2 PURPOSE OF THE POSITION Working under the direction of the Director ICT, the role will: Manage the IS operational activities for Counties Manukau Health (CM Health), working closely with Health Alliance and relevant 3 rd parties and stakeholders. Provide leadership and direction for the management of IS strategic project delivery outside of the current transformation programme (SWIFT). Take a leadership role in ensuring that ICT strategic projects are established and delivered. Support resolution of issues to ensure projects remain on target as per delivery plans Provide oversight, track and report on expenditure of IS capital budget. Keep abreast of new technology trends and share these with the IS Governance Group where appropriate Provide input into multiyear IS investment strategy and delivery plans. Oversee internal audit activities, ensuring appropriate input is provided by CM Health and recommendations are implemented across CM Health and ha policies and processes Review ICT policies and procedures to ensure they meet current standards and refer to emerging trends. Work with the CM Health and the regional IT operations provider HealthAlliance (ha) communications team to ensure relevant staff are aware and follow policies and procedures Support the Director Strategic ICT Transformationin maintaining an active and key presence on regional initiatives, ensuring Director Strategic ICT is informed of key developments Create network of technology staff across the organisation and share key initiatives Vision & Values Counties Manukau Health District Health Board ( Counties Manukau Health ) Shared Vision Our DHB shared Vision is to work in partnership with our communities to improve the health status of all, with particular emphasis on Maaori and Pacific peoples and other communities with health disparities. 4 NATURE AND SCOPE OF RESPONSIBILITIES Key Accountability Manage the IS operational activities for Counties Manukau Health (CM Health), working closely with health Alliance and relevant 3rd parties and stakeholders. Standards / Achievements Participate as CM Health representative on Regional IS Security Forum Oversee CM Health New Work Requests providing updates to the ISGG Coordinate a response to GCIO (Is this the Group CIO), internal audit or other such enquiries where appropriate, seeking input from relevant resources. In some cases this should be coordinated regionally by ha Coordinate the communications of all opportunities, issues and risks to all stakeholders. Provide leadership and direction for the management of IS strategic project delivery outside of the current transformation programme (SWIFT). Take a leadership role in ensuring that ICT strategic projects are established and delivered. Support the resolution of issues to ensure projects remain on target as per delivery plans Ensure appropriate governance is in place for and across the IS strategic portfolio of projects Participate in project steering groups as CIO representative Maintain current overview of broader technology activities and the impact on the business, communicating developments that may impact on implementation plans to all stakeholders. 5 Key Accountability Keep abreast of new technology trends and share these with the IS Governance Group where appropriate Standards / Achievements Manage escalation of unresolved issues and risks Actively lead the inclusion of new projects into the strategic portfolio following the agreed process Utilise emerging trends to provide input into New Work Request, strategic investment discussions, policies and procedures Identify new innovations and trends in technology and provide this information to ISGG in context to current or future projects Oversee internal audit activities Ensure appropriate input is provided by CMH and recommendations are implemented across CMH and ha policies and processes Ensure all policy and process changes are adequately documented and communicated to all stakeholders Relationships and Communication Work in collaboration with the regional DHB information services and ha to ensure secure, reliable and safe information management systems and practices are in place. Ensures effective and compliant safety and risk management systems are in place and that an effective Continuous Quality Improvement programme is implemented. Ensure regular attendance and active contribution to regional governance groups as agreed with the Director of Strategic ICT Transformation. Build and maintain effective and constructive working relationships within CMH, ha and regionally Work closely with Clinicians ensuring priorities, pressures, and requirements are appreciated and translated into operational and strategic delivery plans Create a network of operational technical roles within CMH and share knowledge and activities Management roles: Ensure a safe working environment and safe working practices Establishes clear expectations, accountabilities and responsibilities in relation to safety management, risk minimisation or management and quality improvement and innovation programmes within span of control. 8 COMMUNICATION AND INTERPERSONAL SKILLS Will be required to interact on a regular basis with a range of Counties Manukau Health staff members. Externally there will be contact with: National Health Board GCIO halliance staff & senior management Regional CIO or equivalent groups Other DHB managers and staff Primary health care providers Situations may often call for tact, diplomacy and will require information to be handled in a discreet and sensitive manner. In conflict situations will be required to exercise sound judgement, negotiation and persuasiveness skills, toward facilitating a workable outcome. From time to time there may be political/social pressure exerted which will require diplomatic resolution so as to maintain the integrity and independence of the role. The role will require that the incumbent develop sustainable relationships with a wide variety of stakeholders across CMH and a range of organisations. PROBLEM COMPLEXITY Will be required to advise on the implications of various courses of action, both operationally and strategically. This will require the ability to gather information on the broadest possible basis and synthesise the information gathered so that the total implications and impacts of an issue are understood. The role will require diverse problem solving as well as intense interpersonal interactions in challenging situations. There is a need to be able to determine an appropriate direction when assessing competing and sometimes contradictory views and or information. Problems will need the application of tact and diplomacy, relationship management, and strong business and commercial acumen to resolve. Communication of complex issue to stakeholders across different disciplines will require the ability to summarise and simplify the message. Need to be brave in escalating issues and risk identified to stakeholders. Some issues may be hard to accept. PERSON SPECIFICATIONS Qualification Experience/Skills/ Knowledge/Behaviour Minimum Tertiary degree in Information Systems/Technology 3+ years leadership experience in a large complex organisation with a high degree of process management, leadership & negotiation experience. Demonstrated ability to translate strategy and concepts into achievable implementation and operational plans. Ability to build and maintain successful internal and external relationships and networks. Demonstrated experience in delivering organisational performance improvement through information management development Commitment to providing high quality service that meets customer requirements Ability to manage conflict Preferred Post graduate qualification Senior management/leadership experience in the health setting.
