Martin & Associates in collaboration with Ministry of Local Government/European Union (a) Carried out a Diagnostic Study in 15 Local Authorities in Local Authorities capabilities and accounting systems adopted by the Local Authorities (b) Assisted in the development of an accounting template to be adopted by the Local Authorities in Kenya (c) Prepared a training programme for dissemination of the new financial systems for Local Authorities and carried out the actual training for Town Clerks, Treasurers, Accountants and Internal Auditors of all the Local Authorities in Kenya. A study under the Ministry of Local Government : ALGAK (Association of Local Government Authorities of Kenya) The main researcher/consultant in the study of the Kenya Position on Local Authorities Treasurers Financial Manual 2004 Samez Consultants Team member for the financial output in the study for the development of Reporting System for the Sewerage operators in Kenya. A study under the Ministry of Water Resources Management and Development undertaken in collaboration with JICA 2

3 Mid-Lit High Tech Business Consultancy as a consultant: (a) Developed and implemented training programs for Water and Sanitation Companies of Nyeri in Customer Care, Communication and staff appraisal (b) Supervised the Writing of the Backlog of accounts for Nanyuki Municipal Council (c) Carried out evaluation of revenue collection potential for Nyeri Municipal Council identifying weakness in the collection process. This was done through a survey and later training the staff in revenue collection and control procedures GTZ Urban Water and Sanitation Services (UWASAM) (a) Preparation of Training Materials: Developed Training Manuals for Water and Sanitation (Sewerage) staff in the nine Water Undertaking Municipal Councils in Kenya. The exercise involved developing training materials and programs and implementing the training programs. The following training manuals were developed: Chart of Accounts Budgeting and Budgetary Control Billing and Consumer Management Accounts Preparation Cash and Bank Management Costing Purchasing and Supplies Management Stores Management Capital Outlay Internal Auditing Procedures Effective Supervision and Control (b) Performance Appraisal Carried out a performance appraisal for the Water Departments and the newly formed companies in all financial matters. Emphasis was on designing efficient financial reporting and monitoring systems that would lead to improved efficiency and management information systems of the Water and Sanitation Services in the Municipalities, and put them on the course towards commercialization. (c) Formation of Commercially Oriented Companies As a team of consultants helped to form Water and Sewerage Companies in Kericho, Eldoret, Nyeri, Nakuru and Kitale. This was done by first developing benchmarks for the commercialization process and assessing each WSD against these benchmarks. Organized seminars and advised stakeholders in formulation of Agency agreements during the formation of the companies. 3

4 (d) Implementation of Commercial Accounting As a group of consultants, established a computerized accounting system in Nyeri, Eldoret and Kitale. (e) Development of Tariffs Provided the necessary expertise in the development of cost recovery tariffs for both the companies and the WDS (f) Staff Rationalization Carried out a staff rationalization process for the Eldoret Water and Sewerage Company including salary structures, Job descriptions and Organization Structure (g) Business Plans Supervised the development of corporate plans for Nyeri Water and Sewerage Company (NYEWASCO) and Eldoret Water and Sewerage Company (ELDOWAS) Martin and Associates (Auditors) Carried out audit function in Local Authorities of Thika, Meru and Nanyuki : Friedrich Ebert Foundation (FES) Trained Local Authorities councilors and staff in the proper management of the councils.
