The upgraded facility will be designed t treat an influent average flw f 18 millin gallns per day. The facility will cnsist f the fllwing majr prcess areas and supprt facilities: Influent Structure Activated Sludge Train Secndary Clarifiers Tertiary Filtratin UV Disinfectin / Pst Aeratin Structure Effluent Management Infrastructure Sludge Infrastructure Electrical Distributin Imprvements Electrical Prcess Imprvements SCADA System PLC Cntrls Miscellaneus Facility Imprvements Flw Splitting General Site Develpment The scpe fr the wrk may include, but is nt limited t: Surveys Getechnical investigatins Design services fr wastewater plant, pumping statins; pipeline fr utfall, including new facilities, etc. Detailed design and engineering reprts fr wastewater facilities including ancillaries. Design Criteria Cmply with JEA Water & Sewer Standard Specificatins; JEA Water, Sewer and Reclaimed Water Design Guidelines requirements; JEA Rules and Regulatins fr Water, Sewer & Reclaimed Water Services. D. Opinin f Csts Cnsultant will prepare pinins f cnstructin cst at all stages f deliverables in accrdance with the Assciatin fr the Advancement f Cst Engineering Internatinal, Inc. (AACE) fr the purpse f assisting JEA in preparing budget funding request, evaluating design ptins. Expected accuracy will be as fllws: Class 3 estimate fr thirty percent (30%) design deliverable and System study; Class 2 estimate fr sixty percent (60%) design deliverable, and Class 1 estimate fr ninety percent (90%) and 100% design deliverable. The design cnsultant is t prvide a cmplete prject estimate reprt fr the design submittal. The design cnsultant is respnsible fr estimating the cntractr direct cnstructin csts. The JEA Prject Manager (PM) is respnsible fr prviding the design cnsultant with JEA additinal direct and indirect csts (i.e., Owner Furnished Equipment, Prject Management, Engineering, Miscellaneus, and Services During Cnstructin). The design cnsultant will include the JEA additinal direct csts and indirect csts prvided by the PM t frm a cmplete estimate reprt. The estimate dcumentatin shuld be neatly bund in a reprt r cmpiled in an electrnic file. The estimate reprt shuld include the fllwing: Summary Estimate Appendix A - Technical Specificatins 2 f 7

3 The summary estimate template is the first sheet n the JEA prvided WWW Estimate Template fr Design Cnsultants. Variance Analysis The variance analysis is a line by line cmparisn f all estimates prepared fr the prject. It cntains a summarized breakdwn f each estimate that has been develped alng with a variance between the current estimate t the previus estimate. Variances shall be explained by the Cnsultant. The summarized direct cst breakdwn shuld be cnsistent frm estimate t estimate s the variance analysis is easier t quantify at each estimate submittal. If the previus estimate was at the PD stage it s mst likely that the direct csts weren t brken dwn int the detail f the first estimate submittal frm the design cnsultant. This makes aligning the tw (2) estimates fr a variance analysis difficult. The PM and design cnsultant will need t use their best judgment as hw t line up and cmpare the tw (2) estimates and explain the differences. The direct cst breakdwn n the template is nly a guide and the design cnsultant shuld mdify it accrdingly based n the prject type and scpe. The JEA prvided WWW Estimate Template fr Design Cnsultants has a variance analysis template n the secnd sheet. Detailed Estimate This is the detailed breakdwn f the estimate submittal. It shuld include quantities and units with unit csts fr labr, materials, subcntractrs and equipment fr each line item in the estimate. Each line item shuld als include a ttal per unit and a ttal net cst. As a general guide, the quantities are t be rganized in at least tw levels r grups: (1) by the prject and (2) by majr facility, prcess r cnveyance segment. The design cnsultant is respnsible t prvide adequate definitin f the prject and its majr cmpnents s that the prject team can adequately manage the scpe and cst at a level f detail t meet prject executin and asset management requirements. Backup Dcumentatin Dcumentatin including vendr qutes, estimate calculatins and takeffs, assumptins, allwances, cntingency justificatin and any ther dcumentatin gathered and/r utilized in the develpment f the estimate. E. System Mdeling Cnsultant will evaluate perating cnditins (head, maximum and minimum flw rates, submergence, and r NPSH) fr all the prpsed pump statins. Prvide system hydraulic schematic which includes all flw cnditins (ADF, MDF, PHF). Cnsultant will take full respnsibility fr the accuracy f the hydraulic calculatins fr the verall system study fr the pumping and transmissin facilities. Cnsultant will develp a signed & sealed Technical Memrandum describing the calculatins perfrmed and the verall system results btained. Biwin Technical Memrandum shall include: Cnsultant will utilize the wastewater treatment prcess simulatr (Biwin) that ties tgether bilgical, chemical, and physical prcess mdels fr the whle plant. The mdel will prvide a tl fr predicting plant perfrmance and frm a basis fr peratinal cntrl f the treatment prcess while minimizing peratin csts and assessing the stability f envirnmental balance. 4 Prcess simulatin will be captured and results shwn with infrmative tables, charts, and presentatin sftware. Cnsultant will take full respnsibility fr the accuracy f the calculatins fr the facilities, and recmmendatins n needed imprvements t meet the present and twenty (20) year frecasted flws. Cnsultant will develp a signed & sealed Technical Memrandum describing the mdeling perfrmed and the verall system results btained. F. Permitting Assistance Prvide assistance t JEA in filing and btaining the necessary permits frm lcal agencies, if required, t include but nt limited t: Flrida Department f Envirnmental Prtectin (FDEP) Generic Permit fr Grundwater Discharge City f Jacksnville (COJ) 10-Set Review prcess. Furnishing additinal infrmatin abut the prject design as required fr permit apprval. d. Submittal f applicatins t the permitting authrities. e. JEA will prvide payment fr necessary permits. G. Cnstructin Cntract Dcuments 1. Prepare detailed drawings, specificatins, and Bid Frm fr the prpsed cnstructin wrk and fr materials and equipment required. The dcuments shall be prepared fr selectin f private cnstructin cntractrs n a cmpetitive bid price basis. The dcuments shall be prepared as ne cntract. 2. 5 3. Review the cntract dcuments fr cmpleteness and cnstructability. 4. Prepare (in accrdance with JEA frmat) and Prvide Asset Management Dcumentatin fr inclusin in bid specificatins. 5. Prvide six sets f cntract dcuments t JEA fr review at ten percent 10%), thirty percent (30%), sixty percent (60%), ninety percent (90%) and final cnstructin drawings. 6. Prvide a critical spare parts list t be included in the bid. 7. Fllwing the review f the cmpleted cntract dcuments meet with JEA t discuss them and t reslve any questins. This item prvides fr fur meetings with JEA persnnel t discuss review cmments. 8. Bidding Dcuments t be prvided t JEA include drawings, bid frm, specificatins, and text fr inclusin int the JEA Special Cnditins, if needed. 9. Prvide ne (1) CD with electrnic drawing files and six (6) cpies f the final cnstructin drawings t JEA. Prvide electrnic files in PDF frmat and drawings in PDF and ACAD frmats. H. Bid Phase Services 1. If requested by JEA, attend the pre-bid cnference at the date and time established by JEA. 2. Interpret cnstructin cntract dcuments in regard t Cntractr questins. Supprt JEA with drawings and/r specificatin updates fr addenda issuance. JEA will crdinate and issue all addenda. 3. JEA will cnduct the bid pening. Attendance is nt required by designer at the bid pening. 4. Prvide signed/sealed Cnfrmed drawings and specificatins. JEA will be respnsible fr the crdinatin and distributin f cnfrmed cpies f the cnstructin cntract dcuments. Prvide electrnic files in PDF (.pdf) frmat and drawings in PDF (.pdf) and ACAD (.dwg) frmats. JEA will crdinate the distributin f cnfrmed cpies f the cnstructin cntract dcuments. I. Cnstructin Services 1. Prvide cnstructin management, administratin and inspectin services. Attend and participate in the pre-cnstructin meeting t answer technical questins. 2. Review and apprve shp drawings. 3. Attend mnthly status meetings/site visits. 4. Respnd t Cntractr RFIs. Respnses that require any crrectins t plans r specificatins are nt t be reimbursed. 5. Review Asset Management Infrmatin submittals and cmpleted wrk submitted as part f the mnthly cntractrs invice t ensure cmpliance with plans and specificatins. Apprve final Asset Management Infrmatin submittal fr accuracy and cmpleteness. 6. Prepare final testing and startup dcumentatin. 6. Preparatin f FDEP certificatin. 7. Substantial and Final Cmpletin. 8. Review and apprve final O&M manuals fr the equipment. 9. Review and apprve Cntractr submitted recrd drawings fr accuracy and cnfrmance t JEA Standards. Prepare and submit electrnic and hard cpy Recrd Drawings. 10. Develp a custmized peratins manual fr the new facility. The Facility Operatins Manual will cmplement the cntractr-prvided Vendr Operatins and Maintenance (O&M) submittals fr equipment furnished and installed.
