1 Date: July 2014 Job Title : Community Engagement Manager Department : Planning, Funding and Outcomes Unit Location : Waitemata DHB Board Office (Shea Terrace) Planning, Funding and Outcomes Unit Reporting To : Manager Planning and Health Intelligence Waitemata & Auckland DHBs Direct Reports : Nil Functional Relationships with : Internal Health Outcomes Team Wider Funding Team DHB Provider Arm Teams Corporate Support Team External HealthLinks PHOs Ministry of Health Community Groups NGO Other Purpose : The Community Engagement Manager role is a senior role that will manage community engagement for Waitemata DHB in collaboration with Healthlinks, leading strategic and operational advice on engagement with key stakeholders, community groups, consumers, residents and external agencies. A key aim will be to improve engagement with Waitemata communities, particularly Maori and Pacific and Asian communities, so that they can be more effectively involved in influencing health care delivery and maximising their health and wellbeing. This role will advise on best practice community engagement approaches, develop engagement strategies and plans and oversee execution. This role will also evaluate engagement activity to assess its effectiveness and identify opportunities for future improvement. It will be responsible for: Building the DHBs knowledge base about the community s health needs (broadly defined) and service experience Developing community capability and opportunities to participate in health service planning, evaluation and delivery and developing innovative ways to address the health needs of the population Developing and designing strategies for effective communication to ensure community members have real, meaningful opportunities to provide feedback to and engage with service planners and providers and that these Waitemata District Health Board -JOB DESCRIPTION - Page 1

2 can be effectively interpreted and incorporated into planning processes Leading intersectoral engagement work to maximise the DHB s ability to influence and make the most of intersectoral partner relationships to benefit the health and wellbeing of our population Leading and developing the DHB s Consultation and Engagement Policy and lead on its effective implementation as well as reviewing its effectiveness KEY TASKS Build the DHBs knowledge base about the community s health needs (broadly defined) and service experience Develop community capability and opportunities to participate in health service planning, evaluation and delivery and developing innovative ways to address the health needs of the population EXPECTED OUTCOMES Gather data and information from all sources including developing sources if none available (both hard and soft data) to review and confirm the health and wellbeing needs of the local population Lead innovative methods for collecting information on the community s health needs, particularly for those parts of our community which are hard to reach through traditional methods eg. Maori and Pacific and youth populations Analyse and interpret responses using robust statistical/research methodologies that provides information into health behaviours and provides meaningful input into DHB projects to drive solutions to local problems, with a particular emphasis on those with greater health needs Maori and Pacific populations Make sure that all research, consultation, evaluation and needs assessment work complies with accepted social science methodologies and can be prepared in the accepted format for peer review as part of projects Report on experiences of DHB services, opportunities and issues and outcomes of community engagement on priority projects Work with Awhina health campus to ensure there is a library of community engagement consultation work to draw on for future consultation strategy development Champion and lead the ongoing contributions to the above library Utilise the knowledge base to share information with the community on what health needs have been identified to inform service planning and subsequent consultation work Take primary responsibility for managing specific projects as agreed with Health Outcomes function Work with community, community leaders, service providers and planning managers to progress specific projects Draft business cases for new proposals that may Waitemata District Health Board -JOB DESCRIPTION - Page 2

3 KEY TASKS Develop and design strategies for effective communication to ensure community members have real, meaningful opportunities to provide feedback to and engage with service planners and providers and that these can be effectively interpreted and incorporated into planning processes Lead intersectoral engagement work to maximise the DHB s ability to influence and make the most of intersectoral partner relationships to benefit the health and wellbeing of our population Lead and develop the DHBs Consultation and Engagement Policy EXPECTED OUTCOMES require executive team endorsement and funding Explore and recommend new media approaches / tools for more effective consultation / engagement e.g. online platforms, mobile platforms as well as new conceptual models e.g.: design-led approaches, participatory / democratic approaches Work with Health Links to ensure consumer information is appropriately developed and consumer training is undertaken) Work with specific project groups, public health physicians and the health intelligence team to design and implement effective and suitable customised consultation strategies using appropriate strategic consultation partners Develop, source and tailor strategic advice to support project leads to engage with stakeholders, community groups and consumers. This requires a sound understanding of the DHB s priorities and activities Lead consultation processes when required Communicate DHB learnings about community views and community engagement methodology Source, establish and remain part of the on-going development of channels for two-way communication with communities on an ongoing basis (working with the Patient Experience Manager Quality) Communicate within and outside the DHB or organise opportunities for others to do so where appropriate Lead local and regional engagement work on priority issues of local and regional significance Lead intersectoral work to strengthen local responses to population need eg. with local boards, Auckland Council and other public sector organisations Explore further opportunities to share or partner with regional and cross-sector opportunities for engaging community members in WDHB service development and planning (eg: connect with Auckland Council s online community panel, ADHB s online community panel etc, working with the Patient Experience Manager - Quality) Interface with regional partners (eg: ADHB, CMDHB, NDHB, NRA) to lead and coordinate community engagement activity across the region Develop an overall work programme for the year, with clear outcomes and rationale Manage the process for interaction with appropriate strategic consultation partners Waitemata District Health Board -JOB DESCRIPTION - Page 3

4 KEY TASKS EXPECTED OUTCOMES Review outputs from consultation, analyse effectiveness and recommend alternatives as appropriate update and amend the policy as required Ensure the Consumer/Community Engagement intranet site is developed and updated with appropriate links and information Develop WDHB profile as a leader in community and consumer engagement Champion discretionary community engagement in planning, funding and service development work Ensure the DHB meets its statutory and central government policy obligations for community and consumer engagement Manage and develop Health Links Waitakere and North contracts and work with Health Links to Agree work-plan, including suitable KPIs ensuring activity is aligned to DHB priorities and plans ensure key deliverables are met Monitor delivery of work-plan and performance against agreed KPIs Review contract in relation to performance Support provider development Contract development Will need to consider the most effective use of Healthlink organisations (with the Patient Experience Manager Quality) and that Healthlinks are appropriately linked to the Health Intelligence Team to enable Healthlinks to undertake community research/surveying in an epidemiologically robust way, where this is appropriate Manage other key stakeholder relationships eg. Quality, Communications, etc... Statutory & Treaty of Waitangi obligations Ensures the professional and political integrity of WDHB by carrying out all functions in compliance of the Treaty of Waitangi and by demonstrating a serious commitment to keeping the treaty alive. 6 PERSON SPECIFICATION POSITION TITLE: Community Engagement Manager Minimum Preferred Qualification Experience Skills / Knowledge / Behaviour Bachelor s degree in health or social science Minimum of five years experience in a community development, community engagement, or communications position, preferably within a political environment Strategic thinking, analytical and critical evaluation skills High level of political acumen and judgment Excellent interpersonal and organisational skills and the ability to build productive, positive relationships with DHB staff, community groups and other sectors / agencies High degree of cultural competence and ability to engage appropriately with different demographic groups Self-motivated with a high degree of initiative and excellent time management skills Experience working at a management level Experience working with other agencies and sectors Experience working with data, analytical tools and databases Experience setting up online tools and forums for gathering and interpreting community and / or consumer feedback both quantitative and qualitative Highly developed listening, verbal and written communication skills Project management experience Contract management and service development skills Knowledge and understanding of Masters (or study towards) in a healthcare-related discipline Experience working in the health sector Waitemata District Health Board -JOB DESCRIPTION - Page 6
