to ensure optimum standards and performance. Page 3 of 5
4 Working with the Manager Human Resources to maintain the PD record system and ensure staff PD files are up to date. Arrange appropriate meetings and moderation for staff and management where appropriate. Business Development Assist Training Manager in the planning and preparation of submissions and funding applications, in line with community+ strategic direction. Assist Training Manager in the marketing and promotion of the Education programs and services including distribution of marketing materials. Identify other Education program growth opportunities aligned with strategy of the organisation. General Perform other duties as directed in keeping with the role. Responsibilities towards Comm Unity Plus Services Ltd Demonstrate the values of Comm Unity Plus Services Ltd. Promote the services and programs of Comm Unity Plus Services Ltd in the context of organisation s philosophy and objectives. Actively participate in and contribute to regular staff meetings and other meetings. Ensure compliance with policies and procedures of organisation Comply with legislative requirements. Work collaboratively with other staff and volunteers across the organisation. Part C: Person Specification Key Selection Criteria Demonstrated skill and experience in auditing and managing compliance risks for RTO s for minimum 3 years and excellent understanding of the Victorian Training Guarantee Program. Demonstrated experience in meeting legislative requirements and compliance with regulatory frameworks around education and training delivery. Independently managing time, prioritising and planning work to meet set timelines. This includes demonstrated experience in being able to cope with periods of constant change. Understanding and adherence to relevant legislation, government policy and industry requirements including AQTF and VRQA. Knowledge and understating of adult education program and experience in foundation skills courses will be highly regarded. Page 4 of 5
5 High degree of initiative, analytical and problem solving skills with a proactive approach to staff and managers to quickly identify problems and implement improvements. Highly developed communication and interpersonal skills in a multilingual and cross-cultural environment and ability to deal with complex internal and external stakeholder enquiries and training staff in standards and processes. Qualifications Essential: Desirable: Cert IV Training & Assessment (TAE), Appropriate qualification in Business Administration, Management or similar Diploma of Quality Auditing, or equivalent relevant experience of at least 3 years in the areas of quality, compliance and auditing Other Information Essential Demonstrated knowledge of audit and compliance processes Knowledge and experience in the Education sector Thorough knowledge of ASQA,VRQA, AQTF standards and guidelines Experience and understanding of the RTO sector Working with Children s Check and current Police Check Current Victorian Drivers Licence Desirable Nil Declaration Essential My position description has been explained in detail and I understand and accept the accountabilities and authority as outlined.
