To maintain the integrity of statistical systems and model the school population projections using the agreed modeling tools. This includes obtaining and inputting multiple data sources to the model. This will include; the review and update of the data dashboards and data tables gathering data for input from multiple sources on an annual cycle
3 Main uties and Responsibities providing other data, contextual reports and graphical representations, on request; storing and providing the data dashboard tables to relevant stakeholders coordinating meetings with relevant stakeholders providing reports to Officers and Members To assist the SC&C Team Leader by completing statutory returns to the epartment for ducation, ducation Funding Agency or other statutory body, primarily the SCAP return To contribute to the day to day management and co-ordination of Community Infrastructure Levy (CIL) contributions for ducation, to include: Securing contributions for school places, through the Section 106 and Community Infrastructure Levy (CIL) process, to meet the Local Authority s statutory duties. This will involve assessing the need for places and a contribution to the overall planning of school places in the short (weeks) and longer (years) term. Liaison with colleagues in Planning and in School Place Planning. To contribute to developing processes and management information systems for the collection of and requests for ducation Section 106 and CIL contributions from planning applications. To contribute to the management of payment and spend of the Section 106 and CIL contributions, through the Section 106 database and the Agresso system. To provide timely reports, as directed, for all key stakeholders, including Headteachers and Members, on levels of contributions sought and received. This will assist in the planning of school places and accommodation and contribute to planning the 5 year Children & Young People Capital Programme. To carry out research on an annual basis to support the strategic development of Section 106 and CIL policy for the ducation Service to meet Planning Policy and Government requirements. To put forward recommendations based on the research and to play a part in the internal consultation process through to Member level. To accurately maintain all relevant data sets, across all areas of work. To carry out tasks to ensure the sufficiency of school places across the district. This will include; ata collection from a variety of sources, including Headteachers, third parties such as NHS and MO, Council website and colleagues across different service areas Visit schools to discuss matters relating to sufficiency of places with Heads and School Governors Carry out benchmarking and statistical analysis with other LA s Contribute to the development of a School Organisation Plan and strategy for the district Create and maintain records relating to school sufficiency and planned changes To assist in the mergency Planning function for schools. This will include; maintaining the currency of the Critical Incident Plan (schools), coordinating meetings supporting school staff who are dealing with an incident Contribute to the overall service provided by the team, suggesting and implementing ideas for continuous improvement and undertaking personal development to contribute to this

As part of the Communities irectorate we operate in the context of restorative practices and principles, including working with partners and clients and not doing to them. ffective communication is key to this, as well as understanding and respecting relevant roles and responsibilities. Scope (impact on/control of resources, people, money etc) The postholder will assist in the Council s forecasting of school places activity across a period of 10 years. This is used to inform the Council s Capital Programme, School Organisation policy, Admissions policy and is a tool used by the f to determine Capital funding levels for school place provision. The SC&C Team Leader is responsible for managing these activities, the postholder will carry out autonomous tasks and will have day to day responsibility. The postholder will coordinate data and processes to support the management of S106/CIL, and the Council s Capital Programmes. The postholder will coordinate data and processes to support the activities of the Property Team, as well as to inform decisions around School Place Planning and Admissions. The postholder will have day to day management and co-ordination of the SPAR process to meet the Local Authority s statutory duties. The postholder will assist in the strategic development of policy that must meet legislation and insurance requirements. The postholder will be a member of a team of 9 people carrying prime responsibility for ensuring that the Local Authority is equipped with the intelligence it needs to secure its key objective of supporting schools in raising pupil achievement, within the area of asset management and contributing to the maintenance and enhancement of the Corporate estate. The postholder will also contribute to the wider activities of the Property Services Team, including data management, place planning and admissions. The postholder will have regular contact with Heads of stablishments, school s administration, officers in related teams and many other colleagues within the Communities irectorate and the Council as a whole. There will also be contact with external agencies, for example housing developers and their agents, the f and representatives of other Authorities, when the postholder will represent the interests of the Council. Person Specification Qualifications egree level or equivalent or demonstrable experience in a similar role. Further professional development in a related field, including Statistical Analysis xperience xperience in an education or local government environment Have successful experience of working in partnership with schools/council properties on a variety of matters Knowledge and understanding ssential/ esirable
