1 POSITION DESCRIPTION DEPUTY PRINCIPAL RURAL FIRE OFFICER RURAL FIRE Position: Business area: Location: Reports to: Deputy Principal Rural Fire Officer (DPRFO) Rural Fire Various Principal Rural Fire Officer (PRFO) Version date: August 2017 ORGANISATION CONTEXT Fire and Emergency New Zealand is a Crown Entity established on 1 July 2017 under the Fire and Emergency Services Act The role of our new organisation is to reduce unwanted fires, respond to structural and vegetation fires and other emergencies including motor vehicle crashes, medical emergencies, hazardous substance related incidents, natural disasters and support increased community resilience. Our new, unified organisation will provide a fire and emergency service that delivers for communities, and the firefighters who serve them, now and in the future. POSITION CONTEXT AND PURPOSE The DPRFO is responsible for assisting the PRFO in the operational performance and management of rural fire within a specified geographical area. The DPRFO will support the PRFO in the management, co-ordination and delivery of operational activities. SCOPE OF JOB Financial delegations: Expenditure $5,000 Staff responsibility: Nil KEY ACCOUNTABILITIES & DELIVERABLES The job holder is responsible for delivering results in the following areas: Strategic Direction Contributing to district/local planning and practices for rural. Operational Service Delivery (Not all DPRFOs will perform the same role. Key deliverables in relation to Operational Service Delivery may differ from position to position) Supporting the PRFO in ensuring that Volunteer Rural Fire Forces are operationally ready and supported to provide the fire and emergency service needs for their areas Reduction coordinating or supporting a reduction programme designed to reduce the risk of rural wildfires Readiness - ensuring the state of readiness for rural fire control

2 PROUD Response - supporting response systems and incident management teams for rural fire emergencies Recovery - supporting recovery programmes including ensuring that any requirements relating to post incident reporting, analysis and other recovery policies are carried out Delivering rural fire operations to stakeholders and communities in a professional manner Ensuring the timely issuing of Fire Permits Undertaking Duty Officer requirements in accordance with the Fire and Emergency New Zealand roster Ensuring that resources are available and adequate to control and suppress wildfires Supporting all rural fire activities and ensure compliance with the Fire and Emergency New Zealand Fire Plan Supporting rural fire personnel to ensure they are able to respond to call-outs effectively Monitoring rural fire personnel and resources to ensure appropriate standards are complied with Managing all plant and equipment within the area of responsibility ensuring that it is in a state of readiness Ensuring rural fire equipment is maintained at a state of readiness that meets the required standards Undertaking audits to check on the standards of fire equipment within the area of responsibility and reporting back to PRFO with actions required Carrying out maintenance and testing on equipment as required Monitoring fire weather information and reporting on local fire dangers ensuring that Volunteer Rural Fire Forces, operational personnel, contractors and other service suppliers are aware of current and predicted fire danger. Transition/Change Management Supporting the PRFO on transitional arrangements with Territorial Local Authority s, the forestry industry and DOC, to enable a seamless transfer of services to Fire and Emergency New Zealand and minimal impact from a customer and operational perspective. Team Membership Participating fully and cooperatively as a member of the area management team, and contributing to the ongoing development and effectiveness of the organisation Taking collective responsibility for supporting the performance of the area as a whole, focusing on solutions Consistently and actively supporting management decisions Providing peer support to team personnel. People Leadership Providing leadership, guidance and support to Volunteers Leaders and operational personnel. Volunteerism Supporting the PRFO in implementing strategy and business plan activities relating to Volunteer Rural Fire Forces (VRFFs) Engaging with and operationally delivering support to Volunteers, working closely with VRFF Controllers maintaining direct support and working on development, retention and recruitment activities Assisting VRFF Controllers as may be required in dealing with and resolving local Volunteer related issues or disputes. Stakeholder Engagement and Relationship Management Assisting the PRFO with the implementation of a fire prevention and publicity campaign within Fire and Emergency New Zealand

3 Maintaining key relationships with stakeholders in the community Maintaining robust and positive relationships with stakeholders and key operational personnel. Planning Assisting the PRFO to compile and review the district Fire Plan Assisting the PRFO to prepare annual business plans, financial plans and budgets Assisting the PRFO with local risk planning and the development of tactical plans Supporting focused strategy for the recruitment and retention of Volunteers. PROUD Financial Assisting the PRFO with budgeting and reporting requirements Managing fire control expenditure in accordance with the approved budget for the position. Fire Equipment Assisting the PRFO with the management of fire equipment resourcing to meet readiness and positioning that meets the required national standards and the local Fire Plan requirements Carrying out inspections and standards auditing of the areas fire equipment Assisting with maintaining Assets registers for all operational areas. Fire Permitting Issuing fire permits and carrying out inspections where required for declared fire seasons or for fire control restrictions in accordance with the legislative and fire plan policy requirements Assisting the PRFO with resolving local issues or disputes relating to fire permitting. SAFETY, HEALTH & WELLBEING - RESPONSIBILITIES Taking responsibility for their own safety, health and wellbeing and for their colleagues and others they work alongside, as far as they are able Following policies, training and guidelines related to safety, health and wellbeing, including reporting of injury and near miss events. 4 PROUD QUALIFICATIONS, ATTRIBUTES AND EXPERIENCE Suitable candidates will possess the following skills/attributes: Essential Experience in management of rural fire control across reduction, readiness, response and recovery Experience in incident management and emergency management Experience in or knowledge of the legal requirements for rural fire control Understanding of volunteering and the best approaches to engaging volunteers effectively Capability to deliver training to staff and volunteers Holds the required unit standards for the position of Deputy Principal Rural Fire Officer Current drivers licence Ability to programme work and resources to meet objectives Excellent communication skills Excellent relationship building skills Strong stewardship and customer orientation focus Adaptable, self-motivated, demonstrates leadership capability Able to work effectively in isolation, but also in collaboration with colleagues. Desirable Heavy vehicle drivers licences
