1 Bernicia Group Job Description Title: Stock Investment Surveyor Reporting to: Stock Investment Programme Manager Date: April 2017 Based: Berwick with occasional working from the Ashington and Durham Offices. Job Purpose Responsible for surveying properties, providing site representation and works inspection duties in connection with the delivery of a programme of investment to achieve the Decent Homes/Bernicia Standard, within a broader responsibility for the development and effective delivery of housing maintenance, technical advice, and improvement services for Bernicia stock, together with similar responsibilities within the Bernicia Group, including new build. The role will provide support to the Asset Management function and the delivery of stock improvement programmes, planned and cyclical maintenance programmes reflecting the Group s vision to make the difference, the core objectives to Provide Quality Homes and Outstanding Services and to Developing our Business Strength. Supporting the group in delivering services within the ethos of continuous improvement and value for money to all stakeholders of the Group. To assist in meeting the group s legislative and regulatory responsibilities relative to the services provided by the department and provide appropriate technical support to other teams. To support the Group in maximising the use of its assets within its business plan assumptions, ensuring that properties are popular, offer good value to customers and are well maintained. The role will function within a performance management environment for the effective and efficient delivery of operations and as such requires the post holder to have a flexible approach to work. Key Responsibilities Support the maintenance and improvement of stock management and associated computerised systems in respect of stock investment and planned maintenance including representing Bernicia on site to ensure specifications, programmes, consideration of tenants, quality of work and value for money etc. are maintained.
2 Completing and maintaining electronic contract administrative documents which form part of the contract administration process, including records of variations, completed work, hand over forms and performance reports. Resolving collaboratively any site issues that are within the responsibility of the role and escalating to the Project Coordinator/Senior Surveyor where necessary Reporting to the Project Coordinator or Senior surveyor on a daily basis on project matters including progress and site issues. Provide a comprehensive, cost effective Surveying/Inspection service for the stock maintenance and improvement service, including any appropriate support to the development of strategies, work plans and procedures. Carry out surveys and produce accurate and timely documentation in respect of Stock Condition Surveys; nergy Performance Certificates; Housing, Health and Safety Rating System; using current methods and systems including mobile IT and data entry. Support the programme of investment to achieve and sustain the Decent Homes/Bernicia Standard for all stock. In conjunction with the Team Members, provide a Surveying/Site Representative service in line with corporate objectives and proper assessment of risk. Support, development and implementation of the 5 year rolling stock business and maintenance plans and the annual service plan, together with a rolling 30 year plan. Support the Team with the procurement of contracts relating to the maintenance of the stock; help manage contracts to provide a cost effective, efficient service to the Group s properties, maximising tenant satisfaction and performance as set out in the relevant contracts. Support strategies and projects to achieve improved thermal comfort and energy efficiency of all homes. Assist the Team in preparing annual budgets to achieve service and strategic objectives. Contribute to, and influence the work of, the Technical Services Department. Support the management of all risks that relate to contract and stock management, or service delivery. Contribute to the performance management system ensuring that all measures and information support continuous service improvement. Support corporate working by attending working groups for Technical Services, procurement and risk/health and safety. Input appropriate performance measures, and maintain effective monitoring mechanisms to evaluate the progress and impact of the teams, service and group.
3 Provide similar services in respect of all other types of construction, including nonhousing and new build as directed. Cross departmental working and support to work with other teams to achieve the Groups aims i.e. Housing and Finance. To occasionally cover for the Repairs Inspectors.
