3 PURPOSE OF THE POSITION The position of Locality Service Manager is a key leadership position in Otara-Mangere Locality. The position works collaboratively with all general practices and their PHOs, Counties Manukau Health teams and a range of CMH contracted providers working in the Otara-Mangere Locality catchment area. The position is charged with supporting the implementation of new services, facilities and integrated models of care. Development of the Otara Mangere Locality Hub facility is an important aspect of this role in the short term. There is also a strong focus on community and provider engagement, integrating services between primary care, the Locality community health team and other health, disability and social service providers. There are service management responsibilities. The Operations Manager Otara-Mangere Community Health team will report to this position. The purpose of the role is to lead, manage and facilitate integrated service and facility design, development and delivery across the Locality s health and social care sector. The Service Manager will provide leadership, project and change management oversight, support for staff, effective operational management, monitoring of key service performance and outcome measures whilst ensuring high quality and timely services to patients. The Service Manager will achieve our vision by building strong relationships with key stakeholders and by working in partnership with clinical staff and managers of Counties Manukau Health services to deliver on strategic service and facility plans. The Service Manager will be innovative in their thinking, with the ability to identify opportunities for integration whilst understanding the needs and objectives of various organisations involved. PLACE IN THE ORGANISATION This role reports to the General Manager Integration, Otara-Mangere Locality with indirect relationships to other Locality managers. As part of the implementation of the Locality Integration Strategy this organisational chart will be subject to change. 4 NATURE AND SCOPE OF RESPONSIBILITIES Key Accountabilities Standards / Achievements Integrated Service and Facility Design, Development and Planning Service Delivery Relationship / Stakeholder Management Facilitates, and leads as directed, Locality service and Hub development on behalf of the Locality Builds and sustains relationships with a variety of stakeholders to investigate, resolve and progress work that supports the objectives and work plan of the Otara-Mangere Locality Operating from within an integrated service framework, identifies opportunities and develops implementation plans, for improvements to work flows and processes with potential to achieve quality improvements and efficiencies Develops and manages a network of health and social care providers (CMH, PHO, NGOs, charities, social care, council etc.) with a view to developing an integration platform. Sustainable capital plans are developed and managed in accordance with organisational expectations Works collaboratively with locality clinical leaders to support the delivery of services and agreed service priorities across the Otara- Mangere Locality Implement and monitor effective service delivery improvement strategies Actively engage and participate in contract development and tenders for current and new services Ensures service performance meets contract specifications and certification standards of relevant services Ensures that identified risks for both patient and staff safety are mitigated and communicated appropriately and in a timely manner within the organisation Provides cross cover for other managers operating within the four Localities Build and maintains good relationships and strategic alliances with key stakeholders including internal and external agencies such as Primary Health Organisations, Non-government organisations, contracted providers and Landlords that interface with Otara-Mangere Locality Customer Service Health and Safety: To recognise individual responsibility for workplace Health & Safety under the Health and Safety Legislation Seeks feedback from patients and key stakeholders to drive the development of improvements Overview of incident management processes. Senior team follow up of incident severity 3+ Overview of compliments and complaints regarding Otara-Mangere Locality. Ensure they are appropriately investigated, reviewed & actioned in line with Counties Manukau policy & procedures Ensure a safe working environment and safe working practices Plan, lead, organise and control Health & Safety activities directed at preventing harm in the workplace, in consultation with employees and Health & Safety representatives for area Ensure that all accidents/incidents in the workplace are investigated, and that hazards are recognised and adequate controls put in place Position description: Counties Manukau Health 4

In conflict situations the post holder will be required to exercise sound judgement, negotiation and persuasiveness skills, toward facilitating a workable outcome. PROBLEM COMPLEXITY The Service Manager will be regularly challenged by a wide range of diverse activities and be required to balance operational requirements with strategic change management developments. There will be a requirement to prioritise issues and negotiate time frames, while still providing a quality service. Position description: Counties Manukau Health 5
6 The Service Manager will require highly developed influencing skills to achieve required outcomes with organisations and groups who are not directly managed by the Service Manager nor are CMDHB employees. The range of problems will be diverse and require solutions customised to meet the service requirements. Therefore opportunities will arise to provide innovative options based on proven outcomes. SCOPE FOR ACTION The employee is empowered to make decisions or recommendations relating to the delegated and/or allocated responsibilities as agreed with the General Manager and in accordance with the business plan and the organisations Delegated Authorities. The expectation is for the employee to lead and manage in both a strategic and operational manner. The Service Manager is encouraged to use initiative and problem solving skills to develop innovative approaches to issues. Discretion is required to be exercised in releasing confidential information to the appropriate parties. The Service Manager will be expected to be aware of own knowledge/experience gaps and to seek guidance from the Otara-Mangere Locality General Manager when appropriate DIMENSION OF THE POSITION Is responsible to the General Manager Integration, Otara-Mangere Locality for the achievement of agreed objectives, and operates within the confines of CM Health. 7 PERSON SPECIFICATIONS (requirements for the role) Minimum Preferred Qualificatio ns Experience (including years) Behaviours/ Attributes Bachelors Degree level qualification in a health discipline Clinical & management experience in a variety of NZ health settings. Minimum of 3 years management experience at a senior level in a health organisation, including staff and budget management Highly developed analytical/ conceptual thinking, with a strategic health focus, and ability to integrate complex information. Experienced operational manager Excellent written and verbal communication and presentation skills. Proven ability to prioritise, manage many complex activities and achieve goals within agreed time frames. Expert in use of Microsoft Office Suite Understanding of the Treaty of Waitangi, and its impact on NZ society.
