1 JOB SCRIPTION state Services Manager Job Grade: S02 ate Last valuated: irectorate: epartment/section: Reports to: Responsible for: Asset Management Repairs & Voids, state Services Responsive Repairs Manager 8 estate rangers (full-time) and 4 cleaners (part-time) 2 pre-apprentices on 6 month contracts (25 hours per week) The number of direct reports may increase. JOB PURPOS: Management and delivery of mobile estate and communal cleaning services to residents. Line management responsibility, including health and safety. COR RSPONSIBILITIS: Manage performance of individual staff and the team. This includes setting clear standards and objectives, undertaking bi-annual reviews, managing absence, arranging training and development in line with Cross Keys Homes policies Manage health and safety relating to staff, fleet vehicles, equipment, waste and recycling, ensuring our legal obligations are met and in line with Cross Keys Homes policies. This includes undertaking annual risk assessments and arranging staff training Manage and deliver the mobile estate and communal cleaning services, meeting response times and our service standards to residents. This includes service cleaning, block inspections, removal of fly-tipping and graffiti. Manage external contracts for individual block cleaning services (out of local area) Manage and deliver support services for offices, including furniture removals/delivery and minor works Manage scheduling of work and cleaning contracts to ensure the service is delivered in the most efficient and cost effective way, maximising resources and keeping service charges to a minimum. This includes managing a IT scheduling system and arranging tenders for small cleaning contracts Manage waste and recycling for Cross Keys Homes offices and some blocks, including the budget, ensuring contracts, licences and certificates are in place to meet our legal and environmental management obligations Manage cleaning supplies for the service and maintain records of associated costs Provide monthly operational performance and management reporting relating to the service area
2 KY RLATIONSHIPS: Will be required to build and maintain excellent working relationships with the following key contacts/areas of service:- Internal Relationships Service managers: Responsible for delivering services on request from other areas of the business, in particular neighbourhoods and communities, sheltered housing and hostels. Will be required to work closely with front-line staff and service managers across all operational areas Facilities team: Responsible for providing support services to ensure the smooth running of our business and offices Repairs centre manager and team: Provide appropriate advice, guidance and support to the repairs centre staff, in relation to raising jobs and scheduling works for the service on a daily basis Asset management department: Participate in departmental meetings and ensure understanding of service areas within the responsive repairs/voids team to allow cross-functional working Finance department: Provide financial information, check invoices and address queries in relation to cleaning budget ICT: Work with application managers to develop scheduling and the use of mobile technology to improve efficiency of the service (training will be given) Human resources department: Work with the HR department on issues of staff management particularly around absence and performance management xternal Relationships Key point of contact for Cross Keys Homes Local Authority waste management services: ay-to-day liaison with waste management services ensuring our blocks and estates are maintained and refuse is collected Waste contractors: Responsible for the management of waste contracts and access to the warehouse for collection Cleaning companies: Responsible for the management of contracts with external cleaning companies Partnering contractors: Responsible for working in partnership with our repairs and maintenance contactor, particularly around the use of scheduling and mobile technology IMNSIONS: irect line management responsibility for a staff team Responsibility for management of waste and cleaning contracts irect responsibility for the delivery of a distinct service area, making day-to-day operational decisions and issuing instructions to staff team Responsibility for health and safety at work Responsibility for reviewing the service and identifying improvements in efficiency and effectiveness. Making recommendations to line manager and director of service for any significant changes to the structure, service or contracts

4 PRSON SPCIFICATION RQUIRMNTS KNOWLG & XPRINC SSNTIAL CRITRIA SIRABL CRITRIA Staff management and supervision. Knowledge and experience of managing health and safety at work (Health and Safety at Work etc Act, 1974), including undertaking and preparing risk assessments. Knowledge and experience of contract management. Knowledge and understanding of legal requirements for waste management and recycling. A good understanding and experience of basic building maintenance. A good knowledge and day-to-day experience of using computers, particularly the use of , spreadsheets and word processing. Knowledge and experience in the use of ICT scheduling systems and handheld devices/mobile technology. Knowledge and experience of managing budgets or responsibility for financial information Knowledge and experience of tendering works. SKILLS & ABILITIS Ability to effectively manage and motivate a staff team to meet performance standards and work targets/deadlines. Good communication skills; both written and verbal. Ability to understand, and implement the use of new ICT systems and develop reporting with application managers.

Ability to understand and interpret our legal requirements relating to Health and Safety, waste management and recycling. Ability to understand financial information and budget sheets.
