Hydrcarbn a cmpund f hydrgen and carbn such as il, grease, brake fluid, clant cnditiner mixtures, diesel, petrl etc. that des nt require strage in a pressure vessel. Hydrcarbn handling, strage and/r treatment facility includes any tank used fr string any hazardus substance r any handling, strage r treatment facility fr hazardus substances (such as il, grease, fuel r any hazardus substance cntaminated silt traps, wash bays, il separatrs, hydrcarbn biremediatin areas, hydrcarbn strage tanks, bulk hydrcarbn strage in drums and flammable liquid stres. Respnsible Engineer engineer wh is registered with the Engineering Cuncil f Suth Africa and wh is cmpetent. SANS - Suth African Natinal Standards. Service Tank is an auxiliary tank used fr the strage f petrleum prducts, which a capacity nt exceeding 1000 L. Skid Tank abvegrund tank (9000 L, L r L in vlume) n skids, which can be dragged ver shrt distances and nrmally used n cnstructin sites. The Act means the Natinal Water Act, 1998 (Act N. 36 f 1998) Water System includes any dam, any ther frm f impundment, canal, wrks, pipeline, and any ther structure r facility cnstructed fr the retentin r cnveyance f water. 2. PURPOSE The bjective f this guideline is t utline the management f hydrcarbns within XCSA peratins in rder t: Meet relevant legal requirements; Prevent the pllutin f sil and water during strage, use and dispsal and Ensure that all relevant persnnel are aware f their respnsibilities and hw hydrcarbn management shuld be carried ut. 3. STORAGE OF HYDROCARBONS Hydrcarbns can nly be stred in designated areas where ptential spillages culd be cntained t prevent pllutin f the envirnment e.g. use f permanent bunding and/r drip trays with sufficient capacity. The purpse f bunding is t limit, cntain, divert, minimise, and manage the impact f spillages and fires. Within XCSA, all facilities used t transfer, stre r treat hydrcarbns shuld be cntained either by means f permanent bunding r remvable such as drip trays, depending n the requirement. Examples f such facilities include: Old surface tanks still cntaining residues f hydrcarbns such as il and fuel. All current peratinal bulk fuel and il strage tanks. Old and/r current electrical transfrmers cntaining transfrmer il; All equipment cntaining any frm f hydrcarbns (il, grease r fuel) waiting fr maintenance r stred fr salvage; All hydrcarbn drum strage areas (including flammable liquid stres); All bulk fuel and il ff-lading areas; Surface and undergrund wrkshps; Plant wrkshps, discard dump wrkshps, vehicle wash bays (including il separatrs); Undergrund sectins; garage and transprt areas and Opencast areas where hydrcarbns are used. 4. LEGAL REQUIREMENTS When string hydrcarbns, in mst cases, the facilities (such as bulk fuel and il fflading areas, strage areas and stres), cntainment structures (bund walls, tanks) and placement r lcality f the facilities are subjected t legal requirements. Cmpliance with the relevant SANS fr the Petrleum Industry des nt grant immunity frm cmplying with ther relevant legal requirements, such as basic assessment in terms f the NEMA prcess and municipal and ther bylaws. Thus, XCSA peratins need t make regular reference t their respective legal registers t ensure cntinuus cmpliance with current and new requirements. 5. 8 Xstrata Cal Suth Africa Generic Hydrcarbn Management Where the relevant apprving Authrity requires installatin plans fr abvegrund tanks, a prperly qualified engineer shall design the plans. In case f a temprary installatin, BTAs, BTFs and skid tanks shuld nt be installed fr perids lnger than six mnths and the installatins shall be apprved by the lcal authrity. Where surface tanks are erected in a public place, a security fence shuld adequately prtect it. 5.1 Basic design and cnstructin principles fr tanks The cnstructin f surface tanks and bulk strage facilities (using drums) shall be accrding t the Hazardus Substances Act, 1973 (Act n 15 f 1973) and the applicable SANS fr petrleum prducts. All designs t be apprved by a prperly qualified engineer cmpetent t d s and wh thereby certifies that such plans cmply with the requirements f the applicable SANS fr petrleum prducts. Fr mre technical specificatins, refer t the SANS fr petrleum prducts cited in this reprt. N brickwrk shuld be used as supprt material in the design and cnstructin f elevated surface tanks. BTA, BTF and skid tanks shuld nly be used t stre class II and class III liquids. The name f the prduct shall be clearly indicated n the shell f the tank. Only class II and Class III liquids can be stred in tanks in chambers and basements. Service tanks shuld be designed t have a maximum capacity f 1000 L and shuld be prvided with a vent pipe that terminates in the pen air. The minimum safety distances fr abvegrund tanks that cntain Class I, II and IIIA stable liquids shuld be adhered t. The minimum hrizntal distance between an LPG cntainer and a class I, II r III liquid surface strage tank shall be at least 6 m. Fuel resistant hses (petrleum prduct resistant neprene lining) shuld be installed n fuel tanks. Tanks may nt be turned n the stand in such a way t have the utlet at the bttm. 6. 9 Xstrata Cal Suth Africa Generic Hydrcarbn Management The design f bund walls shuld cnsider the ptimisatin f the installatin and size f the bunded area in cnjunctin with the firefighting requirements f the installatin. The design shuld als cnsider the risk f pllutin t surface and grund water, sil and the envirnment. SANS fr petrleum prducts specify that surface tanks lcated n sites in urban areas require bunding. Surface tanks installed in rural areas will als require bunding. 6.1 Bund Capacity The fllwing (nt all-inclusive) are examples f specificatins fr bund cnstructin as per SANS fr petrleum prducts. Fr detailed specificatins, please refer t the relevant SANS fr petrleum prducts. The vlumetric capacity f the bunded area fr surface facilities shuld take accunt f allwances t cpe with the maximum strm rainwater f the area (fr example 100 mm rainfall in ne hur). The SANS 10131:2004 and SANS :2003 specify minimum requirements fr the vlumetric capacity f the bunded area arund tanks. It shall nt be less than: the greatest vlume f the prduct that can be released frm the largest tank in the bunded area, assuming that the tank is full; t allw fr the vlume cntained by mre than ne tank, the capacity f the bunded area where the bund wall enclses mre than ne tank, shall be calculated after the vlume f all tanks (ther than the largest tank) belw the height f the bund wall has been deducted. SANS :2003 implies a design capacity f 110% f the capacity f the tank when ne tank is within the enclsed area t be used, unless therwise specified by the lcal by-laws f the area. SANS :2003 als specifies specific intermediate bunding requirements fr certain prducts (such as class I liquid) whenever tw r mre tanks are enclsed in a cmmn bunded area. It is thus recmmended that whenever bunding requirements are designed fr petrleum prducts, the respnsible engineer shuld cnsult all the applicable SANS fr Petrleum prducts. Service tanks shall be prvided with drip trays r bunds and where service tanks are lcated in buildings, the drip tray r bund capacity shall be equivalent t that f the service tank. SANS :2003 specifies intermediate bund wall heights f at least 0,5 m. 10 Xstrata Cal Suth Africa Generic Hydrcarbn Management varius SANS fr petrleum prducts differ fr different tanks, prducts and situatins, it is recmmended that a respnsible engineer be cnsulted. Bund walls fr surface tanks shuld have a minimum height f 350mm and maximum f 1,8 m (SANS 10131:2003 and SANS :2003). Hwever bund walls fr classes II and III liquids shall be permitted t be higher than the general maximum f 1,8 m (t a maximum f 3,6) where adequate prvisins are made fr nrmal access fr the necessary emergency access t tanks, valves and ther requirements. 6.2 Bund materials The bund walls and flrs are usually cnstructed f slid masnry, cncrete r brickwrk, with vertical sides r near vertical sides, depending n the type f tank and prduct cntained. Bricks used fr cnstructin f lad-bearing structures shall be f specific quality (such as burnt clay bricks) in accrdance with SANS It shuld be free f cracks, flaws, stnes and lumps f raw materials. Under n circumstances, may prus, cement blck bricks be used. When required, bund walls f steel may be used. These shuld be in accrdance with SANS 19131:2004 and shuld prevent spills, in case f a fire. The bund walls and flr must be designed t be liquid-tight. The main bund walls shuld be able t withstand a full hydrstatic head f water when filled. 6.3 Bund wall, flr and ther The bund flr shuld be f sund cncrete cnstructin and slpe at least 1:100 away frm the tank twards the lwest pint f the bund area where the drain sump shuld be lcated. In case f tanks that cntain class I, II r III liquids, and that are situated n prus sils, bunded areas shuld receive special treatment. Permeable bund flr shuld be restricted t a cefficient f permeability nt exceeding 10 6 cm/s (in situ). The area within the bund wall surrunding the tank r drums must be entirely free and unccupied (must nt be used as a strage area). Allwance must be made fr the trajectry/spurt f a leak frm a full tank with an elevated pint f leakage. The minimum distance between the surface tank and the te f an interir bund wall shall be at least 1,5m n all sides. N electric mtr must be placed where it can cme in cntact with flammable liquid r its vapur, unless such mtr is flameprf. Restrictins exist n the maximum height f bund walls. Vent pipes must be fitted t tanks. A drainpipe and bleed ff facility situated at the frnt f the bunded area shuld be present. All pipes penetrating the bund wall must be suitably sealed t prevent crrsin and leakage f the prduct. A drainage sump shall be prvided inside the bund area fr all tanks with capacity exceeding 1000 L. If prvisin has nt been made fr an il r water separatr dwnstream f the bund drain valve, the sump shall have an underflw arrangement. Bund drain valves/stpccks shuld be: leak prf; able t cntinue t functin in a fire; able t be pened manually; kept lcked in the clsed psitin, unless in use; the pen and clsed psitins n the valve must be indicated and bvius and nly steel valves that are fire safe, allwed inside bunded areas. Areas where fuel/il is dispensed/refuelled must have bunded facilities t cllect leaks and spills and means f cllecting and dispsing f these wastes in a way that will nt cause sil r water pllutin. 7. COMMISSIONING AND OPERATIONAL MANAGEMENT OF HYDROCARBON HANDLING, STORAGE AND TREATMENT FACILITIES After installatin and befre cmmissining r each repair, adjustment r mdificatin t bulk strage hydrcarbn tanks, it needs t be inspected and tested by a cmpetent persn in accrdance with relevant SANS fr petrleum prducts and requirements f the lcal authrities and applicable bylaws. Each installatin shall be registered with the lcal authrity befre being cmmissined and the installatin ges int prductin. The apprpriate symblic signs shall be displayed at the varius hydrcarbn facilities in accrdance with the requirements f SANS The tank number, tank size and prduct t be stred must be stenciled nt the filler end f the tank. The capacity f the bund wall shuld als be indicated in an easy readable psitin. Lcal site emergency numbers must be displayed and if pssible, the fllwing emergency (lcal) numbers shuld als be displayed: The Fire Department; The Plice; Dctr; Ambulance Service; the Department f Agriculture and Land Administratin; the Department f Water Affairs and Frestry. Whenever a bund wall has been cracked, damaged r breached, the gap shuld be fixed as sn as pssible and nt left unrepaired vernight while the tank cntains prduct. Under n circumstances shuld any mdificatins t tanks r stands be made withut apprval f the respnsible engineer and/r applicable fuel/il cntracting cmpany. Repsitining/relcatin f tanks shuld nt ccur, withut prir cnsent f the applicable cntracting il/fuel cmpany, MDALA, the relevant XCSA Envirnmental Department r withut a new EIA applicatin fr the new psitin. Surface strage tanks and bulk strage facilities need t be visually inspected n a regular basis fr structural integrity (including the stands) fr rust, bent r missing cmpnents and apprpriate inspectin recrds kept. Tanks shuld nt be used where the bracing r legs have been bent. Re-use and dispsal f hydrcarbn-cntaminated tanks shuld be in accrdance with applicable legislatin and the plicy f the applicable Oil/Fuel Cmpany frm which the tanks were purchased. Redundant hydrcarbn-cntaminated tanks must be filled with sand r liquid cncrete (and a Fire Officer frm the lcal municipality shuld sign t cnfirm this) r remved. If the tanks are t be sld t scrap metal dealers, it is imprtant t ensure that infrmatin f the dealer s premises and prcesses is btained befrehand t ensure that the required perating licences are in place. 8. 13 Xstrata Cal Suth Africa Generic Hydrcarbn Management In principal, each hydrcarbn handling, strage and/r treatment facility shall be lcated in an area with the least risk t the safety f peple in the event f fire (including adjacent prperties), the least ptential envirnmental impact in case f a spillage, but als practical fr management and maintenance purpses. Thus befre installatin f any facility used fr strage f a hazardus substance r cnstructin f any strage, handling, treatment r prcessing facility fr any such hazardus substance, alternative sites need t be cnsidered as part f the required envirnmental impact assessment prcess. When cnsidering varius alternative sites, specific reference needs t be made t restrictins n lcality stipulated in the: Relevant applicable lcal authrity and municipal by-laws (e.g. sme bylaws exist n flammable substance strage and prhibit abve grund strage). Regulatins fr use f water fr mining and related activities aimed at the prtectin f water resurces f 4 June 1999 (Gvernment Ntice N. 704). SANS :2003 Part 1. The petrleum industry. Strage and distributin f petrleum prducts in abvegrund bulk installatins, Editin 4.1. SANS 10131: 2004 Abve-grund strage tanks fr petrleum prducts, Editin 1. The fllwing are sme examples (nt all-inclusive) f restrictins n lcality. Fr mre technical detail, please refer t the abve-mentined SANS fr petrleum prducts. The lcatin is largely dependant n lcal cnditins such as the presence f drainage systems, especially where these systems need t link up with the drainage system f the lcal authrity. (Nte that interference r mdificatins f the municipal sewers are nt allwed withut the apprval f updated drainage plans by the lcal authrity). Avid fr example lw-lying areas that are liable t flding r that are subject t a seasnal high water table. The fall f the grund in relatin t residential areas r ther risk areas that culd be expsed in the event f an accidental large-scale spillage. Surface tanks shuld be installed n level and firm grund. 14 Xstrata Cal Suth Africa Generic Hydrcarbn Management The facilities (e.g. tanks, etc.) may nt be installed within a hrizntal distance f 100 m, r within the 1:100 year fld-line (whichever are the greatest), f any watercurse (including pans, wetlands, streams and rivers), brehle r well (excluding mnitring brehles). The facilities (e.g. tanks, etc.) may nt be lcated n waterlgged grund r n grund likely t becme waterlgged, undermined, unstable r cracked. There shuld be n verhead cables, rubble r ther hazards within 3 metres f any BTF tank lcatin. The facilities (e.g. tanks, etc.) shuld preferably be lcated s that there is n need fr the bulk delivery vehicle t reverse when the delivery is made. Shuld reversing be abslutely necessary, adequate space shuld be made available t carry ut the maneuvre safely. Nte that the lading and unlading facilities fr packed gds must cnfrm t the requirements f SANS 10263, and fr bulk carges t the requirements f SANS The access rad shuld be in a gd cnditin and have a minimum clearance f 3,5 metres verhead t allw free bulk vehicle access. Tanks shuld be lcated at least 3 m frm buildings, bundaries, drains and any cmbustible materials. Tanks shall be lcated in secure areas. In urban areas, a maximum f 2 BTF tanks may be installed at any ne lcatin; thereafter BTA tanks shall be used. In rural areas, a maximum f 3 BTF tanks may be installed in any ne lcatin, thereafter BTA tanks shall be used, depending n the lcal authrities and their requirements. Fr permanent installatins in urban areas r sensitive areas, the BTF tanks are t be installed n brick cradles r as per the lcal authrities and their requirements and t have a bund wall that will cntain 110% f the prduct. Fr temprary installatins (nt exceeding 3 mnths) in areas that are envirnmentally sensitive, the bund wall arund BTF tanks may be cnstructed frm earth that will cntain 110% f the prduct, in case f a spill. Surface tanks are nt t be installed where the sides r tp are bstructed. Access needs t be prvided t dip and deliver int the tank(s). Service tanks cntaining Class I liquid shall nt be lcated inside buildings. The tanks must be lcated at least 1,5m away frm the bundary f the premises. The distance between a service tank and any pening int a building shuld be at least 1,5m. When cnsidering the lcatin f facilities (e.g. tanks, etc.), it shuld be ensured that cattle r pedestrian grids, bridges, undergrund pipes, ducting etc. are able t withstand the weight and width f the bulk delivery vehicle(s). The apprpriate symblic signs shall be displayed at the varius hydrcarbn facilities in accrdance with the requirements f SANS The capacity f the bund wall shuld als be indicated in an easy readable psitin. Whenever a bund wall has been cracked, damaged r breached, the gap shuld be fixed as sn as pssible and nt left un-repaired vernight while the tank cntains prduct. Lading and fflading f hydrcarbns shuld be dne accrding t the relevant wrk instructins, which need t be aligned with GN R 225 f the Natinal Rad Traffic Act, and SANS These wrk instructins must be available at the stres. Any spillage f hydrcarbns needs t be cleaned up The site arund the hydrcarbn strage facilities shall be kept free frm bstructins and cmbustible rubbish. Vegetatin that is likely t dry ut and becme a fire hazard shall be kept shrt and cuttings immediately remved. Hydrcarbn strage facilities need t be visually inspected n a regular basis fr structural integrity (including the stands) fr rust, bent r missing cmpnents and apprpriate recrds kept. HANDLING OF HYDROCARBONS (USE AND DISPOSAL) 9.1 General Apprpriate facilities must be available t dispse f any hydrcarbn waste, including thse liquid wastes remved frm the bund areas. The XCSA Hydrcarbn spill management prcedure must be fllwed fr any hydrcarbn spillages, abve and undergrund, n the premises f XCSA peratins. After rainfall events, all bunds must be emptied as sn as pssible t maintain a full capacity. Cntaminated water r waste prducts must nt be dispsed f in a way that will pllute the envirnment. All hydrcarbn waste (slid r liquid) generated n the premises f XCSA peratins (n surface and undergrund) shall be transferred n a regular basis t designated strage tanks fr peridic cllectin and dispsal by an authrised cntractr. The designated respnsible persn will make arrangements fr cllectin f the hydrcarbns frm main dedicated hydrcarbn and/r il cllectin tanks by a reputable cntractr fr dispsal r recycling, whatever applicable. Backup tanks/cntainers must be identified fr use when the main hydrcarbn cllectin tank in the area is full. Any hydrcarbn strage cntainer must be sealed immediately t ensure that accidental spillage cannt ccur if the cntainer is disturbed. All current dedicated hydrcarbn strage tanks/areas (n surface and undergrund) t be identified n an inspectin register and plan as part f a site perating standard. Under n circumstances may any hydrcarbns be released directly int the grund. N hydrcarbns shall be allwed t run int any undergrund /abvegrund water drain. 17 Xstrata Cal Suth Africa Generic Hydrcarbn Management 9.2 Wrkshps and utside areas All wrkshps must be equipped with spill kits and specially marked hydrcarbn hlding r waste cntainers (slid and liquid) as per Generic Waste Management Guideline (HSEC E GDL). When wrk requires that cmpnents shuld be drained r filled, it must be dne accrding t site-specific wrk instructins fr each area t prevent spillage and pllutin. If n wrk instructins are available, the fllwing will apply: An empty cntainer with suitable capacity and dedicated clur cding shuld be used fr draining requirements. A grid shuld be placed n tp fr filters t be drained. All filters remved frm equipment shuld, after being drained, be dispsed int a suitable cntainer, marked fr this purpse. If equipment r vehicles are serviced, drip trays shuld be used t cntain all hydrcarbns and spillage. The drip trays shuld have sufficient capacity fr the cmpnents being drained. Drip trays must be emptied and cleaned n a regular basis. A special cntainer shuld be available fr hydrcarbn-cntaminated sil requiring biremediatin, if nt treated in situ. All hydrcarbns cllected in the varius cntainers shuld be dispsed When sending equipment t the salvage yard it shuld be ensured that all hydrcarbns are drained t prevent pllutin. 10. MAINTENANCE OF HYDROCARBON MANAGEMENT FACILITIES Within XCSA peratins the fllwing shuld be taken int accunt regarding maintenance f hydrcarbn strage facilities and equipment: All vehicles, machinery and equipment using fuel and il must be n a dcumented preventative maintenance schedule. Maintenance f bunded areas will include the fllwing: The drain valve is kept clsed and lcked; The key must be available t be pened and clsed, especially in emergency cnditins; The bund wall is intact and impervius t the liquids it cntains; The pipe wrk, valves and ther equipment in the bund are rutinely maintained. This will significantly reduce the risk f plluting rainwater that may cllect in the bunded area. Undergrund tanks are t be remved; hwever where they are in the prcess f remval, structural integrity tests n the undergrund tanks shuld be included n a planned maintenance schedule. All transfer lines (particularly jints) shuld be regularly inspected and immediately repaired shuld they shw signs f failure. A qualified persn must examine all the electrical earth cnnectins n a regular basis. Dcumented recrds f all inspectins must be kept n the mine. 11. MONITORING AND REPORTING Befre strage tanks are filled, readings must be taken f the level f fuel r il in the tank (as per stres receiving) t: Prevent verfilling and enable recnciliatin f fuel/il (hydrcarbns) Where hydrcarbns are stred in drums, the hydrcarbn balance is based n the units received and issued. Mnitring brehles n the perimeter f the site and fissure analysis will track any increase in hydrcarbn cntent f the grundwater which culd pssibly be attributed t hydrcarbn strage and use. Any nncnfrmance will be investigated and actined. If any undergrund strage tanks are remved, sil samples shuld be cllected frm the surrunding area and analysed fr ptential hydrcarbn pllutin. The results shuld be kept n file. If any pllutin is fund, the sil shuld be treated in situ, r remved fr treatment in the Biremediatin Facility. Any spills r leaks (including at refuelling pints) must be reprted immediately as per incident reprting prcedure. All areas using fuel r il, as far as practically pssible are t keep recnciliatin recrds f fuel/il used and dispsed f. This will allw fr the drawing up f a hydrcarbn balance fr the specific site as sustainability data reprting requirements. Inspectins f all areas will take place as per the site specific standard. SPILLS MANAGEMENT All spills n the prperty f XCSA peratins shuld be reprted as per XCSA prcedure fr Incident Management. Chemical spills and large hydrcarbn spills shuld be cleaned up by reputable HAZMAT cmpany. All plluted sites n XCSA peratins will be remediate r the sil remved and dispsed f as per applicable legislative requirements. All sil plluted by hydrcarbns during prspecting, drilling r smallscale mining peratins must either be remved frm the area, r remediate in situ. All hydrcarbn handling, strage and treatment facilities are subject t cntainment requirements. The methd used t clean up a hydrcarbn spill depends n the type f surface cntaminated. The principles f any clean-up peratin is t: prevent the spreading f the hydrcarbn spill by immediate temprary cntainment; remve the surce f the hydrcarbn spill by clsing taps, valves r plugging hles r penings, where applicable; recver as much f the spilled hydrcarbns as pssible; clean up and if necessary; rehabilitate the envirnment. In all instances Persnal Prtective Equipment (PPE) must be wrn when handling hydrcarbns during cleanup. Spill kits equipped with inter alia hydrcarbn-absrbent bms and fibres shuld be made available at, r in the immediate vicinity f all hydrcarbn handling, string and/r treatment facilities n all XCSA peratins. The use f chemicals t absrb/emulsify il shuld be avided. N hydrcarbn spill shuld be rinsed int any drain, trench r strm water canal. Sawdust shuld nt be used t mp up hydrcarbn spillages.
